Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness. 

Action Against Hunger is looking for a Wash Program Manager in Basra.
Work place: Basra with frequent visits to Action Against Hunger areas of interventions.
Type of contract: Initially Seven(7) months Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary:   2,854  basic salary
Benefits: Monthly Transport Allowance (110 USD) + Medical Insurance + End of Year Benefit (30% of basic salary per year).
Purpose of the position:
  • To identify and implement high quality and relevant WASH activities with a high coverage, in conformity with overarching strategy and the standards set internationally by Action Against Hunger and by national policies.
  • To implement and monitor WASH activities in an urban, post-conflict context with some security risks.
Specific Objectives:
  • Contribute to consultations on strategy and the positioning of the WASH Department
  • Identify needs and contribute to project formulation
  • Ensure the implementation, monitoring and reporting of WASH projects
  • Contribute to program quality and accountability processes and measure program impact
  • Participate in the coordination, representation, and partnerships of Action Against Hunger in his/her area of intervention
  • Supervise and manage the WASH team
  • Contribute to capitalization and technical development in his/her sector.

 

 

Qualifications & Preferred Skills

Recruitment Criteria:

Qualification/Degree:

An advanced University Degree: Bachelor’s Degree required, Master’s Degree preferred in Water and/or Civil Engineering

Professional Experience

3 to 5 years of professional experience minimum on an identical or relevant position at managerial level preferred with water, sanitation and hygiene project management experience and team management experience

Technical Skills

  1. Knowledge of water, sanitation and hygiene infrastructure rehabilitation – Knowledge in hygiene and water management promotion

  2. Advanced skills in at least one of the key WASH areas: Hydro-geology – Hydrology - Civil engineering and sizing of basic WASH structures (wells, reservoirs, latrines) – Hydraulics - Hydro-chemistry / water quality - Health promotion/public health - Community mobilization – Sanitization - Knowledge in Project-related statistical analyses and investigative techniques

  3. Knowledge of project cycle management

  4. Knowledge of the Intervention Area – The urban environment - Gender, environment, handicap - Water rights

  5. Knowledge of WASH in emergency situations and of humanitarian action and programs in refugee and displaced population settings 

  6. Complementary skills in: Geophysics, Drilling, Anthropology, Cartography, Logistical and administrative procedures

General Skills

  • Ability to Train Teams – Ability to Supervise, motivate and animate Teams, - Good Supervision and Team Management Skills

  • Design and implementation of out-of-camp activities in urban, peri-urban and rural areas, including but not limited to:

Language Skills

  • Fluency in written and spoken English
  • Arabic will be considered as an asset

IT Skills

Proficient with MS office (Word, Excel, PPT & Outlook)

Other Requirements

Demonstrated experience and/or personal commitment to promoting gender equity and equality.
