our team

Kirkuk Programme started on 2015 responding to humanitarian needs of displaced population because of the war against ISIS. The programme implemented multi-sct delivering water supply, sanitation and hygiene support, livelihoods support, and gender and protection.

The Kirkuk programme is headed by the Programme Manager, managing the teams of WASH, EFSVL, Protection, Gender, Logistics and Finance.

job purpose

To deliver the public health engineering humanitarian response in Kirkuk governorate, and to support the WASH Team Leader to supervise the PHE activities to effectively implement PHE programme in Kirkuk and extending technical support to OXFAM partners.

Together with the other WASH Team members, the PHE Officer will initiate project assessments, coordination with relevant authorities, community engagement working with other stakeholders.

The PHE Officer is required to have an understanding and experience on implementing humanitarian and/or development projects specifically on Water, Sanitation and Hygiene (WASH). Have a clear understanding on processes on water quality, drought effect and rehabilitation of WASH facilities and capacity building of groups.

This role is required to work closely with the PHP Team for an integrated WASH response. To work with MEAL related to monitoring and accountability. Will work with Gender and Protection for mainstreaming and EFSVL to complement WASH support in communities in Kirkuk programme.

The post holder will provide management and technical support to the PHE team including community water committees and through effective management, coordination, hands on support, capacity building and integration of WASH activities with other programmes.

key responsibilities

 

Technical

  • Together with the other WASH Team members, lead the technical assessment for water and sanitation related activities in targeted areas
  • In collaboration with the Roving WASH Team Leader, prepare all the technical and narrative documentation for contracts for construction and services related to water, sanitation and health infrastructures rehabilitation/reconstruction.
  • Lead work site supervision, technical coordination meeting contractors and partner to ensure quality standards are achieved with full satisfaction of Oxfam and international standards and procedures
  • Ensure work completion documents are in line with Oxfam’s Logistics and Finance requirements and payment requests are timely processed by Log and Finance staff
  • Support Logistic Department in market survey as per technical inputs and material/goods quality standards
  • Liaise as technical expert between Oxfam and partner
  • Take timely program advances for labour payments and other activities and ensure it’s on time settlement
  • Ensure community participation in all WASH infrastructure activities.
  • Ensure all WASH infrastructure activities are well coordinated with local authorities and all stakeholders
  • Ensure integration of hygiene promotion activities and engineering activities
  • Promote and support technical training of WASH committees, volunteers, and partner staff
  • Regular visits to field areas to supervise all WASH infrastructure activities and ensuring quality standards are met
  • Conducting water quality analysis in the field locations and updating water quality report.
  • Provide recommendations for the improvement of the implementation of WASH infrastructure activities
  • Ensure activity tracking files are updated and regularly shared with Roving WASH team leader and with PHP Teams.

 

Team Management

  • Facilitate the recruitment of PHE Assistant (if any) and Community Mobilizers and provide training as necessary.
  • Provide technical support and guidance to PHE Assistants (if any) and Community Mobilizers / Community Water Management Committee on the implementation of WASH infrastructure activities in the project areas.
  • Develop, plan and delineate tasks to the teams accordingly.

 

Monitoring, Evaluation, Accountability and Learning

  • Work closely with MEAL Team on developing relevant tools for data collection and reporting
  • Develop specific technical monitoring tools
  • Co-facilitate focus group discussions (FGDs) and key informant interviews (KII) to gather relevant information to feed in project design and implementation
  • Participate in project learning reviews and evaluation
  • Monitor progress of implementation based on agreed plans.

 

Reporting and Documentation

  • Prepare weekly plans and submits weekly updates
  • Provide inputs to donor reports; narrative, database, photos, etc
  • Maintain copies of projects documents such as BoQs, MOUs, donation certificates, participants lists, etc.
  • Document field processes and lessons learned
  • Write assessment reports and participate in the development of proposals.

 

Integration and Coordination

  • Work closely with the PHP Team for an integrated WASH implementation. Collaborate with EFSVL, Gender and Protection for integrated programming in target locations.
  • Coordinate with community leaders, government line departments, clusters and other stakeholders for the implementation of the WASH projects in target locations
  • Participate in WASH related meetings and project meetings called by the relevant government departments.
  • Coordinate with Logistics and Finance to ensure timely delivery of services and materials for specific project.
  • Secure approval from government departments (DoW, DoH, DoE, Municipalities, Governorate) for the implementation of WASH interventions in specific locations.
  • Support preparation and facilitation for donor and Oxfam affiliates visits.
  • Ensure the integration of gender, protection, environment and other crosscutting issues to the design, implementation and development of WASH activities
  • Perform any other work-related tasks assigned by supervisor.

Qualifications & Preferred Skills

Education: Bachelor/Graduate degree in civil engineering, water resource engineering, environmental or public health engineering

Minimum 3 years in the field of construction, including 2 years in WASH/shelter/infrastructure sector.

Technical expertise should also include water quality analysis, sanitation, structural design and/or construction.

 

Experience working with an International NGO and working with relevant government departments

Proven experience on capacity building of government department staff, community committees, local NGO partners and staff

Language: Good written and spoke English, Fluency in written and spoken Arabic
