Action Against Hunger is looking for a Grants and Partnership Manager based in its office in Erbil.
Work place: Erbil with frequent visits to ACF areas of interventions.
Type of contract: Initially 12 months Fixed-Term contract with the possibility of extension.
Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week
Monthly Basic Salary: Action Against Hunger provide competitive salary according to ACF salary grid.

Purpose of the position: To support on the implementation of the ACF funding strategy in Iraq, being responsible for the day to day grants and contract management of the ACF portfolio, supporting in grant compliance, contributing to the new funding proposal development, grant modifications, donor relations, ensuring the quality and timing reporting and donor compliance during the implementation.
With respect to the needs identified by the mission, regarding Grant and Reporting issues, the Grant and Reporting Manager (GRM), will perform one or several of the missions/duties and tasks as follow (the job description will remain to finalize taking in consideration the context of the mission):
Mission 1: Contribute to the implementation of the Iraq mission’s donors’ strategy in coordination with the Deputy Country Director (DCD) and the Field Coordinators (FCs). The GRM is responsible for: Ø Supporting prospect research on donors to evaluate grants opportunities Ø Communication and training about funding opportunities to the Head of Departments (HoDs), FCs and Program Managers (PMs) Ø Active follow up of donors and funding opportunities in country Ø Compiling and sharing of information on donors opportunities with DCD, FCs, HoDs and PMs Ø Regular updates of donors’ follow up internal documents such as donor matrix.
Mission 2: Support the development of the mission’s grant and programmatic strategy The GRM is responsible for: Ø Coordinating concept note/proposal writing, involving the ACF Programme and Support teams and Partners for joint proposals. Ø Sharing retro-planning for proposal development, and close follow-up with teams/partners Ø Providing support to HoDs/partners on the concept note/proposal writing Ø Ensuring adequacy of CN/PP/Reports with PCM, donors requirements and guidelines Ø Drafting the background, the general parts and cross-cutting issues of CN/PP/Reports Ø Consolidating and finalizing CN/PP/Reports packages Ø Compiling the final package before validation and submission Ø Ensuring projects adjustments decided by Program are in line with Donors procedures (Cost Extension, No Cost Extension) Ø Organizing of kick-off meetings with all concerned staff (program and support) before the implementation of a new grant Ø Leading on the monthly Grant-Follow up meetings for each base (which includes Programme and Support teams) Ø Support DCD/CD in stakeholder analysis and potential partner mapping in order to build strong relationships with a range of local actors, identifying opportunities for mutual learning and development. Ø Lead partner vetting and due diligence process in line with ACF’s policies and standards and support collaborative risk management and project design Ø Monitoring and improvement of the quality of proposals, project agreement requests, mid-term and final reports by: - Answering the guidelines and donors requirements - Answering the ACF internal requirements - Integrating information and recommendations delivered by the previous projects - Taking in consideration the minutes of donors meetings, the evaluation reports and the external or internal audits - Ensuring that the questions and comments from donors, auditors and internal evaluators are handled in a timely manner
Mission 3: Support the elaboration of donors reporting documents and contract monitoring The GRM is responsible for: Ø Providing support to the HoDs, PMs, support departments and partners to draft donors reporting documents Ø Consolidating, hands-on reviewing and finalizing donors’ reports (verifying the coherence with proposal and previous reports, the quality and the coherence with donors’ guidelines) Ø Preparing the final package for donors’ reports before submission (at mission or HQ level) Ø Ensuring the regular follow-up of donors’ reporting deadlines Ø Updating dashboards of contract/project follow-up and ensuring their dissemination on monthly basis Ø Leading on the elaboration of administrative files for proposals as needed Ø Ensuring that all documentation related to donors’ contracts are filed and shared with concerned staff (soft and/or hard copies of proposals, contracts, report) Ø Sensitizing and training on donors reporting Ø Sensitizing and training on internal reporting and data collection system

Qualification/Degree: |
Master in international development, social Sciences or related field in alignment with the relief and development sector. |
Professional Experience |
· 2 years’ experience in reporting and program experience in the INGO/Humanitarian field and development sector (WASH, FSL, NUTRITION, MENTAL HEALTH CARE PRACTICE, …etc). · have a significant experience in project Cycle Management and partnership/consortium management strategy and implementation. · Familiarity and experience working with different donors and partners. · Experience in emergency response and conflict/IDP, Refugees, Returnees setting desired.
