POSITION SUMMARY:

The Senior HR Officer is responsible for leading and managing key human resources functions to ensure the effective implementation of HR policies and procedures. This role will oversee and support HR Officers in multiple locations, ensuring compliance with labor laws and organizational policies while fostering a culture of continuous improvement. The Senior HR Officer will drive recruitment, capacity building, performance management, and employee well-being initiatives, contributing to the overall success of the organization.

This position is based in Erbil with frequent travel (40%) to North East Syria 

KEY AREAS OF ACCOUNTABLRITY

  •  Provide technical support to all HR operations across office and field locations.
  • Coordinate with HR Officers to ensure all HR-related responsibilities are implemented effectively and on time.
  • Supervise HR Officers/Assistants, monitor their performance, and develop improvement plans.
  • Design and implement capacity-building initiatives for HR Officers to support their professional growth.
  • Establish a system to track capacity-building activities for staff and service contractors annually.
  • Ensure employees, managers, and service contractors are informed of updates to policies and procedures.
  • Maintain an accurate and secure filing system for national staff and service contractors to support audits and compliance.
  • Prepare and manage audit-related HR documentation in collaboration with program teams.
  • Oversee the performance appraisal process to ensure adherence to guidelines and timelines.
  • Conduct regular compliance checks to ensure adherence to daily labor guidelines and policies.
  • Develop and deliver periodic refresher training on Blumont’s policies and procedures.
  • Process staff letter requests and maintain an updated tracker for documentation.
  • Provide payroll updates, staff lists, and support documentation to the HR focal point on a regular basis.
  • Collaborate with hiring managers to execute recruitment plans, including drafting job descriptions and processing hiring requisitions.
  • Manage recruitment processes, including job postings, application review, interviews, and onboarding, ensuring transparency and merit-based selection.
  • Maintain and update standardized recruitment tools (job descriptions, interview templates, etc.).
  • Provide guidance to line managers on addressing underperformance, including performance improvement plans and disciplinary measures.
  • Support employee well-being by identifying and escalating issues impacting workplace morale and satisfaction.
  • Participate in HR investigations, grievance resolution, and ensure all processes are communicated clearly to stakeholders.
  • Ensure compliance with Blumont’s policies on code of conduct, anti-harassment, equal opportunities, and other relevant standards.

Qualifications & Preferred Skills

QUALIFICATIONS and SKILLS:

  • Bachelor’s degree in business administration, or Related Field.
  • Minimum of 5 years’ experience in Human Resources, previous HR experience in INGOs is preferable.
  • Experience working in a fast-paced large-scale humanitarian response
  • Experience of working in remote management set up
  • Previous experience in HRIS
  • Ability to plan, work with tight deadlines, and a demanding workload.
  • Good Communication Skills.
  • Good time management skills with the ability to juggle various open positions.
  • Good understanding of Iraqi Labor Law.
  • Good facilitation skills and ability to deliver trainings and induction
  • Demonstrated ability to multi-task, meet deadlines and process information in support of changing program activities
  • Fluency in English , Arabic is a must and Kurdish will be advantage
  • Demonstrated flexibility and creativity in planning and problem solving, to include identifying bottlenecks and streamlining processes
  • Proven ability to learn quickly, take initiative, and be accountable for results
