- Job Description / Assignment
EF is recruiting a Finance Assistant based in Erbil to support EF projects in Iraq , KRG and North-East Syria. Working under the authority of the Senior Finance Officer in Charge of Admin, Finance and HR and in close liaison with The HR and Finance Officer and the logistics department, the Finance Assistant will be responsible for supporting finance matters for EF, the projects and its partners in Iraq.
Overall purpose of the role: The Finance Assistant will provide effective and efficient support to finance and program staff in steering financially the project(s), reviewing partners financial reports, expenditure plans and forecast, supply chain and procurement procedure etc. She/he will support the implementation of administrative procedures and systems, in compliance with EF and donor requirements.
Finance:
- Support the finance department in monthly closing (Scanning files, cash exchange, etc.)
- Perform vetting/background checks for suppliers or other beneficiaries
- Preparing BAP’s for the payments of all the projects in field
- Preparing financial related documents need (EX:, receipts, ERF, etc.)
- Collect and archive financial documents with needed supporting documents (PR, Invoice, GRN, Payment, quotation, emails…etc.).
- Manage petty cash purchases and ensure accurate recording of expenses when assigned by Senior Officer in charge of finance, admin and HR, directly communicating with logistics department to receive and pay all invoices
- In charge of double checking all supporting documents before submitting to the Senior Officer.
- Support in preparing cashbook on monthly basis.
- Classify and archive all financial documentation, on WIMI and hard copy
- Contribute to preparing external financial audits.
- Make sure that assistance related to finance is given to all EF programs staff and partners (subgrantees) when needed.
- Assist in the movement of cash, liquidity management, bank transactions and transfers (Hawala).
- Prepare all bank documentation needed for transfers
- Make sure that budgets and coding of all expenses is done correctly according to each project
- Follow up and review in the HQ payments from field
- Follow up on finance advances on petty cash
- Support in collecting quarterly cash/bank requests
- Support in the preparation of the monthly reporting (FFU)
- Support in checking finance documentation from partners (subgrantees).
- Perform any other finance related tasks requested by the line manager.
- TECHNICAL SKILLS, EXPERIENCE & KNOWLEDGE
Education level
- Relevant University degree in Economics/Finances/Accounting or equivalent experience.
Qualifications
- At least 3 years of previous finance experience in a similar position. Previous work experience for international agencies would be an asset.
- Computer literate with excellent working knowledge of Microsoft Excel, Word, Outlook, internet.
- Desirable: knowledge of main donors’ procedures (EU and French MoFA/AFD, etc).
Personal qualities
- Good communication and reporting skills.
- Strong relationship management skills and the ability to work effectively with finance, administration and program staff.
- Proactive, results-oriented, and service-oriented.
- Strong working knowledge of Arabic and English (spoken and written). Kurdish and French would be an asset.
