Description

With Oxfam’s MEAL staff guidance: Enumerators are responsible for conducting the required data collection of different surveys (baseline & endline survey, PDM survey, verification survey, etc), assessments,  evaluations, communities’ feedback/accountability, ..etc. through HH survey/structured HH questionnaire, focus group discussions/FGDs/, key informant interview(KII), case studies/success stories, …etc., with communities and stakeholders.

Post holder (s) reports to: MEAL team

KEY RESPONSIBILITIES:

  • Conduct household surveys within the assigned areas (PDMs, Baseline survey, endline survey, verification survey… etc.).
  • Document all the findings in the provided data collection tools.
  • Compiling and sorting the filled data collection tools as directed by the supervisor.
  • Ensure collected data is accurately recorded.
  • Develop a relationship of trust and safe space during data collection exercise with respondents.
  • Identify and report any challenges faced that could affect the quality of the data.
  • Conduct field monitoring visits to different project activities, interventions against Quality Benchmarks/Quality Checklists and produce & report to MEAL team based on quality and accountability findings.
  • Attended all the project activities to demonstrate information on the Oxfam accountability system and distribute helpline cards.
  • Follow Oxfam’s policies regarding information and data management and the protection of beneficiaries.
  • Follow ethics in information collection and management that will be agreed with Oxfam to ensure that all work is carried out in a way that will not put respondents and Oxfam at risk
  • Inform on time the MEAL team of any misinformation/lack of information, complaints or additional feedback from beneficiaries.
  • Report on the deliverables (e.x number of surveys collected and any unusual situations to the MEAL team daily.
  • Ensure that all questionnaires and equipment are accounted for.
  • Support the MEAL team with any other services relating to the assessment that may arise during implementation.
  • Any additional responsibility assigned by MEAL team.
Qualifications & Preferred Skills

Skills and Qualifications Required

The enumerator must meet the following criteria and qualifications to be selected:

Education:

  • Bachelor’s University or Diploma.

Technical Skills:

  • Previous experience with working on data collection platforms (SurveyCTO, CommCare, KOBO), or similar data collection platforms.
  • Previous experience with NGOs as enumerators. Prior knowledge about NGO’s works, MEAL activity is preferred.
  • Previous experience in conducting field monitoring visits.
  • Demonstrated experience in household surveys (baseline/evaluations, PDM).
  • Computer literacy to be able to work on smartphone-based data collection applications
  • Basic level of proficiency in Word, and Excel.
  • Ability to travel to within Ninawa government (door to door interviews).
  • Ability to work independently and confidence to undergo household visits.

Personal Skills:

  • Good facilitation skills.
  • Strong communication and interpersonal skills, with experience working in multicultural, multi-location, values-driven teams
  • Innovative, motivated, and able to work with minimal supervision.
  • attention to details and rigor in field and reporting work
  • Willing to accomplish each day’s work with the supervisor by the end of each day.

Languages: Arabic, Basic English language is preferred.

Each Enumerator will work any day required by Oxfam and payments will be paid according to the number of days worked at the end of the month based on the completed attendance sheet and reports.
