Position Location:   

Duhok, Kurdistan Region of Iraq

With expected continuous travelling to operational areas in Iraq including but not limited to Ninawa governorate, Erbil, Anbar, Kirkuk and Baghdad.

Type of contract:

 Full time employee.

Contract Duration: until end of 2021 with possibility of extension

Gross Salary:1900-2000 USD

Reporting Lines/Line Management

The Risk Officer reports to Risk Manager.

Position Summary:

The Risk Officer is responsible for assisting the risk manager in ensuring that risks for the country programme remain acceptable and proportionate, and that CARE meets its duty of care to staff in designing, applying, up-dating and respecting a comprehensive range of risk mitigating measures. This will be achieved through maintaining oversight of operational Risk issues, providing advice to management in real time, and implementing CARE’s country Risk Management Plan. Responsibilities include, but are not limited to security, health & safety, operational and information security risks; as well as fiduciary, reputational, compliance, legal risks. The position is based in Dohuk, Northern Iraq, with significant periods of time spent on missions to various field locations across Iraq, such as Erbil, CARE programme areas in northern Nineveh, Kirkuk, Anbar governorates, as well as in Baghdad. CARE is registered with the Iraqi authorities in Baghdad with a view to expanding programming within Federal Iraq.

Risk Officer is responsible for:

Planning and Preparation
  • Developing and maintaining a strong contextual understanding of the areas of operations in close and near constant consultation with the Risk Manager, staff, and project managers
  • Monitoring the security environment in operational areas, updating situation and risk assessments on a routine basis, assuring the Risk Manager is informed in real time of current and emerging safety and security trends, threats and risks.
  • Attending local security network meetings (INSO etc.) as required by RM.
  • Support the development of a safety and security culture among all CARE staff and those of CARE partner organisations in Iraq, supported and reinforced by the Risk Management Plan (RMP).
  • Liaising with respective government agencies, military and, where needed, commercial security providers, to ensure that CARE staff can maintain access to programme areas within limits of acceptable risks.
  • Assisting Risk Manager in updating and maintaining the Country Office’s RMP, using the CARE International template and must ensure that all CARE facilities are included in the plan and the plan is kept current to any changes.
  • Assisting the CO Incident/Crisis Management Team to plan and prepare for major safety and security events and critical incidents.
  • Supporting the RM in conducting risk management trainings as required and in accordance with CARE policies and procedures.
  • Assisting in the selection and development of a network of risk management focal points (RMFPs) in every operational location where CARE has a base,
  • Participating in the selection of guard services and other outsourced security risk management support etc. and ensure that adequate training and support is provided.
  • Working with the CARE Iraq programme department and, where appropriate, partner staff in development of new projects to help develop projects that are designed to have built in risk mitigation.
Procedures and Protocols

The Risk Officer is responsible for the management of risk, in part through the effective implementation of SOPs and Contingency Plans, and provide the following services:

  • Briefing all new staff to operational area on local security conditions and protocols.
  • Maintaining high levels of oversight for physical security issues at offices and guesthouses.
  • Overseeing the maintenance of staff contact lists and the security information trees
  • In coordination with RM, disseminate security flash alerts and advisories to staff and partners as and when required.
  • Reporting events and personnel not respecting risk mitigation procedures or in security breaches to the Risk Manager
  • Ensuring that effective communications are in place and that all staff members are adequately trained to use any equipment that is included in the RMP, and that all staff members are capable of following communication protocols.
Support after an Incident or in a Crisis

The Risk Officer is required to be a first responder for any safety or security incident involving CARE staff or assets in their operational areas.  Responsibilities include:

  • Providing incident reports and analysis to the Risk Manager as required.
  • Assisting RM to ensure contingency planning for major events and critical incidents is adequate, based on risk assessments.
  • Deploying at short notice to support operations in any CARE programme area in Iraq.
  • Supporting the Incident Management or Crisis Management Team(s) in the event of a major incident or in a time of crisis.
  • Assisting with emergency medical evacuations within the country office.
Management and Capacity Development:
  • Building capacity through training, coaching and mentoring of CARE staff and Implementation Partners in accordance with implementation agreements and relevant CARE Risk related regulations and Policies.
  • Managing Risk Assistants in the field
  • Ensuring that the Risk Assistants understand and are able to perform their role in an emergency context.
  • Ensuring the Risk Focal Point network is in place, and trained to operate in pro-active risk management and reactive incident/crisis management situations.
  • Managing the performance of all staff under direct supervision through:
  • Effective use of the Performance Management System including the establishment of clear, measurable objectives, ongoing feedback, periodic reviews and fair and unbiased evaluations.
  • Coaching, mentoring and other developmental opportunities.
Reports and Advisories
  • Preparing a weekly situation report for the Risk Manager, and on an ad-hoc basis as s/he requires.
  • Completing reports as required by RM.
  • Providing feedback to the Risk Manager on progress in respect to safety and security risk management actions and initiatives.
  • Ensuring that regular strategic risk assessments are conducted, and management informed of emerging trends and threats.

 

Qualifications & Preferred Skills

Qualifications (Know-How)

Education

Required:

·         Bachelor’s degree in social science, risk management or relevant.

Preferred:

·         Recognized certificate in Risk management.

·         Recognized certificate in Security, first aid and other risk trainings.

·         Recognized certificate in train of trainer.

 

Experience & Technical Skills

  • At least two-year work experience in Risk Management/Safety & Security Role.
  • At least two-year experience in working in complex and hazardous environments.
  • Fluency in Arabic, Kurdish, and English.
  • Flexible and committed to standards of work.
  • Demonstrated experience with report writing.
  • Demonstrated experience in leading teams and supervising staff.
  • Proficiency in MS Office application particularly Excel, outlook, and Word.
  • Good understanding of regional and internal context
