Program / Department Summary

Mercy Corps Iraq is implementing PERMA-2 program, a market system developement program that aims to improve the business environment and improve access to financial services as well as reactivate the agriculture value chains in Salah al-Din and Ninewa. Efforts toward agricultural and rural economic recovery must target the rehabilitation of both the public and the private (at micro and small enterprise levels) infrastructure through an integrated approach, while also taking into account the social and cultural complexity of Salah al-Din and Ninewa. In response, PERMA-2 has outlined three main objectives aimed at supporting rehabilitation, reconstruction, and overall economic recovery of the agriculture sector in Salah al-Din and Ninewa:

● Financial institutions are providing appropriate and affordable financial services to enable MSMEs to start, re-start and grow agricultural activities;

● Small-scale farmers have improved access to services, inputs, information, infrastructure and markets that increase their productivity and profitability

● Local institutions and leaders are promoting intra- and inter-community interactions that contribute to the reintegration of returnees in the agricultural sector and conflict-resolution.

In order to support accessing farmers in their villages, PERMA program intends to recruit 6 daily workers to act as community based facilitators, those facilitators will be working in the field and in Mosul office if needed. They will organize communication with farmers and stakeholders, they will also have a role in monitoring the progress of the program activities, especially in cases where program teams are loaded or un-able to go to the field.

Qualifications & Preferred Skills

Essential Job Responsibilities

Administrative Support:

● Mobilizing farmers during the various activities of the PERMA II program

● Conduct interviews or enumeration during market assessments ● Facilitate meetings with farmers and stakeholders (Mukhtars and private sector actors,etc...)

● Collecting information required for various purposes including assessment surveys

● Participating in the preparation of projects in villages to facilitate access for actors to farmers and other stakeholders

● Participate in monitoring implemented projects to ensure the quality of participants' satisfaction

● Performing other tasks that may be necessary both at the field/village level as well as carrying out tasks in Target areas or mercy corps office if necessary

● Working closely with Mercy staff in Mosul.

● Support in gathering information, which is carried out through field visits in the targeted areas

● Contacting the beneficiaries and informing them of the date of the meetings or field visits

● Assist the team in field operations

● Contacting the beneficiaries and conducting interviews with them.

● Supporting the Program Officer in implementing and organizing all related activities according to the work plan.

● Submit reports on a daily or weekly basis.

● Ability to gather information in an objective manner and to explain and ask questions clearly.

● Follow up on some program activities during implementation and give reports on them.

● Supporting the program administrator in the office work and organizing the papers and archives of the program

● Group and sort data collection tools as directed by supervisor

● Inform the direct supervisor of any changes or developments related to the activity sites and project context

● Hand over all equipment and materials used in the survey to the supervisor

● Doing any work requested by the supervisor in the interest of implementing the program within the Mercy Corps policy

REPORTS DIRECTLY TO: Intervention Lead – Agricultural Market Development

WORKS DIRECTLY WITH: PERMA program staff, MEL, and other MC program staff (upon need)

SUPERVISORY RESPONSIBILITY: None.

Knowledge and Experience

● High School certificate

● Minimum of one year of administrative work experience and strong technical knowledge on basic program and financial management.

● Excellent organizational and communication skills, strong problem-solving skills

● Demonstrated attention to details, ability to follow procedures, meet deadlines and work independently and cooperatively with team members is required.

● Demonstrated skills in planning, organizing, analyzing, and reporting.

● Computer skills in accounting software applications, Database Management, Power Point, Word, Excel, etc.;

● Proactive, resourceful, capable of multi-tasking and showing initiative.

● Ability to work comfortably with an ethnically diverse staff.

● Experience working with an INGO is preferred.

● Good knowledge of spoken and written Arabic, English skills is preferred.

● Good Computer skills, word and excel required.

● Must have a high level of organizational and data collection skills.

● Ability to learn quickly and adhere to MC policies/procedures.

Success Factors

● The successful enumerators will have excellent communication and interpersonal skills, multi-tasking, demonstrated attention to details, and will be committed to work long hours.

● S/he will be highly motivated, with initiative and capable to work without direct supervision.

● S/he will be willing to conduct field travels and work in an ethnically and culturally diversified team.

● S/he must know how to prioritize tasks and deliver outputs on time.

● S/he must have good writing and English skills is preferred
