Dorcas is a Christian development and relief organization which operates from the Netherlands through different field offices within Middle East, Eastern Europe and Africa.

The Project Manager is responsible for the execution of one or more Protection projects.The Project Manager is part of the Field Office team and is accountable to the Program Manager.
Main Tasks
Management
- Manage and oversee implementation of all protection projects in the areas of intervention. This entails daily management of staff and project cycle management.
- Contribute to the development of and ensure adherence to project work plans, spending plans and monitoring and evaluation plans.
- Provide direction to and monitoring of staff in their daily work and implementation of their assigned activities to ensure adherence to work plans and quality standards. As part of this responsibility, the Protection Project Manager will support and guide the protection team to set clear objectives and undertake performance evaluations
- Provide guidance to the Protection Team on how to proceed with data and trend analysis, including for monthly reporting as part of the Protection Monitoring program, information analysis, trend mapping and support to standardizing internal field databases
- Lead in the writing, compilation and editing of donor and internal reports related to all protection initiatives in the designated areas.
- Collaborate with DORCAS ’s MEAL team to develop and adapt monitoring plans, tools and to ensure all monitoring activities are fully documented through systematic and timely data collection in-line with agreed means of verification.
- Ensure the timely and quality delivery of all protection-related organizational and project reports and staff contributions to organizational monitoring and evaluation requirements to ensure project quality, relevance, and accountability to DORCAS’s beneficiary populations.
- Provide input for monthly, quarterly, interim, and annual donor reports as well as ad hoc donor requests
- Design budgets and monitor expenses based on the project budget
- Coordinate closely with local authorities, formal and informal, as well as IDPs/ returnees’ community focal points in each area, establishing and maintaining positive relationships.
- Monitor and evaluate procurement and equipment/food provision ensuring correct quality and quantity
- Ensure post-project impact assessments and evaluations are conducted
- Coordinate with logistics and finance teams to ensure timely provision of equipment and/or identified needs, as per the project.
- Organise the transportation of goods when necessary for project implementation in coordination with the logistics department.
- Identify training gaps and needs of team members and provide ongoing capacity building
- Support programme manager in development and writing of project proposals
- Uphold Dorcas code of conduct, and ensure that all persons of concern are treated with dignity and respect, in accordance with humanitarian principles and human rights standards.
- Conduct any other duties as assigned by Program Manager.
Technical:
- Ensure the design and implementation of all protection activities address the priority protection needs of conflict affected populations. This will entail contextualizing protection guidelines, protocols and tools developed by the Dorcas Iraq country office.
- Closely follow ongoing contextual developments that have an impact on the protective environment in DORCAS`s areas of intervention and provide on-going analysis and recommendations.
- Provide technical guidance on the implemented protection interventions to ensure quality and adherence to national and international protection standards and guidelines as well as DORCAS`s protection policies.
- Lead and contribute to protection assessments in collaboration with other DORCAS`s teams as well as inter-agency initiatives.
- Ensure that ethical and sound data collection and information management systems are in place for appropriate analysis, planning, evaluation, and advocacy.
- Undertake regular quality control and site monitoring to ensure that DORCAS`s protection services in the designated areas are provided in accordance with international best practice standards.
- Develop and facilitate trainings and workshops for staff, IDP and returnee communities and other stakeholders. Develop staff capacities on protection issues, participatory protection assessments and monitoring and inclusion of vulnerable groups though training, mentoring and coaching.
- Support the coordination and harmonization of DORCAS`s protection activities in the target area of intervention with those in other areas of operation.
- Collaborate with the Iraq country office / Sinoni sub-office teams to mainstream protection into all other sectors.
- Represents Dorcas with local authorities, local partners and other humanitarian actors in and outside the intervention areas when necessary.
- Reflecting the values of Dorcas with team members, local staff, beneficiaries, and external contacts.
Representation:
- Provide protection updates to the Protection Manager on a regular basis
- Collaborate with the Program Manager at the national level to identify and promote protection-related advocacy issues and recommendations.
- In coordination with the Program Manager and Security and liaison Manager, liaise with governmental officials and representatives from international and national organizations on DORCAS`s behalf and represent DORCAS in relevant coordination fora.
- Promote improved understanding of protection issues among all relevant stakeholders and promote and advocate for adherence to international protection and humanitarian standards.
Requirements (Knowledge, Skills, and Attitude)
- Minimum bachelor’s degree in social sciences, law, social work, international development, or other relevant field from a recognized institution.
- At least 3 years of experience leading the implementation of protection activities, including protection monitoring and analysis.
- Of above minimum 2 years of experience in a project management position, and proven experience in supervision of staff with experience in the field of humanitarian response working for an international NGO, UN agency or relevant ministry or local authority.
- Knowledge of protection, GBV/SGBV, child protection, and psycho-social principles, especially in the KRI and Iraq setting
- Experience with design and implementation of protection intervention targeting IDPs and Returnees
- Familiarity with Psychosocial Support (PSS), Psychological First Aid (PFA), Gender-Based Violence (GBV) concepts and tools are desired.
- Proven commitment to accountability and quality assurance.
- Familiarity with Humanitarian Principles, Protection Principles and internationally recognized minimum standards in Child Protection, in particular, the Convention on the Rights of the Child
- Experience with capacity building and organizing and facilitating trainings and workshops
- Self-motivated, strong team player
- Strong communication and social skills to establish relationships with different communities and authorities.
- Excellent analytical and writing skills.
- Excellent interpersonal skills and demonstrated ability to establish effective and working relations with staff members and other stakeholders.
- Experience working in cross-cultural, multi-sector and/or remote environments.

- Ability to work well under pressure and in adverse conditions.
- Commitment to learning and implementing organizational policies and procedures.
- Readiness to travel in the governorate daily
- Full proficiency in Microsoft Office.
- Languages: Mandatory: Fluency in written and spoken English, Kurdish, and Arabic
