Objectives of the Capacity Building Consultant
The overall objective to conduct a capacity assessment for 15 national and local organizations in Ninawa, Diyala and
Babel to identify the gabs for each assessed organization and prepare the development plan, i.e. 1- Finance, 2-
Logistic, 3- HR, 4- MEAL and 5- PVE. The task is targeting CSOs and NGOs who are working in the Prevention of
Violence Extremism sector, the purpose is providing the required workshop for the 15 target Organizations and
following up the improvement.
Expected output
• Presenting capacity report for each assessed Organization.
• Identify the capacity building plan with the objectives and topics.
• Acknowledgement the assess organization about their recommendations and improvement plan.
• Preparing program for providing trainings and follow up the achievement.
• Review the final results.
Agreement Details
• Consultant will do virtual visits to the organization’s office.
• The location of assessment is the office of targeted organization (Ninawa, Diyala and Babel).
• Providing and reviewing assessment materials and assessment plan.
• Assessment will be conducted through 5 days per 3 locations.
• Delivery of details (assessment plan, assessment report, finding and recommendations).
Deliverables
• Capacity assessment plan
• Separated report for each assess organization with the finding and recommendation
• Final report of the whole finding to be submitted to Ashor with recommendation and learning.
Methodology
• consultant should be tailored to the literacy level (Arabic and English).
• assessment modules should cover the basic departments of organizations (HR, Finance, Logistic, MEAL,
Programs (PVE)).
• Assessment tools shall be shared with the organizations
• Provide brief presenting the aim of project and background on Ashor Foundation.
• Provide final soft copy of the materials after the customization of Ashor assessment materials in English for
the review and approval before launch of assessment.
• results should support Ashor staff in conducting pre-and post-activity to evaluate.
Preparation
• Supporting the assessment in the preparation of plans prior to the assessment;
• Preparation and scheduling the assessment plan.
• Delivery of the assessment.
• Delivering the outcomes, learning, reports, recommendations.
• Throughout the period, the quality and maintenance of the assessment environment is a main
responsibility of the consultant.
Upon completion of the capacity assessment, the consultant is responsible for providing full reports including
finding and recommendation
Specific tasks for the capacity building consultant
• Design and prepare the work plan of the capacity assessment
• Preparing all assessment materials.
• Conduct the capacity assessment.
• Write and submit assessment report to Ashor by latest 7 days after the assessment is completed
• Managing meeting with 15 organization in Ninawa Diyala and Babel
• Providing reports.
Eligibility and Qualification Requirements
The major criteria to evaluate the institutes/individuals competing for the assignment will include the
following;
• Good reputation in delivering capacity building.
• Experienced trainers holding certifications as business development and management,
• Experienced organization management and policies
• Experienced in project cycle management
• Presence in the area of operations or willing to move easily to area of operation for the period of
assignment.
The consultant should have
• History or general experience of the general management level in the field of the assignment
• Over 5 years of delivering similar assignment
• Education background
• Appreciation of the assignment and terms of reference
• Certified management studies
• Methodology to be used to execute the task
• Willing to work with multi-cultural context
• Fluent Arabic and English
