Description

Organizational Setting:
The Iraqi Ashor Foundation for Relief and Development was registered in the Department of Non-Governmental Organizations after the institution’s cadre was a volunteer team, and its registration came as a result of the urgent societal need of the society of the western governorates (Nineveh, Salah al-Din, Anbar, Dyala) due to the circumstances it went through and the difficulties it faced through the exposure of these The governorates have witnessed many security incidents, wars and conflicts, which resulted in displacement and mass migration from many cities in those governorates, due to the occupation of their lands by terrorist groups, and the resulting problems generated many economic hardships and social problems.
Most of them were classified as marginalized and weak groups and were unable to obtain their rights Constitutional and legal, in addition to the deteriorating economic situation of it, and from these circumstances, the Foundation emerged in the areas of displacement to work to provide aid and aid to the displaced, and then the Foundation moved to direct work in the rehabilitation of cities after their liberation after 2014.
Project Background and Context :
The project, titled TAZEEZ ,) )تعزيز aims to prevent violent extremism (PVE) in Iraq by addressing factors such as economic marginalization, youth vulnerability, and weak social cohesion. The project is being implemented by the Ashor Iraqi Foundation for Relief and Development (ARD) and in Babil.
Babil Governorate, particularly the northern regions of Al-Musayyib and Jurf Al-Sakhar districts, has been affected by extremist activities, which has led to displacement and negative stereotypes towards residents of that area. The southern part of Babil is experiencing water scarcity and drought .
Project Objectives :

The project has three core outcomes: fostering knowledge sharing on violent extremism and PVE, increasing the technical skills of local Civil Society Organizations (CSOs), and increasing access to market-oriented skills and livelihood opportunities for at-risk youth and women.

The project also aims to strengthen community acceptance towards co-existence, especially among host and returnee populations, by supporting youth spaces and empowering youth leaders .

Role of the Project Coordinator :

The project coordinator will be responsible for overseeing project activities in Babil.

The project coordinator will work to achieve the project's three core outcomes in the Babil governorate.

The coordinator must coordinate with local authorities, CSOs, and other stakeholders to ensure the project's success.

The coordinator should understand the local context, including the challenges posed by extremism and climate change .
The project coordinator will likely be involved in all project activities including :

Research: Coordinating with local institutions to identify research topics and disseminate findings

Capacity building: Mapping and identifying local CSOs for capacity development, assessing their needs, and delivering training .

Livelihoods: Conducting market assessments, developing selection criteria for beneficiaries, and delivering business and vocational training.

Community Cohesion: Identifying and supporting youth spaces and training youth leaders .

Key Responsibilities :
Coordination and Communication :

Act as the primary point of contact for the project in Babil.

Maintain regular communication with ARD and other stakeholders.

Coordinate project activities, ensuring alignment with project goals.

Facilitate communication and collaboration among project teams.
Project Implementation :

Oversee the implementation of project activities in Babil .

Ensure that activities are carried out according to the project plan and timeline .

Monitor progress and identify any issues or delays.

Work with local partners to implement the project at the local level .
Stakeholder Engagement :

Build and maintain relationships with local authorities, CSOs, community leaders, and other relevant stakeholders .

Engage stakeholders in project planning and implementation.

Ensure the project is responsive to local needs and priorities .
Technical Expertise :

Coordinate and implement research activities in collaboration with local authorities and institutions.

Ensure that needs-based training is delivered effectively to local CSOs in the

Assist in conducting local market assessments and support the implementation of livelihood training .

Support the establishment of youth spaces and the implementation of youth-led initiatives promoting peaceful coexistence.
Monitoring and Reporting:

Collect data on project activities and outcomes.

Prepare regular progress reports.

Participate in project monitoring and evaluation activities.
Conflict Sensitivity, Gender, and Diversity :

Ensure that all project activities are conflict sensitive.

Promote gender equality and diversity in all aspects of the project.

Qualifications & Preferred Skills

Qualifications and Skills :

The ToR should also specify the required qualifications and skills:

Bachelor's degree in a relevant field (e.g., social sciences, development, business).

Project management experience, preferably in a development or humanitarian context.

Strong understanding of the local context in Babil, Iraq.

Knowledge of violent extremism and PVE approaches.

Experience working with CSOs and community stakeholders.

Excellent communication, coordination, and interpersonal skills.

Fluency in Arabic and English, and other local languages preferred.
