General description of the position:
In his/her capacity as representative HEKS/EPER, the Education Program supervisor, supervises the projects being implemented for the office in Kirkuk and SalahEldein and provide support to the emergency project(s) being implemented.
S/he supports and implements logistics/Administrative procedures respecting HEKS/EPER mandate and commitments and international standards.
HEKS/EPER expects its personnel to behavior in accordance with local culture and traditions. The incumbent assures the moral protection of the name of HEKS/EPER and upholds in all circumstances the interests of the organization.
HEKS/EPER intervenes without any affiliation to politics, religion, or financial profit. The incumbent will direct his or her activities and engagements without preoccupation of political, racial or religious affiliation.
Main responsibilities:
- Managing the team of teachers
- Program planning and implementation - Program planning and implementation of the activities in coordination with teachers and DoE
- Resource management - Managing the materials/resources for education activities
- Monitoring - Monitoring of the activities (remedial classes / non-formal education) as well as any educational activities happening in formal school (distribution, …) and coordinating with database clerk for monitoring
- Reporting - Reporting of the activities implemented through weekly report
- Personal and Team management
- Networking / external coordination
Management of the education team
- Supervise the team members by assigning them activities according to the priority and support them in order to reach to project objectives.
- Participate in the management of the program's activities, according to the strategies for reaching the objectives.
- Develop common priority actions leading to solutions to the identified problems.
- Communicate with the zones and beneficiaries and keep them informed.
- Communicate and collaborate in appropriate way.
- Identify the problems associated with the delivery of the program and inform HR, logistics, beneficiaries and line manager.
Programme planning and implementation
- Plan activities in coordination with field staff to provide Educational response to support vulnerable IDP and returnee’s children.
- Lead on developing detailed activity planning and be responsible for the implementation of the Education action plans.
- Ensure implementation of the activities in line with Education Minimum Standards and relevant national/international standards, codes of conduct, and humanitarian principles.
- Take account of gender, protection, the environment, and other important cross cutting concerns in program design, implementation, and reporting; carry out activities in a way that reflects the needs of specific groups and individuals e.g. Children Associated with Armed Forces (CAAFs), Children with Disabilities and Unaccompanied and Separated Children (UASCs).
Materials/ Resource management
- Use program resources effectively and with care.
- Monitor stock and materials available with the teachers to avoid run out of items.
Monitoring
- Monitor safe Educational practices.
- Monitor appropriate community involvement in the design and delivery of essential education services.
- Conduct regular classroom observations, and mentor teachers based on observations.
- Collaborate in organising surveys with his/her supervisor and actively participate in conducting them, going through them and analysing them.
Reporting
- Ensure proper record keeping of all activities and prepare weekly activity report in time.
- Collect data from field activities and prepare regular reports on global Education activities.
- Periodically collect data and regularly update individual monitoring files of the Programme's beneficiaries.
- Identify any major discrepancy/ delay that may arise in project implementation and report immediately to line manager.
- Keep proper records of expenditures and report on these to the line manager.
- Report any visits of stakeholders (NGOs, INGOs, government officials…) to the line manager.
Personal and Team training and capacity building
- Be responsible for his/her own continuing training to develop his/her skills.
- Train his/her team in the theory supporting Educational activities and the methodological aspects.
- Provide professional guidance for team members
- Support school-based teacher professional development (teacher learning circles).
Networking / external coordination
- Maintain liaison with the local government officials, other I/NGO’s and community-based organization’s (CBO) at the community level to ensure their cooperation and coordination for effective implementation of the programme in the areas.
- Represent HEKS/EPER on local exercises in his/her geographic area of responsibility.
- Always keep in close contact with respective local government department to ensure their active participation for effective implementation of the programme activities as well as proper use of resources.
- In general, make sure that a positive and professional image of HEKS/EPER is conveyed. Ensure that HEKS/EPER’s mandate, thematic policies, ethics, values and views are followed in relation to third parties.
- Attend and take part in the meetings necessary for passing on information for the smooth running of activities, based online manager request.
Write reports:
- Write report for the projects being Implemented within area of activity and transmit it to the line manager.
Supervise the team in SalahEldein:
- Monitor the team related to the activities.
Others:
- Accepts new responsibilities when are assigned by the line manager
Job requirements:
Knowledge:
- Professional diploma or university degree in a related field of education
- One-year experience as an assistant in a humanitarian/development program.
- Experience in using MS Excel, MS Office and MS PowerPoint is essential
- Previous experience with an NGO is appreciated.
- Previous experience in emergency response is appreciated.
- Previous experience working in complex and volatile contexts
- Experience conducting beneficiary identification, verification and registration
- Experience conducting focus groups, questionnaires, and surveys
Skills:
- Required qualities: organized, sense of human relations, diplomacy, communication skills.
- Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.
Languages:
- Fluent in English (written and spoken) and Arabic, Turkmen and Kurdish are desirable.
- Knowledge of the Iraq context would be a distinct advantage.
