Consortium Manager - Erbil

World Vision International is a Christian relief, development and advocacy organization dedicated to working with children, families and their communities worldwide to reach their full potential by tackling the causes of poverty and injustice. World Vision - Iraq Office is looking for a highly qualified and motivated person for the position of Consortium Manager - Erbil.

 

JOB PURPOSE: 
This is a full-time, grant-funded Consortium Manager position based in Erbil with regular field trips to other governorates namely Anbar, Diyala, Kirkuk, Ninewa and Salah Al-Din governorates. The Consortium Manager will be responsible for coordinating and facilitating the work of the BPSI project at the country level, and ensuring integrated holistic approach in project implementation among Consortium partner’s in the achievement of project objectives. S/he will be specifically responsible to facilitate integrated programming in joint areas of operation with a focus on: cross-learning, downward accountability, monitoring integration aspects and producing consolidated narrative reports. The Consortium Manager provides analysis and information to the consortium’s Steering Committee for overall strategic direction. The Consortium Manager will be the primary liaison for the project with the FCDO, WVUK and other key stakeholders.

 

MAJOR RESPONSIBILITES

Project Management (Quality Implementation, Financial & Risk Management):

  •  Coordinate with Area Manager, programmes, sector leads, finance, and administration staff to ensure operational systems are in place to support field activities. 
    •    Ensure that the program systems and staff are working to achieve the project goals and objectives and that the project is maintaining World Vision and donor accountability standards. 
    •    Ensuring appropriate structures, internal and external standards, staffing, resources and policies as well as all grant requirements are adhered to. 
    •    Ensure clear understanding of project assumptions by all project staff to aim at effective and timely achievement of project goals, outcomes and outputs. 
    •    Ensure that all terms and conditions agreed in the signed MoUs with donor and government departments are adhered to throughout the life of the project. 
    •    Manage and mitigate any risks within the Project that could have financial, Human Resources (HR) or Legal consequences or negatively impact ministry or World Vision reputation.
    •    Ensure that proper community development practices and “Do No Harm” practices are incorporated and upheld throughout the planning and implementation of the project.
    •    Support in the development of accurate and complete Bill of Quantities 
    •    Prepare and submit procurement plan in close coordination with the team.
    •    In coordination with the local partners, regularly monitor and evaluate the progress of the project.
  •  With support from WV Iraq’s Finance Department, assume primary responsibility for budget reviews and monthly financial reports, highlighting concerns as they arise. 
    •    Ensure compliance with WV and donor financial policies and procedures and promoting a culture of transparency and accountability. 
     

Capacity Building:

  •  Manage direct reports and provide overall project leadership
    •    Coordinate and oversee the hiring process for project staff. 
    •    Coordinate and implement new employee project orientations and trainings.
    •    Monitor staff performance and raise any issues with Human Resources if necessary.
    •    Initiate and perform, with support from others, staff performance appraisals. 
    •    In coordination with P&C, maintain accurate employee data files and oversee completion of routine issues such

       as contract renewals, leave, salary adjustments. 
•    Develop the capacity of staff to plan, monitor and coordinate service delivery.
•    Identify staff capacity needs and undertake pro-active on-the-job training to strengthen their capacity to deliver interventions. 
 

Consortium Coordination (To fulfil roles of consortium manager for FCDO project):

  •  Coordinate with partner organizations
    •    Representation /engage/influence of WV Iraq in All stakeholders’ meetings
    •    Identify weak points in consortia and aim to enhance
    •    Ensure robust and strategic information is available to enable the Steering Committee to effectively monitor and review consortium management and implementation
    •    Play a key role in driving joint advocacy initiatives and setting strategic direction
    •    Participate in internal and external start-up meetings to pass the ‘vision’ and provide technical interpretation of the project strategies/ intervention logic to the implementing team
    •    Represent the consortium at National level and foster collaboration and learning. 
  •  Ensure key management staff in Kirkuk, Diyala, Ninewa, Anbar and Salah Al-Din governorates are informed of programme progress and best practices to feed into advocacy and programme design

  •  Ensure that efficient systems are in place to support coordinated consortium management and implementation including grant management and project monitoring and evaluation
    •    Work with the finance team to ensure effective financial processes and controls are in place, and that issues are identified and followed up with partners in a timely way, including ensuring financial reports and other key deliverables are completed
    •    Maintain a close working relationship with technical teams across partners at field office and Erbil level to support coherence in approaches, raising and follow up on key issues, strategy development, and integration across partners and sectors. 
    •    Coordination and production of key reports and other project deliverables.
    •    Organize and participate in field visits by donors, head office and other organizations
     

Monitoring, Evaluation and Accountability and Learning 

  •  Ensure accurate quality narrative and financial reports are submitted in a timely manner and according to donor requirements.  
    •    Work closely with Program Officer in ensuring that all reports meet donor requirements.
    •   Track the performance of the project activities and outputs against expected results and adjust implementation processes to ensure the project is progressing towards the intended outcomes.
    •    Analyze the impact of project and promote learning by documentation of best practices. Use this information to support decision-making processes.
    •   Track project progress, project expenditure against approved budgets, anticipate any deviations and recommend and take action on relevant and required adjustments.
    •    Track project risk in order to timely adjust and implement the existing contingency plan.
    •   Travel regularly to all project sites to ensure proper implementation of project activities.
  • Create and present monthly summaries of project activities and future plans to World Vision Iraq leadership.

 

Other

  •  Adhere to WV Child and Adult Safeguarding policy and standards. 
    •    Adhere to WV accountability standards.
    •    To be aware and prepared to implement WV Afghanistan Humanitarian and Emergency Affairs plan 
    • Ensure that organizational security measures and directives are integrated into project.
    • Any other duties relating to the nature of the job
Qualifications & Preferred Skills

KNOWLEDGE/QUALIFICATIONS FOR THE ROLE:

  • At least 5 years’ experience in social cohesion /peacebuilding/reintegration programs  in post conflict and volatile security environments;  
    •    Solid experience (4 years) in project cycle management, including proposal writing, budget management and donor reporting; 
    •    Proven experience in managing a consortium or similar 
    •    Proven experience in project cycle management and grant management.
    •    Proven experience of capacity building and training; 
    •    Proven experience of stakeholder engagement as well donor engagement; 
    •    Demonstrated experience in meeting high, evidence-based monitoring and evaluation standards; 
    •    Experience in working with FCDO and other Donors 
  •  B.Sc degree in related field preferably in Social Studies, International Development. 
    •    Good report writing skills in Arabic and English. 
    •   Strong staff management and communication skills.
    •    Ability to engage with different stakeholders and partners in the project site.
    • Ability to work in a team environment and remote areas. 
    •    Interpersonal, management and conflict resolution skills. 
    •   Must have good attention to detail, all work must be checked.
  •  Ability to work in a team environment. 
    •    Ability to travel to conflict affected areas
    •    Effective monitoring and coaching skills. 
    •    Good teamwork skills 
    •    Communication skills and knowledge of local communities.
    •    Familiarity with context of Northern Iraq

Travel and/or Work Environment Requirement

  • Accessibility to the below mentioned areas/locations Anbar, Diyala, Kirkuk, Ninewa, Salah Al-Din.
  • To be able to travel to remote districts @ 40% travel
