Description

arche noVa - Initiative for People in Need is a non-religious, independent non-profit and non-governmental organization (NGO) with Headquarters in Germany. We work in the field of humanitarian aid, rehabilitation and development and primarily focus on the WASH sector.

Globally, arche noVa currently works in twelve countries. Since 2013, we have been implementing projects for IDPs, returnees and host communities in Northern Iraq and Kurdistan (Diyala, Sulaymaniyah and Kirkuk Governorate).

arche noVa provides WASH services in IDP camps in Sulaymaniyah, Kalar and Khanaqeen. Over and above that, we also provide WASH services and support outside of camps by rehabilitating WASH facilities in schools and health centers, as well as improving water and sewerage systems in villages. arche noVa is further expanding on these WASH support activities through a more sustainable long-term and holistic approach focused on community engagement, capacity building and livelihood diversification in the agricultural sector, yet always continuing to keep WASH at its core.

arche noVa co-leads the WASH Sub-cluster in Sulaymaniyah Governorate and the WASH Working Group in Northern Diyala Governorate.

Objectives of the position

The S. WASH Engineer will be based in the Kirkuk Area Office, working in all the project sites within Kirkuk and Salahadin Governorate and in its host communities, with regular required travel to needed areas. 

The main responsibilities will include working to design and improve the technical engineering implementation aspects of AN’s developmental WASH programmes in the areas of water and sanitation technology including designing, quantifying and specifying all technical specifications with regard to the construction and rehabilitation of all WASH project activities, managing and overseeing all works and sub-contractors, liaising with the relevant government directorates, while ensuring that all Sphere, cluster, governmental and AN standards are maintained. The WASH Engineer will also be responsible for regularly assessing and addressing any emergency relief situations involving WASH efforts, creating and drafting technical designs, and submitting regular reports on the work being completed. 

The duties assigned to employee are as indicated in the following Job Description. However they can be amended at the discretion of the management and the agreement of the employee. The employee may also be required to perform other functions, which are within his capacity, skills, aptitude and knowledge without additional remuneration. 

Duties & Responsibilities:

  • Assessing needs for WASH interventions (Water, Sanitation and Hygiene facilities) at community level including education and health facilities.
  • Ensuring that AN’s project activities satisfy the needs of the beneficiaries and providing oversight of water source construction and sanitation projects to ensure quality and adherence to standards, by overseeing all the planning, coordinating, supervising and monitoring of all technical aspects;
  • Preparation of drawings and BoQ/Cost Estimates required for tender documents for all WASH infrastructure works to be rehabilitated and/or constructed;
  • Ensuring the training of national staff and community committees in technical areas including water quality testing and/or building and maintaining quality water point structures;
  • Help design and revise the construction/rehabilitation works component of the project implementation plans, and monitor that the implementation of the construction/rehabilitation activities respect the time-table milestones and deadlines;
  • Conduct trainings regarding operation and maintenance of water supply and sanitation facilities for beneficiaries, communities and water management committees;
  • Develop and maintain good relationships and lines of communication with relevant local authorities and communities, prior to intervention explaining AN’s role as an NGO and liaising with them during all phases of the project;
  • Regular monitoring of ongoing construction and rehabilitation activities, to ensure that all the activities are executing as per design, specifications and work schedule;
  • Extend all possible technical support to other team members and contractors when and where required;
  • Keep close coordination with contractors through regular meetings;
  • Preparation of work plans and construction progress reports to the Area Manager and Head of Programmes, as required for internal as well as external reporting;
  • Preparation of assessments, feasibility studies/reports, tests analyses & reporting and completion certificates/reports;
  • Verify the work done at site and reporting the completion thereof to the Area Manager, in order to recommend the payments to contractor(s)/casual labors etc. as required;
  • Working in harmony with all other project and operations staff for the effective and efficient day-to-day management of the WASH projects in Kirkuk and Salahadin Governorates;
  • Coordinating with the AN staff in the other Area Office(s) as well as the Country Office, to ensure programmatic integration and learning;
  • Coordinating with other stakeholders and partners on the ground for smooth, efficient and effective implementation of the activities as well as participating regularly in WASH sub-cluster meetings and activities;
  • Adhering to AN’s policies, Code of Conduct, procedures, guidelines, systems and standard practices;
  • Perform other relevant tasks as assigned and required;
Qualifications & Preferred Skills
  • Minimum of 2 - 3 years work experience in WASH, engineering or any other related field;
  • Experience in international NGOs is preferred.
  • A Bachelor’s degree in Engineering, preferably with a specialization in WASH, or similar;
  • Proven experience in WASH and engineering in the humanitarian and development sector of Iraq;
  • Good knowledge of the humanitarian principles, Sphere standards as well as the Iraqi WASH Cluster system and standards;
  • Must have strong technical knowledge and understanding of WASH rehabilitation and construction works, with a focus on environmental and sustainable solutions, within the regional context;
  • Must have strong quantitative and analytical skills, verbal skills and ability to communicate technical information clearly and effectively to both technical and non‐technical colleagues;
  • Ability to treat individuals with fairness and respect, demonstrating sensitivity for ethnic, cultural and gender differences;
  • Ability to work efficiently, under pressure and adapt to difficult conditions;
  • Fluency in Arabic and English is required, while fluency in Kurdish would be an asset.
