Job Description:
JOB PURPOSE:
The WASH Officer will provide technical and operational support in the design, planning, implementation, and monitoring of WASH activities under the PNS WASH Project in Kirkuk Governorate. The role contributes to World Vision’s objective of improving the health and wellbeing of children through enhanced access to safe water and sanitation, the promotion of positive hygiene behaviors, and the empowerment of women and persons with disabilities (PWDs).
The WASH Officer will support the training of PWDs on accessibility, hygiene promotion, and facility management, and will facilitate the development of business plans for female WASH entrepreneurs. The position will also be responsible for supervising and conducting WASH assessments, studies, and designs, as well as reviewing and overseeing the rehabilitation of water, sanitation, and hygiene facilities to ensure quality, sustainability, and alignment with community needs.
In addition, the WASH Officer will conduct participatory local stakeholder and GESI (Gender Equality and Social Inclusion) analyses, foster partnerships with women-led and disability-focused local NGOs and support the mapping of PWDs in target areas in close collaboration with local disability organizations. The role will also facilitate community-driven initiatives and contribute to the design and implementation of disability-inclusive WASH facilities in public spaces for PWDs. The WASH Officer will ensure that all rehabilitation works, and WASH programming adhere to established plans, technical standards, community priorities, and “do no harm” principles.
KEY RESPONSIBILITES
WASH Project Supervision
- Supervision, implementing and monitoring of the field activities.
• Support the Project Manager in the Procurement Request process.
• Support the Project Manager in the follow-up of HR, financial and logistics aspects of the project.
• Ensure the collaboration with the local authorities in the intervention areas.
• Coordinate community mobilization and sensitization of community on WASH activities under the project.
• Liaise with beneficiary community and local authorities in the selection of project sites as per requirement of the project design.
• Monitor the site activities in institutions ( ex: schools, health center, child care shelters) , households and in communities on daily basis and ensure that all the activities are implemented as per the project papers and requirements.
• Ensure the design of IEC (Information, Education, and Communication) tools and the implementation of promotion activities within the communities, public institutions and households
• Monitor progress of activities report all milestones and flag issues as soon as they arise.
• Participate in the regular meetings to review the quality and progress of the work. Prepare the required reports to the line manager (Project Coordinator) and feedback with accurate information.
• Assist in raising PRFs and tendering process for supplies and purchases
• Manage community outreach activities.
• Prepare project reports, and assist coordinator in periodic reports.
• Facilitate the promotion of WASH program impact on WASH activities
• Ensure the close liaison and consultation with Communities power holders, Community leaders, Faith leaders , during implementation of the WASH activities as per project document requirement.
• Support in Undertake capacity building of the various groups involved in projects, including GESI representative WASH groups, Hygiene Promoters, in aspects of sustainable delivery of WASH services, WASH entrepreneur Disability Inclusive WASH, and menstrual hygiene management.
• Assist in undertaking capacity building trainings on gender , disability , leadership skills, WASH behaviors, financial literacy , life skills training and women empowerment for GESI representative WASH groups and other groups involved in the project
• Support in facilitating of business plan development for female WASH entrepreneurs
• Ensure that all WASH and GESI components are implemented as per the project papers and including: design, developing of bills of quantities for water supplies, sanitation, hygiene promotion and female friendly sanitation facilities in public places and within provisions of the project budget
• Monitor and inspect private contractor work at vital construction milestones per project schedule
• Support in conducting WASH rapid needs assessments in the field.
• Coordinate and supervise implementation works including managing construction contracts
• Develop design plans, working drawings, technical specifications, bill of quantities as per approved standards
• Assist in identification and registration of beneficiaries for business development
• Support in identification of WASH small businesses
• Support in distribution of micro grants for identified female WASH entrepreneurs
• Support in mapping PLWDs in the target areas in close collaboration with the local disability organizations and relevant governmental departments.
• Support in the design and implementation of community driven initiatives
• Identify needs and build capacity of staff, partners, key stakeholders, faith leaders and community groups on GESI transformative WASH
• Ensure access to contextually appropriate training materials on GESI transformative WASH for the community
• Continuously improve mainstreaming of GESI principles into local WASH programming, as appropriate to local context.
Project Management (Quality Implementation, Financial & Risk Management)
• Assist in establishing and oversight of implementation of systems for efficiently controlling the quality of technical works; closely tracking works progress against payment and work plans, and controlling the quality of the final construction outputs as per donor and user community expectations.
• Assist in applying Quality benchmark tool on the project in coordination with MEAL team
• Maintain construction budgets components to ensure appropriate and efficient use of resources in the project.
Monitoring, Reporting and Administration
• Ensure that project documentation is prepared, including weekly and monthly project reports on implementation/construction status, and update shared folders as per World Vision requirements.
• Track and monitor progress of all WASH activities against work plans, budgets, and timelines, flagging risks, delays, or deviations to the Project Manager.
• Collect, compile, and analyze field data to inform evidence-based decisions and adaptive project management.
• Maintain accurate records of beneficiaries, contractors, suppliers, and WASH assets, ensuring compliance with organizational and donor standards.
• Ensure proper filing and documentation of all technical, financial, and administrative records, supporting internal audits and compliance checks.
• Facilitate communication and information sharing between field teams, management, and other relevant departments to ensure smooth project operations.
• Support MEAL team in integrating monitoring indicators into reports and provide input on project performance data.
• Document lessons learned and best practices for continuous improvement and future project planning.
• Ensure compliance with organizational policies on child and adult safeguarding policy, safety, data protection and GESI.
Coordination with local community groups/ Government Departments/ Other stake holders (Internal and External)
• When required, in collaboration with Project manager Representing the organization at DoE, DoW, DOH and other governmental departments and actively participate in the working group and JCF meetings
• Coordination with relevant governmental Directorates to get approvals and facilitation letters for implementing the project activities
• Coordination with local community groups/government departments.
• Coordination with the local women and disability organizations
Staff Management (Learning and capacity building)
• Manage Community mobilizers/ Hygiene promoters and provide leadership in close coordination with respective project manager
• Coordinate and oversee the hiring process and monitor for community mobilizers /Hygiene promoters
• Monitor the performance of casuals and raise any issues with Human Resources if necessary.
• Develop and implement the capacity building plan for CMs/ HPs, and monitor and coordinate service delivery.
Others
• Ensure that organizational Security, Supply chain, Administration, People and culture, IT procedures and guidelines are well integrated into projects.
• Any other duties relating to the nature of the job
• Standardized approach to the donor guidelines across the two projects
• Donor expertise and building relationships.
Required Education, training, license, registration, and/or Certification
- Bachelor’s degree in relevant subject (Civil / Environmental / Public Health Engineering).
- Relevant master’s degree would be an advantage.
Required Professional Experience
- Experience living and working in a fragile context
2. Mentoring within cross-cultural contexts.
3. Experience: at least 3 years working in relief/Aid or development work.
4. Previous experience of INGO work.
5. Experience in working with IDPs, Returnees, host communities and conflict-affected persons.
6. High communication skill and both budget and staff management
7. Experience in designing and putting bill of quantities, WASH facilities like toilet, bathing cubicles, water supply lines and hygiene promotion for affected people
8. Demonstrated experience in multispectral grants is preferred.
9. Experience in working on Bill of Quantities and design for water and sanitation facilities in particular in schools
10. Experience of working with cross-functional teams.
11. Understands and have implemented Disability WASH Inclusive WASH in schools, health facilities and at the household level
12. Experience in working with people living with disability
13. Experience in business development and entrepreneurship programming
Required Language(s)
- Fluency in Arabic (spoken and written).
• Knowledge of Kurdish (spoken and written) is desirable.
• Proficiency in English (spoken and written).
Required travel and/or work environment accommodations
- The position is based in Kirkuk.
• Willingness to travel frequently within Kirkuk Governorate, including rural and field locations , Hawija and Daquq Districts
• Ability to work in a multicultural and occasionally high-pressure environment.
• Flexibility to adapt to changing project needs and field conditions.
Position’s physical requirements
- Ability to conduct field visits in rural/agricultural settings, which may involve walking on uneven terrain and exposure to outdoor conditions.

Preferred Experience, Knowledge and/or other Qualifications
- Demonstrated experience in Gender equality and social inclusion in WASH is preferred
• Demonstrated experience in women empowerment projects is preferred
• Demonstrated technical and professional aptitude in project management in a fragile context. Understanding of multi-sector project implementation essential i.e. a thorough understanding of key sector interventions at a programme/operational level i.e. familiarity with Economic Recovery Interventions, Food Security, Cash Assistance programming.
• Relevant professional experience managing and implementing large emergency/development projects
• Demonstrated understanding of the humanitarian sector
• Advanced written and oral English skills i.e. the ability to express ideas clearly and effectively, both in spoken and written English.
