JOB SUMMARY:

The Psychiatrist Consultant will work part-time with International Medical Corps as s/he will be responsible for the delivery of training activities in mental health and psychosocial support to specialized and non-specialized workers at community level; determine the nature and the extent of mental disorders at targeted locations; provide specialized mental health consultations through the re-activated Psychosocial Units within the Primary Healthcare Centers, diagnose mental, neurological and substance use disorders, tailor treatment plans appropriate for the patients, and follow-up with the patients. Additionally, to provide psychoeducation to the patients and their close family members to help them understand and cope with the mental disorders and care plans. The Psychiatrist Consultant will also be responsible for technical support and supervision to the Mental Health Case Managers and Psychologist. S/he will provide coaching and mentorship to the primary healthcare workers trained in MHPSS to build their capacity. The Psychiatrist Consultant will be directly reporting to the MHPSS Program Officer and will be technically supervised by the MHPSS Specialist.

MAIN TASKS AND RESPONSIBILITIES:

  • Provision of in-person specialized mental health counseling, and diagnosis of mental, neurological, and substance use disorders and treatment plans for the patients.
  • Examine patients referred to determine general physical and mental conditions, following standard medical procedures.
  • When necessary, order laboratory and other special diagnostic tests by referral, and evaluate data obtained depending on the case.
  • Determine the nature and the extent of mental disorders and formulate a treatment program for the case referred by the Case Managers or the Psychologist. Develop the care plan with the Mental Health Case Managers.
  • Refer patients to secondary or tertiary levels of care when needed and ensure to receive counter-referral/feedback for the patient.
  • Compile data concerning the patient's family, medical history, and the onset of symptoms obtained from patients, relatives, and other sources, such as nurses and/or general practitioners.
  • Fill in the mental health client register file utilizing the online platform on daily basis.
  • Document and keep track of patients/case codes by utilizing the IMC mental health case management toolkit and mental health client register files in coordination with the Mental Health Case Managers, to be submitted to the MHPSS Officer at the end of each week.
  • Write clinical reports, success stories, and/or case studies related to mental health when required.
  • Deliver and facilitate trainings in mental health to specialized and non-specialized workers and submit comprehensive training reports and documentation to the MHPSS Officer and the MHPSS Specialist.
  • Conduct group or individual technical supervision sessions, including but not limited to on-the-job mentoring and coaching, to primary health care providers trained in mental health Gap Action Programme Intervention Guide version 2.0 (mhGAP-IG v2.0), among other topics, and required checklists and/or supervision reports to the MHPSS Officer and the MHPSS Specialist.
  • Lead the technical supervision meetings for the Mental Health Case Managers and Psychologist in the area.
  • Attend weekly or biweekly case management meetings including the technical meeting with the multidisciplinary team.
  • Design and contextualize training materials and tools to be submitted to the MHPSS Specialist and MHPSS Officer for review and approval.
  • Coordinate directly with IMC MHPSS Specialist for technical support and follow-up.
  • Advocate for the supply and availability of psychotropic medications with the Directorate of Health (DoH) in the respective areas to ensure that WHO-essential psychotropic medications are available at the PHCCs.
  • Maintain regular contacts with psychiatrists working with other partners and DoH mental health focal points in targeted areas.
Qualifications & Preferred Skills

MINIMUM QUALIFICATIONS:

  • Medical degree with a psychiatry specialty from an acknowledged entity.
  • Licensed Psychiatrist.
  • Completed all necessary registration with the DoH Erbil /MoH.
  • At least two years of previous work experience with Non-Governmental Organizations (NGOs) are required. Previous work experience with International Non-Governmental Organizations is highly desirable.
  • At least two years of training and supervision experience are required.
  • Familiar with designing and delivering specialized training to non-specialized workers.
  • Ability to work as part of a multidisciplinary team with diverse backgrounds.
  • Willingness to adhere and be flexible to clinic/PHCC work schedules.
  • Strong communication and teamwork skills.
  • Strong written and oral communication skills in Kurdish, Arabic, and English.
  • Strong IT skills and computer literacy with demonstrated experience in utilization of Microsoft Office – Word, Excel, and PowerPoint in particular.
