Description

GENERAL MISSION

 

Under the responsibility of the Head of Program, and in close collaboration with the project teams, the AVR Technical Officer contributes to the implementation of Handicap International’s mandate and AVR technical strategy in Iraq. They will contribute to the implementation of projects by providing technical expertise and ensuring that the quality and impact of the project is optimized. In addition to this, they represent the HI Iraq Mission and its AVR component to external actors. This position requires high mobility with around 70% of the time spent in the field.

 

 

 

MAIN RESPONSABILITIES

 

Based in Salahaddin, with frequent travel to other areas of operations, the AVR Technical Officer will have the following responsibilities:

 

TRAINING AND CAPACITY BUILDING

  • Identify the EORE, VA, community liaison and conflict sensitivity training needs, gaps and priorities of HI staff, partners and stakeholders and design training plans accordingly
  • Implement training, awareness sessions and guidelines on international and national standards related to EORE, VA, community liaison and conflict sensitivity
  • In coordination with the AVR specialist, update or develop training packages for EORE, VA, community liaison and conflict sensitivity

 

QUALITY ASSURANCE

  • Ensure that activities are implemented according to the international, national and internal technical standards and, if necessary, propose adjustment or improvements to help meet objectives of the projects being implemented in the field
  • Make sure the AVR activities are taking into consideration the gender and inclusion guidelines for mine action activities and proposes actions for improvement in these regards
  • Monitors through field visits, that the activities are being conducted according to HI SOPs and relevant guidelines for the sector
  • With the support of the AVR specialists, develop and update SOPs related to EORE, VA, community liaison and conflict sensitivity

 

 

MONITORING AND REPORTING

  • Support the preparation of donor reports, internal reports and updates as required.
  • Contributes to evaluation and capitalisation
  • Supports the MEAL department in the development of tools and methodologies to measure the impact of the AVR activities being conducted in the field

 

 

MATERIAL DEVELOPMENT

  • Facilitate and organize materials workshops to assess the need of updating the IEC material or developing new material for EORE
  • Identify and propose the development of new activities answering to identified gaps and needs.
  • Make sure the material designed is validated with the targeted communities and its developed including a gender and diversity approach

 

COMMUNICATION, ADVOCACY AND STAKEHOLDER ENGAGEMENT

  • Support the project and communication teams in designing and implementation appropriate EORE campaigns to raise knowledge and awareness on the risks of Explosive Ordnance. 
  • Support partners on the design of advocacy strategies and country engagement plans.
  • Manage mapping of, and engagement with, key stakeholders, including government actors, public sector, and civil society
  • Engage with stakeholders on priority advocacy issues, through regular meetings, workshops and roundtables
  • Create and maintain a network of contacts related to AVR and necessary for project implementation
  • Coordinates, on regular basis, with the different stakeholders (local organisations, international organisations, authorities, Community-Based Organizations, local stakeholders, DMA etc.) to ensure best implementation of activities

Qualifications & Preferred Skills

Education

  • University degree in Social Sciences, Education, International Development, Human Rights or other relevant fields required

 

Experience

Essential:

  • Minimum of 3 years professional experience in the field of humanitarian mine action
  • Previous experience with international or local NGOs
  • Proven experience in conducting EORE activities such as risk education sessions, IEC material development and delivery of trainings for EORE teams

 

Preferred:

  • Previous experience working with HI or other mine action operators
  • Experience in the implementation of explosive risk education projects
  • Experience and awareness of national and international standards for mine action
  • Previous experience in writing technical guidelines
  • Training and experience in including gender and diversity approach in mine action activities

 

Skills & Abilities

  • Fluent in Arabic, excellent written and spoken English mandatory
  • Excellent communication and interpersonal skills
  • Demonstrated ability to deliver training and coaching
  • Reliable to handle confidential and sensitive information
  • High capacity to organize his/her work, and manage priorities
  • Can work independently and take initiative when needed
  • Writing skills
  • A demonstrated commitment to high professional ethical standards
  • Good command on Microsoft Office (Word, Excel, PowerPoint) and use of other digital tools for training
  • Creative, enthusiastic and positive attitude
  • Reactive and flexible
