About La Chaîne de l’Espoir
La Chaîne de l'Espoir (CDE) is a French non-for-profit association founded by Professor Alain Deloche in 1994 and currently chaired by Doctor Eric Cheysson. This international aid association is independent and impartial. It works in situations of poverty and exclusion, conflict and disaster. La Chaîne de l'Espoir was formed by a network of medical and surgical expertise. As a key player in the health sector, it is committed to providing medical treatment and education to children who need it most. It also supports the health systems in the countries in which it intervenes, by building and equipping structures adapted to the local context.
CDE in Iraq:
CDE started working in Iraq in 2005 implementing cardiac paediatric surgery through surgical mission, treatment of children in France, capacity building and equipment donations.
Since 2014 CDE has been working in Iraq with a permanent team and a specific focus on secondary healthcare for Iraqi displaced population.
In July 2016, CDE opened three operation theatres complexes in Rabia, Sinuni and Qarachwgh. CDE team provided supplementary surgical equipment and consumable materials re-establishing elective and emergency surgical activities. Surgical teams were deployed on a residential basis providing general and emergency surgical care.
In 2016 and 2017, international medical missions, comprising of Orthopaedic Specialist Surgical teams, took place at the Dohuk Emergency Hospital, supporting and sharing clinical skills with the Iraqi national counterparts in the hospital.
In 2020, CDE executed a structural renovation of the primary health care centre (PHCC) in Sinjar town creating a new surgical ward. The renovation and installation of the medical equipment in the new OT have been completed in the early 2021.
CDE current flagship project in Iraq is the construction of the Sinjar French Medical Centre (SFMC), managed by CDE in Sinjar town and funded by the CDCS - French Ministry of Foreign Affairs, the European Union and CDE own co-financing. This new hospital will be providing primary, emergency, and intensive care for adults, obstetric care for women and specialized care for mothers and children. The construction project started in January 2022 and will last up to the end of 2023.
CDE is currently working with Expertise France to design a multi-year technical support project covering infrastructure, waste management and biomedical support for the newly reopened Mosul University Research Care Centre (MRCC) in Mosul town.
This position will be included in the CDE technical support project team for the MRCC.
General scope of the position:
Under the management of the MRCC Project Manager, s.he will 1) provide support to the Medical Research Care Centers (MRCC) to manage the design of a waste management program 2) participate in the building (construction and equipment) of the medical waste management unit in the MRCC hospital.
Essential duties and responsibilities:
The medical waste management engineer supports the MRCC staff in the technical follow-up of all medical waste management related issues and the implementation of the required technical processes at the MRCC.
The medical waste management support all related activities with the MRCC team until the completion of the required works, in relation to the various external and internal partners.
Working under the direct management of the MRCC Project Manager, the medical waste management Engineer handles the following activities:
- Support the design of the required medical waste management works at the MRCC
- The waste management Engineer supports the design of the required medical waste management works to be implemented at the MRCC
- Site Follow and technical monitoring of all medical waste management works to be executed at the MRCC
- Check the conformity of the execution with the contractual documents and propose corrective action plans in case of discrepancies.
- Carry out regular visits and write reports to the Infrastructure Coordinator and CDE Infrastructure Engineer.
- Facilitate coordination, site meetings and report writing.
Verify the conformity of the administrative and financial documents related to the medical waste management, and share relevant comment to the Admin/Finance/HR coordinator and the Infrastructure Coordinator.
- Participate in the MRCC project management especially the medical waste management part (in support of the infrastructure coordinator):
- If a re-evaluation is needed, provide technical description and cost estimation in anticipation of the continuation of the medical waste management related activities and mitigation plan.
- Manage and monitor the progress of the various milestones set in the general contractor's contract.
- Anticipate the needs for the development of donor’s administrative files.
- Control the quality and technical requirements of the project and ensure compliance with the construction study design and standards.
- In the field, participate in the coordination of synthesis studies.
- Monitor activities and their progress against the initial schedule, contribute to the collection of indicators, and anticipate possible changes or delays. Share relevant information with the Infrastructure Coordinator, Security and Logistic coordinator, Head of Mission and the headquarters.
- Provide an advisory role and support for CDE program department, as requested by the HoM:
- Participate in complementary studies and elaborate technical answers in collaboration with CDE's Iraq program office team: methodological notes, technical argumentation notes for any potential new projects to be developed by CDE in Iraq.
- Participate in monitoring missions, explo-missions, write analysis reports for waste management
Qualifications:
You have 2 years of successful experience in environmental and biomedical engineering (new construction and/or renovation).
General Infrastructure experience in hospitals and health facilities construction is highly recommended.
Candidates highly motivated to learn would particularly be appreciated.
Training and diploma:
University degree or higher education in environmental and/or building engineering, architecture or Biomedical Engineering
Required skills:
- Proficiency in AUTOCAD and REVIT
- Good cross-sectional knowledge of building and BIM
- Rigour, analysis and synthesis capability
- Excellent organisational skills
- Demonstrated capacities to work with colleagues

- Adherence to humanitarian principle and CDE’s code of ethics
Languages:
Good verbal and written communication skills in English and Arabic.
Contract conditions:
National, 12 months full time contract
Salary range: according to CDE salary grid.
This position is based in Erbil with at least 2/3 days of work in Mosul per week (around 50% of the time).
Engineers based in Erbil are strongly preferable.
