More information on us can be found here www.halotrust.org We work in Iraq to support communities affected by remnants of war and have over 200 staff operating in Salah Al-Din and Anbar Governorates, with an administrative office in Baghdad.

The Deputy Location Manager – DLM- is responsible for supporting the Location Manager to ensure the smooth running of HALO’s Location in Salah al-Din. They are responsible for ensuring the administrative office tasks are completed in an efficient and timely manner. As direct line manager of administration, fleet and stores, the DLM is to ensure all procedures are being followed for procurement and logistics. In addition, the DLM is to work closely with the Location Manager, Operations Officers, and Programme Manager and other senior management to ensure all problems are communicated, tasks completed and the best support is given to our operations staff.
The DLM will provide cover for the Location Manager when he/she is absent. They are to lead by example and support other staff in the programme. As a senior member of staff, they will work closely with others and provide as an example of HALO’s good working practice, always working hard to ensure the job is done.

Qualifications:
English – Verbal and Written

Responsibilities:
Administration:
- Ensure all communications with the Government of Iraq – GoI-is fully translated and prepared and submitted in good time
- Ensure that good relations are maintained with local authorities and other organisations and partners of HALO
- Obtain letters of support/permission as necessary for movements and operations as needed
- Prepare and organise for any visits to the Location
- Correspond on email and ensure that tasks requested are being responded to
- Ensure the office is kept in condition and clean and tidy
- Keep good relations with the owners of all the properties we rent
- Manage administrative office staff, guards, cleaners always supporting other staff at work and helping them progress and develop
- Ensure all properties that HALO rents are well looked after and report and solve any problems
Procurement:
- Oversee the requests and procurement process to ensure HALO procedures are being followed
- Authorise purchases requested within the DTL’s authorised limits and in line with the programme’s budget
- Assist the team in the search for the best price and good quality
- Work with others to seek long term contracts and preferred supplier arrangementS.

Logistics:
- Ensure all equipment that is bought by the Location is registered by the storekeeper and supplied in on the database
- Ensure that the issuing and transfer of all items are recorded and entered on the database
- Conduct monthly store checks of all stores and communicate to line managers any problems and ensure solutions are found

HR:
- Conduct monthly checks of attendance list, leave request, sickness records etc.
- Ensure the policies of The HALO Trust are being adhered to

Medical:
- Oversee the management of stores and conduct store checks monthly
- Ensure that stock levels are kept adequate and not too low or wastefully high
- Work with the medical coordinator to ensure compliance in HALO’s Health and Safety Regulations.

Other:
- Support and advice the Location Manager
- Always supporting and managing staff who report to DLM. Ensuring that deadlines are met and that all work is done to a high standard and in a professional and timely manner
- Work with others to create a good team, ensuring excellent communication and co-operation in the office
- Ensure adequate guards rotation at the office and movements and visitors logs at the office.
- Communicate to senior management, critical political developments and changes in the Governorate’s security situation in a timely manner
- Liaise and build friendly and supportive relations with local authorities and other organisations
- Attend when required Humanitarian Working and Coordination Group meetings
The HALO Trust team works a Saturday – Thursday schedule. Most often Sunday to Thursday.
Job to start: July 2021
Working hours: 07.00 – 16.00 (1 hour for lunch break)
