Description

Position Title: Grant Officer

Duty Station: Baghdad

Deadline: March 18, 2024

                   

JOB PURPOSE:

The Grants Officer will be a critical member of the Program Team, reporting directly to the Snr Finance Manager. The Grants Officer works across all program areas, including collaborating with finance and IT to ensure effective and efficient grant making processes. The Grant Officer provides quality and proper stewardship of grants by managing the financial resources of the organization and S/he coordinates the administrative and financial aspects of grants.

ESSENTIAL DUTIES AND RESPONSIBILITIES:

Grant Program Development and Management:

  1. Assist the Senior Finance Manager in developing, managing, delivering, and promoting the organization’s grants program, ensuring compliance and financial best practices are observed.
  2. Works closely with program managers to strategize and operationalize the grants stream, aligned with donor requirements.
  3. Participates in the provision of technical and logistical support in the grants review and partner selection process to ensure compliance with various policies, financial guidelines, and donor/HAI budget requirements.

Grants Monitoring and Evaluation:

  1. Contributes to developing grants monitoring and evaluation framework and assisting in its implementation, including baseline data gathering and monitoring and evaluation strategies and systems to effectively project results.
  2. Conducts field visits in accordance with the monitoring and evaluation plan.
  3. Facilitates regular communication with grantees, maintains cooperative partnerships between HAI and grantees, and other stakeholders.
  1. Develops and maintains a database system for grantees, ensuring updated information on cash flows, reporting requirements, audits, contract deliverables, and budget revisions.
  1. Assists in the preparation and writing of progress and annual reports, work plans, status reports, and other requested documents.

Financial Reporting and Management:

  1. Participates in annual work planning and budgeting for the grants program.
  2. Reviews grantees' financials, performs reconciliation of their advances, and ensures records upkeep.
  3. Assists the Senior Finance Manager during the production of financial grant management reports.
  4. Works with other Finance members to take minutes of Grants Committee meetings and distributes them accordingly.
  5. Assists in the contracting needs of Grants consultants or other service providers, overseeing the complete process from Terms of Reference to contract completion and shared logging.
  6. Facilitates approval of grantees' payments and finalizes their financial reports through direct follow-up with grantees' finance teams and HAI finance and program staff.
  7. Conducts financial capacity-building training for grantees, maintaining HAI and different donors’ financial systems.
  1. Issues bank letters and cheques to grantees and releases payments after reconciliation of pending advances.
  2. Conducts financial control over grantees and provides coaching during the course of business.
  3. Maintains and monitors the payment tracker master-sheet.

General Responsibilities:

  1. Performs any other related duties as assigned by the line manager.
  2. Provides support and interacts with project partners in the federal Iraq and the Kurdistan Region of Iraq
  3. Communicates, as directed by the DFA with HAI Headquarter support staff.

 

 

Qualifications & Preferred Skills

 

  • Financial management experience, at least 2 years, particularly with National or International NGOs.
  • Data management experience, at least 2 years, familiarity with data systems and business processes.
  • Financial or business analysis skills.
  • Exceptional communication skills at all levels.
  • Natural curiosity for problem solving.
  • Proficiency in Microsoft Office Suite, especially with Excel.
  • Experience with complex database systems, experience with QuickBooks and or comparable grants management software.
  • Ability to multitask and work independently and collaboratively to meet weekly, monthly, and quarterly deadlines
  • BSc/BA in Business Administration or a minimum of 5 years of work experience related to program and finance management.
  • Strong interpersonal skills to work effectively with partners, government officials, local NGOs, media, and staff.
  • Demonstrated success in financial management and program monitoring
  • Proven ability in energy, creativity, cash handling, prioritization, and managing competing tasks.
  • Ability to handle high levels of pressure and critical decision-making.
  • Ability to fluently speak write read and present in Arabic and English languages Kurdish language is highly recommended.

 

 

LANGUAGE:  

Kurdish fluency with advanced skills in English reading, writing and speaking required; knowledge of Arabic a plus.
