MEAL Officer "Building Peace and Stability in Iraq"

Al-Tahreer Association for Development (TAD) is a non –governmental organization that aims at spreading the tenets of democracy, peace, and human rights with a focus on Preventing Violent Extremism (PVE). TAD has been working in Iraq ever since 2003, starting its efforts in Nineveh and expanding to the remaining Iraqi governorates. The association has conducted many training programs, provided counseling, and implemented projects that support the building of democracy and civil society and promoting a culture of peace, and maintaining the relationship between individuals and diverse communities of Iraq.

PROJECT SUMMARY

The project targets in Anbar, Ninewa and Salah al Din and aims to support the return, promote peaceful, sustainable reintegration into society and ensure durable solutions for those most impacted by conflict and displacement. This will be achieved through ensuring access to justice and equal rights for all and building social cohesion and peaceful co-existence within the communities. Using a bottom-up approach, proposed interventions will be implemented at community, civil society, and institutional levels to minimize the many barriers to effective return, reintegration and rehabilitation. Thus, the field coordinator is expected to act. As the primary focal point in the targetd governorate and its associated targeted areas, contribute to effective planning and implementation of the project and report directly to the Project Manager and the Technical Advisor along with the M&E officer.

Responsibilities and Duties:

  • The M&E Officer will work under the supervision of, MEAL Manager. He/she will report to the personnel;
  • Work with programme team to develop a project M&E plan;
  • Maintain projects reporting, M&E tools, tracking and reporting forms, monitoring reports, proposals, evaluations and other project information;
  • Support the development of effective data collection tools for routine monitoring, project databases and reporting formats for existing and new projects;
  • Develop tools and processes as and when new projects are initiated and new activities are added to the existing project;
  • Ensure timely trend analysis of monitoring data to support project reporting and decision making;
  • Coordinate and work with programme team members to ensure compliance with quality and Donor standards (training, supplies, social mobilization etc.);
  • Analyse program/project data to produce information as required by the project (output tracking, outcomes and impact, quality assurance, monitoring, budget monitoring etc.);
  • Support the use of information and communication technologies (ICT) for project M&E, as required;
  • Ensure appropriate, high-quality orientation and training of field staff and partners on project M&E system and tools, as required;
  • Undertake regular visits to field locations to support monitoring and evaluation processes and contribute to the development and roll out of accountability processes;
  • Manage Feedback and Complaint Mechanism which facilitate beneficiaries/communities to register complaints and share feedback;
  • Participate in all other aspects of M&E, for example surveys, baselines, evaluations, joint projects monitoring and reviews / lessons learning workshops/events;
  • Assess progress toward achieving objectives, ensure program compliance and effective implementation according to work plans, M&E plans, and proposals; providing recommendations for improvement;
  • Plan and coordinate project reviews, evaluations to be conducted internally or externally as required by project M&E plan.
Qualifications & Preferred Skills

Education:

  • Bachelor's degree in Social Sciences and development or other relevant areas of study.

Experience:

  • At least 3 years of experience in Monitoring & Evaluation.
  • Working experience with local/international NGOs.
  • Previous experience working with IDPs, host and stayee communities.
  • Sound knowledge of regional and local cultural sensitivities
  • Previous experience in monitoring and evaluation of peacebuilding social cohesion projects
  • Computer literacy skills, including the ability to operate Microsoft Word, Excel, Project and database management softwares.
  • Sound knowledge of KOBO ToolBox or other Mobile Data Collection Tools.
  • Capacities to plan activities successfully targeting results and objective
  • Ability to work as part of a team and coordinate with other project personnel.
  • Strong autonomy and coordination skills.
