
Brief description of the organization
Yazda is a non-governmental, non-profit organization established in 2014 in response to the genocide committed by the self-declared Islamic State of Iraq and the Levant (“ISIL”) against the Yazidis and other communities in Iraq and Syria.
Background
The Logistics, Procurement, and Security Department supports Yazda’s operations by ensuring the timely delivery of goods and services, managing assets and transport, and maintaining staff safety across all locations. The department works closely with programs and field teams to ensure operations run smoothly and securely in challenging environments.
Job Purpose
The Logistics, Procurement, and Security Manager is responsible for overseeing Yazda’s supply chain, procurement activities, fleet and asset management, safety and security operations, and support services across all project locations. This role ensures that systems, procedures, and compliance frameworks are aligned with Yazda’s standards and donor regulations, and that operations run smoothly to support the delivery of Yazda’s humanitarian and development programs.
Main Responsibilities
1.Management and Coordination
- Supervise logistics, procurement, and security staff across all locations.
- Provide strategic and technical input to improve departmental performance.
- Lead the development and updating of logistics and security policies/manuals in coordination with the Operations Director.
- Coordinate closely with Program Director to ensure logistical support is aligned with project needs.
- Contribute to project proposal development by assessing logistics/security needs and budgets.
- Support the opening/closing of field offices in accordance with security and operational standards.
- Embed a customer service mindset in logistics and procurement practices.
2.Supply Chain Management
- Ensure procurement procedures follow Yazda and donor policies—efficient, transparent, and cost-effective.
- Lead the development and monitoring of Project Procurement Plans (PPP).
- Conduct regular local market surveys to understand pricing and item availability.
- Review and validate purchase documentation (PD, SRO, DN) and ensure proper archiving.
- Oversee national tenders and framework agreements when necessary.
- Consolidate procurement to reduce costs and duplication.
3. Warehousing & Asset Management
- Oversee proper storage, security, and tracking of assets and warehouse items.
- Ensure asset registers are updated, accurate, and reported monthly.
- Coordinate physical inventory checks across locations.
- Ensure quality control and documentation for damaged or lost items.
- Ensure proper stock management and support project staff with stock planning.
4. Fleet Management
- Oversee vehicle use, safety, maintenance, and documentation.
- Ensure compliance with fuel usage monitoring, movement plans, and standard reporting.
- Train drivers and ensure adherence to safety and driving policies.
- Monitor and manage contracts related to vehicle services and rentals.
5. Security Management
- Monitor the security situation daily in coordination with local and international partners.
- Ensure Yazda’s security plan is up-to-date, communicated, and implemented across teams.
- Provide security orientation and training to all new and existing staff.
- Lead risk assessments in new project locations and provide recommendations.
- Liaise with security stakeholders (UN, NGOs, local authorities) and act as focal point for security incidents.
- Support access analysis and produce reports related to safety and risk.
6. General Services and ICT Oversight
- Ensure proper management of facilities, communications, and IT infrastructure in coordination with the regional ICT team.
- Monitor energy resources (generators, power supplies) and environmental compliance.
- Oversee logistics-related costs and report regularly to the Operations Director.
7. Representation and Meetings
- Represent Yazda in relevant logistics, security, and coordination meetings.
- Participate in grant reviews, kick-off meetings, and lessons-learned sessions.
- Coordinate regularly with the regional logistics and security advisors.
- Strong knowledge of supply chain management including procurement, stock, transport, and vendor management.
- Familiarity with fleet and energy resources, including vehicle maintenance and usage policies.
- Proficiency in communication and ICT systems management.
- Proven experience with national and international tenders and contract negotiations.
- Knowledge of risk and security management frameworks.
- Strong skills in data management, reporting, and compliance.
- Experience using logistics software/tools (e.g. LINK, LogFrame).
- Proficiency in English (written and verbal) required.
- Arabic and/or Kurdish language skills strongly preferred.
- Strong analytical and organizational skills.
- Effective leadership and team-building capabilities.

- Ability to work under pressure and in remote/hard-to-reach environments.
