HEAD OF MISSION SUPPORT
Based in Baghdad

Médecins sans Frontières / Doctors Without Borders (MSF) is an international humanitarian organization providing assistance to populations in distress, to victims of natural or man-made disasters and to victims of armed conflicts, irrespective of race, religion, creed or political convictions. MSF observes neutrality and impartiality in the name of universal medical ethics and the right to humanitarian assistance and claim full and unhindered freedom in the exercise of its functions.
Main Purpose of the position:
Supporting the Head of Mission in security management, contributing to the context analysis and follow-up, providing translations and interpretations according to MSF protocols, standards, and procedures in order to facilitate the mission coordination tasks. Support the mission in ensuring a smooth relation with local and national authorities, also support the CMT with advocacy strategy and activities.
Accountabilities:
• Assisting in context analysis, disseminating relevant context information to the coordination team, regularly informing them on key issues, updating general information on the context for MSF internal documents.
• Understanding of governmental system and set up network and maintain good relationship with relevant stakeholders
• Assisting in the elaboration of the advocacy strategy and implementation.
• Understand how for MSF important parts of the governmental administration are organized and what this means for MSF.
• Establishing and maintaining smooth external relationships with relevant authorities and stakeholders, together with the Head of Mission and the HoM Advisor. Keeping good knowledge of counterparts in different administrations and departments.
• Supporting the relevant departments in MSF on implementation of exemptions, benefits, including for immigration of MSF international staff (HR), tax exemptions (Finance), importation procedures (Supply).
• Monitor and analyze the political and humanitarian situation In Iraq and share this actively with the HoM and rest of the team.
• Contribute to the elaboration of risk analyses and plans, and proactively proposing changes based on context changes in support of the HoM.
• Support the Head of Mission in navigating challenges specific to changing political dynamics in Iraq.
• Translating sensitive documents and acting as an interpreter when needed. Writing letters and correspondences with officials and partners and preparing reports, internal memos, and formal requests.
• Collecting and archiving file/procedural documents.
• Maintaining a record of key meetings held actors met objectives of the discussions, and outcomes of the discussion.
• Setting up and continuously update the actor mapping, including not only names and positions, but also what the relationship with MSF was within a determined period.
• At the request of the hierarchical/technical superior, visiting the coordination and/or projects to provide support in relevant topics above.

Qualifications & Preferred Skills

Requirements:
Education Essential degree in Law, Humanitarian affairs, Political Sciences or related university degree.
Experience
• Essential strong understanding of the working of the different administrations of the country
• Experience in humanitarian aid preferably of minimum 1.5 years within MSF or INGO’s in Iraq.
• Experience working in political, security and humanitarian issues in the country
• Legal background, public relations, international studies, political science, ideally with an excellent knowledge of the country’s legal and governance system.
Language: Native Arabic speaker, excellent knowledge of English language– written/oral – mandatory. Kurdish is an asset.
