Job Purpose

As HRF’s portfolio of humanitarian and development programmes continue to expand throughout Iraq, the organisation continues to further invest in bolstering its Monitoring and Evaluation’s capacity. Part of this investment includes a requirement for a Monitoring and Evaluation Specialist to ensure that HRF is able to meet its minimum monitoring and evaluation requirements. In particular, the role will be responsible to lead the design and coordinate various outcome, process, and output monitoring activities, conduct data analysis and reporting for selected projects, and coordinate the overarching M&E work across different projects, including to manage digital data collection and analysis platforms.  

Key Responsibilities 

  • Lead the monitoring of HRF activities, providing technical analysis, interpretation, and information as required, to support the assessment of activity impact. This includes organizing the collection, management, analysis, and regular reporting of data on progress and issues with ongoing projects.
  • Update the various guidance documents including the Standard Operating Procedures (SOPs) such as those developed for digital data collection and analysis, the minimum monitoring requirements, etc.
  • Ensure the uptake of the newly developed SOPs and the standardised digital data collection and analysis tools, as well as templates for monitoring toward increased accountability and quality donor/corporate reporting.
  • Lead the development of M&E plan for Iraq that will provide the most relevant and strategic information toward achieving expected results (as set out in all project’s logical frameworks signed with donors), while being compliant with HRF evaluation and monitoring requirements.
  • Support the Programmes Officer in budgeting for M&E costs, designing, leading, and coordinating various outcome, process, and output monitoring activities, cutting across programmes/projects.
  • Co-manage HRF’s global suite of data collection instruments, as well as coordinate appropriate archiving of M&E data using HRF tool (hosted via KoBo ToolBox) and provide regular oversight in using these instruments and tool, in-line with relevant SOPs.
  • Contribute and support evidence-based decision-making on programme design and implementation, notably through making monitoring and evaluation findings accessible, developing innovative, user-friendly, and informative products.
  • Support the projects’ own M&E Officers in developing data collection instruments, conducting data cleaning, data analysis and report writing, in-line with HRF’s own corporate requirements and to ensure compliance to donor reporting requirements.
  • Participate in relevant coordination forums, Inter-Agency forums, working groups, technical meetings, and training activities within, as well as outside of HRF Erbil. Represent HRF (e.g., at inter-agency meetings with UN agencies, other NGOs, and government agencies), to exchange knowledge and experience.
  • Ensure storing of monitoring data into the appropriate data repository/platform and centralized database to be set by HRF HQ.
  • Coordinate and train enumerators and other field-level staff assigned with monitoring responsibilities.
  • Act as Communication Focal Point to support in collecting communication materials (e.g., human interest stories, success stories, etc).
Qualifications & Preferred Skills

Person Specification

  • Writing and verbal communication skills in both Arabic and English.
  • Advanced University/Master’s degree in international relations, social sciences, agricultural economics, statistics, food security, nutrition, Monitoring and Evaluation or closely related field 
  • Minimum 2-3 years of professional experience in monitoring and evaluation activities
  • Experience managing teams
  • Experience in project management
  • Experience working in the humanitarian / development sector, able to perform and deliver in a timely manner 
  • Extensive experience in data collection, analysis, and reporting
  • Ability to work independently under minimum supervision and supervise a team 
  • Right to live and work in Iraq, with the ability to travel within and outside the region.
  • Willing to start work on short notice.
