Job brief:

Project Officer (PO) Position is the lead role in implementation of the project. The PO will manage day to day activities of the project and will lead project team. The PO will be responsible for managing project activities, project budget and also coordinate with external stakeholders for smooth implementation of the project. Project Officer will represent Organization in meetings with donor, government officials and other line agencies.

Project Management:

Project Officer (PO) is responsible to implement the project activities in close coordination with project participant.
Prepare monthly and weekly work plan.
Manage project budget and inform ASO Organization executive committee and Project Management committee of any under or over spending of budget.
Manage and supervise project activities through project life cycle
Interact with project funding ASO  NGO to develop understanding of key deliverables of project.
Represent Organization in monthly progress review meeting with funding ASO NGO
Provide phasing and scheduling of project.
Participate in development of project regarding program activities.
Participate in the development and issuance of project procedures.
To coordinate and ensure timely completion of reports.
To provide input to ASO Organization management and Project Management Committee regarding project performance and status.
To help facilitate project-related meetings, including devising of agendas.
To actively manage project reports to ensure reports are delivered within time.
To document activities and report to communicate project findings and activities
Ensure to implement child safeguarding/protection policy and Code of Conduct of Organization.
To operate within organizational policies and practices.
To provide technical and management support to project team.
Develop monthly expense forecast and submit to Finance department for smooth implementation.
Any other task assigned by ASO's Director.
 

Specific Tasks

Contracting and procurement

Provide operational support to project staff ,Trainers and youth team son all aspects of project management, operations and financial procedures.
Coordinate the contracting process and issue final contracts to for youth initiatives.
Ensure project staff are provided with correct invoice and expense claim documentation.
Management and upkeep of project files.
Implement procurement systems, including contracting procedure and procurement the development for youth initiatives.
Implement performance management and quality assurance process for youth initiatives.
Implement risk and duty of care procedures.
Work plan monitoring
Communicate the upcoming tasks to team members on a weekly basis.
Track overdue activities and follow up with appropriate team members to monitor delays.
Anticipate upcoming work plan activities and ensure the Core Team is aware of these issues.

Monitor staff working hours, complete performance review with staff, ensure respect of ASO Code of Conduct.
Support the implementation of monitoring and evaluation tools and report on problems in the implementation of the program.
Qualifications & Preferred Skills

Experience and competencies:
• At least 3 years of experience in similar position in national or International Organizations.
• At least 1 year experiencing supervising staff.
• Strong written and oral communication skills, effective in representation and liaison with external parties.
• Ability to provide technical support, trainings and supervision to assistants.
• Strong ability to organize work, meet deadlines, maintain composure, work independently and prioritize work under pressure, coordinate multiple tasks and maintain attention to detail.
• Flexibility in working overtime when needed.
• Computer literacy (Microsoft Word and Excel).
• Willing to collaborate with and support people from different ethnic groups and different religions.
• Demonstrated interest in humanitarian work and supporting people effected by conflict.
Education:
• BSc/BA in social work and/or psychology, social studies or relevant field; further training will be a plus.
