OUR TEAM

Oxfam protection programme works to develop affected communities’ skills to play a leading role in their protection. We operate in camps, urban, semi-urban and rural areas across five governorates in Iraq. The focus is to improve the safety of the civilian population against threats that commonly occur them. The team works to take active steps to reduce risks as well as identifying methods to help restore the wellbeing and dignity of the affected population. With an emphasis on Safe-programming, we work with the affected communities to access assistance without exposing themselves to risk or forcing them to be in a dangerous situation. Together with local civil society, national and international organisations and the affected community, we make efforts to advocate and campaign, to improve the protection of the civilian population of Iraq. 

JoB Purpose

Under the supervision of the Protection Officer, the Protection Assistant implements the protection programme activities as per the project outputs. She/he closely works with the programme volunteers and community structures to coach on protection monitoring, referrals and response services. She/he supports the Protection Officer to mainstream safe-programming standards to Oxfam staff, partner organisations and community groups. The job holder is expected to contribute to Oxfam community-based analysis, including gender and context analysis about the assigned project areas. She/he is expected to implement the programme activities with an emphasis on the gendered aspects of conflict, violence and abuse.

Key Responsibilities

  • Participates in mapping and updating information on emergency and protection services in Tikrit
  • Disseminate information of available services to the communities we are working with through facilitation of information sharing sessions and distributing communication materials
  • Follow the protection standard operating procedures to assess vulnerable families and needs for cash for protection eligibility
  • Apply interagency referral system to refer protection cases to specialised protection agencies and keep up-to-date tracking systems
  • Support the Protection Officer on (on-going) protection risks assessments, identifying risks, mitigation measures and action plans against the programme activities
  • Contribute to rapid gender and context analysis in the assigned areas of intervention
  • Monitors protection issues affecting IDPs, returnees and host population in areas of operation and provide updates to the protection Officer
  • Conducts surveys, focus group Discussions (FDGs), and awareness raising sessions on protection issues with partners and community structures.
  • Facilitate consolation sessions with community groups on recreational activities
  • Co-ordinates community consultations and orientation sessions about IDP rights, entitlements, registration, basic and specialist services in the districts
  • Works with partners to conduct community-based orientation sessions – working with counterpart in partner organisation where possible
  • Organises and facilitates community dialogues and platforms on advocacy so that affected communities have a voice and can express their needs and challenges to the duty bearers
  • Facilitates community consultancy groups to ensure participation in feedback on Oxfam programming
  • Participates in training, capacity-building, and technical support to ensure Oxfam approach to protection, safe-programming and safeguarding is implemented effectively and in line with key standards and principles
  • Prepares written protection updates for Oxfam situation reports
  • Coordinates activities Oxfam sectorial teams and other consortium partners to ensure integration/mainstreaming of safe-programming activities throughout the project cycle
  • Provides written feedback about protection incidents, issues and aid-related community-conflicts
  • Ensures gender sensitive approach is taken to programming and integrated into protection assessments and activities.

Qualifications & Preferred Skills
Skills, Experience and Knowledge
Essential
  • At least 1 years’ experience in Humanitarian Protection field, working with UN or International Agencies
  • Previous experience with Community Committees and Advocacy tools.
  • Relevant university degree
  • English and Arabic language abilities
  • IT skills
Desirable
  • Prior experienced in community-based protection, conflict management and advocacy.
