CONTEXT
Médecins Sans Frontières-Holland (MSF-H) is a private, non-profit international humanitarian organization dedicated to providing medical assistance to populations in crisis, without discrimination and regardless of race, religion, creed or political affiliation.
MSF-H is currently recruiting for a Finance and Accountancy Manager, in Hawija/ Abbasi.
ACCOUNTABILITIES
- Being responsible for quality and timely accounting for the whole mission e.g. cash procedures, bank accounts, receipts and supporting documents, electronic data entry, consolidation of overall mission accounting, monthly closing process and documents, ensuring strict respect of deadlines and strict compliance to MSF guidelines, financial standards and procedures.
- Coordinating and overseeing the monthly and yearly closing of accounts and balance sheet, and reporting the mission's accounting statement through monthly and weekly reports, in order to verify the evolution of project finances and provide information about them
- Being responsible for the financial management of donor contracts e.g. preparing and verifying the financial reports to donors, following up and analysing the need for amendments. Ensuring reporting conditions are met and stakeholders in the mission are informed of their responsibilities (for example, logistics for stock inventory, quotes)
- Coordinating and overseeing the payment of tax liabilities in order to comply with legal obligations.
- Coordinating and supervising the conduct of local audits relating to accounting, tax, labour, stock and asset management
- Planning and supervising, in close coordination with the HR department, the associated processes (recruitment, training/induction, evaluation, potential detection, development and communication) of the staff under his/her responsibility in order to ensure both the sizing and the amount of knowledge required and to improve people's capabilities
- Is the technical reference for any accounting-related issue including compliance with MSF financial standards and procedures, legal compliance, training and support on the MSF accounting software / system
- When required, briefing all staff involved, on specific accountancy management (Mission Coordination Team, Administration Managers, Logistics Managers, etc).
- The resource will travel and make visits to other locations where we have operation
- Coach and train mission staff (national and international) in all the locations about Unifield, finance MSF guidelines and procedures and general accounting;
- Ensuring the well accomplished of the documents for registrations with DNGO Baghdad and DNGO KRG;
- Supporting FinCo in preparation of annual financial statement in the requested languages ( Arabic and Kurdish);
- Liaising with auditors (for KRG and Federal Iraq) country compliance;
- Supporting the FinCo to handle social security and tax compliaint according to the law (KRG and Federal);
- Covering the tasks of FinCo in case of absence or gap (especially with month closure tasks);
- Covering the tasks of FinCo Assist in case of absence or gap;
- Keeping track of BCR for the whole mission and giving details and explanation in case of FinCo gap;
- Participing into MT meetings in absence of FinCo;
- Participating in the preparation of budget, supporting FinCo during AP, MYR and ad hoc budgets preparation;
- Liaison with AAF team in Amsterdam for 206xx forms.
- Supporting in the inter mission financial process
- Financial Administration
- Assist in monitoring adherence to MSF-OCA financial procedures at country, project level ensuring development and implementation of new financial procedures/system where necessary, providing training to project finance staff of new financial procedures.
- Responsible for provide direct support to project finance staff on a day-to-day basis, ensuring accurate bookkeeping of the daily transactions in Unifield.
- Finalize and close monthly bookkeeping in UniField in accordance with monthly checklist and MSF OCA accounting manual.
- Close Coordination cash / bank registers; perform manual reconciliations as required before month end close and prepare mission Balance specification.
- Support in training and induction of national and expatriate staff on financial administration and legal procedures.
- Assist in monitoring payments to suppliers, expat per diem and financial administration in Coordination ensuring feedback is provided to the project teams when payments have been processed.
- Oversee preparation of 206xx statements for submission to the FFA and Amsterdam Finance
- Overseeing timely and quality mission scanning of month end book keeping documents (Coordination and Projects)
- Cash Management
- Support, check and ensure approvals of expenses by authorised staff are in line with the authorisation table limits and within budget.
- Notify immediately FinCo in writing cases of major cash disparity above 50 EUR for Coordination and projects
- Payroll Administration & Taxation
- Support in ensuring adherence to regulatory provisions and local compliance to the law regarding payroll processing, taxes and social security.
CONTRACT DETAILS
- Fix term contract if nongovernmental staff is hired and service agreement if governmental staff is hired (applicants working with government institutions must provide unpaid leave/Non objection certificate before any selection decision made by MSF).

REQUIRMENT
Education |
Essential solid accountancy/finance trainings. Desirable University degree in accounting, finance or business administration. |
Experience |
Essential 4 years previous experience in similar relevant position jobs with INGOs. With MSF essential 2 years of previous experience is similar relevant positions. MSF experience will be preferred. |
Languages |
Mission language essential (English). Local language Kurdish. Arabic is a preferable asset. |
Knowledge |
Essential computer literacy (word, internet) Proficiency in MS Excel is essential Local accounting standards, Desirable MSF accounting software, ERP system knowledge, local laws. |
