- Background
The overall purpose of the "Contributing to Economic Resilience in Central Iraq" project is to strengthen the economic resilience of agriculture and food market systems. This is aimed at contributing towards the social and structural economic empowerment of communities and public-private partners (C3P) in Central Iraq, specifically targeting Anbar Governorate- districts of Ramadi and Fallujah. The project’s primary activities include supporting small-scale producers (SSPs) and small and medium-sized enterprises (SMEs) to increase production, income generation, and market development opportunities. Additionally, it focuses on improving the agricultural market system by institutional development, infrastructure rehabilitation, training, and creating synergies for policy reforms that will address structural impediments to agricultural growth and promote innovation.
The C3P module (Community and Public-Private Partnership) differs from the traditional public-private partnership model by emphasizing inclusive community input in economic planning. It involves a network of stakeholders, including farmers, women’s cooperatives, SMEs, and local authorities. The module's purpose is to integrate and coordinate these actors, promoting resilient and inclusive agricultural and food market systems. It is designed to ensure that communities have a say in economic development, enhancing local ownership and sustainability. The C3P model also aims to address structural and systemic challenges in market systems through innovation, training, and advocacy
As part of the project, Oxfam in Iraq seeks consultancy services to review the current C3P initiative framework, document its design and implementation, and extract lessons learned as well as develop learning papers, this will take the forum of Two workshops fucassed on specific themes and challenges within the agricultural food market system, involvement of central and regional government, private sector agri companies, SSPs, agriculture cooperatives, farmer’s unions, academia and civil society actors, and recommendations for further development and scaling up.
This TOR outlines the requirements and expectations for a consultation firm or individual consultant to develope a C3P module through conducting interviews with C3P agents, community and government over a period of one month.
2. Purpose of this Assignment:
The scope of the assignment will focus on analysing the implemented C3P initiative under the project and assessing its overall design, objectives, and implementation process. This will include its key stakeholder engagement, resource allocation and achieved results. The latter will be assessed against the design of the C3P initiative and how it contributed to achieving the anticipated results. The analysis will further highlight strengths and areas of improvement, as well as the challenges faced during the implementation process and the applied solutions. The analysis would result in developing a C3P module that will serve as Standard Operation Procedures that can be adopted, developed and scaled up by relevant stakeholders, including the government actors. Finally, the analysis should provide practical, actionable recommendations aligned with the local context and the purpose of the C3P initiatives.
3. Deliverables
In line with the mentioned activities above, the expected deliverables are:
- C3P Model document that includes, but not limited to, the following:
- C3P Comprehensive Analysis Report:The report will evaluate the design, objectives, and results of the C3P initiatives, including relevancy, strength, areas of improvement, challenges and lessons learned, best practices, and key factors contributing to their success.
- C3P Standard Operating Procedures (SOP) Module:
Development of a C3P module that serves as a Standard Operating Procedures (SOP) guide for future adoption and scaling up by government actors or other relevant stakeholders. The module should provide clear steps, guidelines, and processes. - Actionable Recommendations:
A set of practical, actionable recommendations tailored to the local context, focusing on enhancing the initiative and scaling it up to a broader geographical or institutional level. The recommendations should include steps for integration with government efforts or other relevant programs.
- Validation workshop:
The consultant is expected to present the C3P model to the Oxfam team, its partners and other key stakeholders for validation and discussion and further develop the recommendations as needed.
- Stakeholder Engagement Plan
A plan outlining an action plan for engaging with relevant stakeholders (e.g., government actors, partners, civil society actors, international actors and C3P members) in adopting and scaling the C3P initiative. - Logistics and Constraints
The Consultant will be responsible for covering all costs related to the assignment.
The consultant will be paid the agreed rate, upon satisfactory completion of the assignment, including submission of deliverables and reports as per the below schedule:
- 40% will be paid upon the submission of the first draft of the C3P model and learning papers
- 60% will be paid upon satisfactory completion of all mentioned deliverables.

The assignment will be for 20 working days, starting the 5 Nov 2024. The timeline will be refined based on the consultant's work plan and won't be beyond 24 Nov 2024.
The consultant should submit a full financial plan to conduct this assignment, however, when needed, Oxfam will provide assistance in terms of coordination with the stakeholders.
The following key technical requirements will be taken into consideration when assessing consultants' technical competencies:
- University degree in economics, development studies and agriculture or other relevant fields.
- The consultant should have proven previous experience in conducting similar assignments.
- Excellent knowledge of the agricultural context in Iraq and the challenges that face farmers including governance challenges, climate change, and drought.
- Conducted similar previous activities with the Iraqi civil society.
- Excellent communication and writing skills in English and Arabic.
