Job Description

 

The Monitoring, Evaluation and Learning Officer (MEAL) will provide valuable support to Programmes teams in Iraq to ensure that WCUK generates reliable and accurate data and learning at both the project level and the organisational level; and to promote the use of such information to ensure accountability, continual learning and improvement, in order to deliver high quality programmes across WCUK Iraq’s portfolio.

Your role and responsibilities:

 

Supporting Programme Offices to design, plan for and manage MEAL within projects

  • Work with colleagues in Programme Offices to develop log frames/results frameworks, appropriate tools and methods and principles of data collection to measure both quantitative and qualitative outcomes.
  • Collaborate with colleagues in Programme Offices to design MEAL plans for new and existing projects with oversight from the Programme Managers and Country Director.
  • Develop remote monitoring tools for locations where access is an issue and train staff and partners on its use
  • Lead the validation; management and analysis of collected data according to indicators in project log frames.
  • Lead/ and or contribute to organisational (internal and external ) reports

 

Supporting the development, rollout and maintenance of organisational MEAL framework and tools.

  • Coordinate the development and regular review of the organisational MEAL framework in Programme Offices as and when appropriate
  • Support the development of the organisational MEAL framework and accompanying tools
  • Undertake a central role in the launch, roll-out and regular review of the organisational MEAL framework and its accompanying tools, responding to colleagues’ queries and support needs
  • Build the capacity of programme staff on M&E concepts, PCM and international standards of accountability
  • Conduct analysis of data collated by means of the organisational MEAL framework
  • Share analysed data with programme teams in the country and programme offices, ensuring that the information is readily accessible to colleagues
  • Lead the timely documentation of reports and other organizational data accurately and appropriately according to WCUK and donor requirements.

 

Developing, managing and promoting information systems to support programmatic learning

  • Manage the WCUK Iraq lessons learned database and promote its use amongst staffs.
  • Extract analysed learning from research and evaluations to develop learning papers for internal or external stakeholders as appropriate.
  • Support the development of, and manage, other programme management information systems as required by the organisation in line with the changing scope and scale of its programming and changing requirements of the new organisational MEAL framework
  • Create and suggest innovative IT based tools and systems for assessment, data analysis and monitoring

 

Supporting good practice in the development and implementation of high quality programmes

  • Conducting desk-based research to collect external evidence on the effectiveness of interventions designed to achieve outcomes in line with WCUK’s programme approaches.
  • Review proposals, inception reports and draft reports for primary research, baselines and evaluations commissioned by WCUK Iraq, as required.
  • Explore the potential for innovative organisation and programme funding streams, researching and analysing opportunities.

Qualifications & Preferred Skills

Education and experience

  • Masters in social sciences or project management or related field with relevant training in M&E.
  • Experience of working on peace education, child protection and child rights projects is essential
  • Experience of working with refugees, IDPs and other vulnerable communities
  • Experience in collecting quantitative and qualitative data
  • Experience in analysing quantitative data (preferably also, with experience in analysing qualitative data using a rigorous analytical approach)
  • Understanding of monitoring, evaluation and learning and its role within project development and implementation
  • Knowledge of basic statistical methods and confident in applying these to large data sets
  • Working knowledge of English (written and Verbal) is a must. Skills in Kurdish and Arabic are very important.
  • Excellent people skills, working effectively with colleagues in the Programme and Country Offices
  • Good coordination and organisational skills
  • IT literate with particularly strong skills in Microsoft Excel
