Job Title: Project Officer
Organization: Dorcas Aid International
Sector: Climate Change (Agriculture)
Location: Duhok, with possible travel to Sinjar District, Iraq
Start Date: 1st March 2025 
Contract Period: 10 Months

Context

Dorcas has been active in Iraq since 2014, providing humanitarian and development support to vulnerable populations impacted by conflict and displacement. Their initiatives focus on humanitarian aid, livelihood creation, and empowering local communities through sustainable development, with key sectors including livelihood, WASH, protection programs, and psychosocial assistance. Recently, Dorcas expanded efforts into climate change adaptation in Iraq.

Key Responsibilities

Project Implementation & Coordination:

  1. Support the planning, implementation, and monitoring of project activities in line with the project work plan.
  2. Ensure effective coordination with partners, local authorities, and stakeholders.
  • Organize and facilitate training, meetings, and field visits.

 

Monitoring and Reporting:

  1. Assist in data collection, assessments, and progress tracking based on project indicators in close coordination with MEAL.
  1. Conduct market studies and beneficiary capacity assessments related to climate and agricultural livelihoods in the project location.
  • Contribute regular reports, case studies, and success stories.
  1. Ensure documentation of activities, lessons learned, and best practices.

 

Stakeholder Engagement & Community Mobilization:

  1. Build strong relationships with local communities, cooperatives, and other key stakeholders.
  2. Facilitate community engagement sessions to raise awareness about project activities.
  • Work closely with government bodies, NGOs, and private sector actors for effective collaboration.
  1. Represent Dorcas to local authorities, local partners, and other humanitarian actors as necessary, as directed by the Program Manager.
  2. Reflect Dorcas' values with team members, local staff, beneficiaries, and external stakeholders.

 

Administrative & Financial Responsibilities:

  1. Support procurement and logistics for project activities.
  2. Ensure compliance with donor and organizational guidelines.

 

Technical support:

  • Support the Program Manager and serve as a technical officer for selected projects.
  • Provide technical expertise in program/project planning, implementation, operations, performance monitoring, and capacity development in agricultural knowledge, specifically:
    • Trees/Crop planting
    • Forestry
    • Waterboxx technology
  • Prepare and submit daily, weekly, monthly, and quarterly reports to the Program Manager.
  • Assist with data collection, analyzing and interpretation under the guidance of the MEAL team when required.
Qualifications & Preferred Skills

Qualifications

  • Education: Bachelor's in agriculture science / Agricultural engineering.
  • Experience: Minimum of 3 years of relevant experience, particularly with NGOs in similar fields.
  • Skills:
    • Strong report writing skills.
    • Excellent communication abilities with diverse groups, including beneficiaries and community leaders.
    • Problem-solving ability to address challenges during project implementation.
    • Cultural sensitivity and respect for local norms and traditions.
    • Flexibility to work in challenging conditions, including remote locations.
    • Ability to travel and work in different settings as required.
    • Strong leadership qualities.
    • Proficiency in document collection and archiving.
    • Excellent verbal and written communication.
    • Excellent understanding of ethical data collection and confidentiality standards.
    • Computer literacy in Excel, Word, and proficiency with mobile data collection tools (e.g., Kobo Toolbox).

Languages

  • Fluency in Kurdish (Badini), Arabic, and English.

Physical Demands

This role may involve extended hours and travel to remote areas, including staying at the Sinjar office, walking long distances, or working in challenging environmental conditions
