Job Title: Program Coordinator

Reports to: Resident Senior Program Manager 

Duty Station: Basra, Iraq

The National Democratic Institute (NDI)–Iraq seeks a Program Coordinator (PC) to support a two-year program to enhance the voice and the participation of women activists in five Iraqi provinces. The PC will assist in the logistical preparation and/or  technical implementation of project’s events such as workshops and training. The PC will also provide support to local partners and stakeholders through the life of the project. The PC shall have a good understanding of provincial-level governance structures, local civil society organizations,  social structures and/or political organization groups. The PC will be based in Basra, Iraq, and will report to the Resident Senior Program Manager. Arabic fluency and intermediate English language proficiency are required. Travel to provinces outside Basra is expected, when permitted by security. This position is based in Basra and the starting date will be as soon as possible.

Primary Responsibilities

The responsibilities of this position include, but are not limited to the following:

  • Serve as an NDI’s liaison with program beneficiaries, women and political party activists, provincial government officials, and other stakeholders;
  • Monitor activities of program’s beneficiaries and provincial councils in the targeted provinces;
  • Contribute to NDI’s supported constituency outreach efforts in the defined province/region;
  • Attend regular training and meetings coordinated by NDI. 
  • Organize and coordinate program activities, such as training, meetings, and consulting sessions with local partners and stakeholders, upon coordination with resident program manager and program manager. 
  • Provide regular program’s progress reports to NDI’s resident program manager detailing progress on work;
  • Submit a weekly report on provincial-level political and security developments in the defined province to NDI; 
  • Attend events relevant to NDI’s work in the province as requested by resident senior program manager;
  • Responsible for paying to meeting expenses as authorized by NDI’s resident program manager, which will be reimbursed to the Contractor in accordance with the terms of the Agreement;
  • Coordinate with NDI’s Operations and Finance teams for event planning and logistics, such as hall rental, hotel reservations, transportation, sign-in sheets, per diem, etc.  
  • Perform other duties as assigned by the direct supervisor even at non-traditional working hours when required.
Qualifications & Preferred Skills

Qualifications/Requirements: 

  • Five or more years of professional experience in similar role with international organizations, provincial governance institutions or civil society organizations;
  • Bachelor degree in field of social science (political science, law, public administration, etc);
  • Excellent knowledge of political processes and developments in Iraq, particularly provincial level developments in Basra and other southern provinces; 
  • Knowledge of provincial- and/or district-level governance structures highly desired;
  • Demonstrated experience in program management with a reputation for a strong work ethic, trustworthiness, effective time management skills, and problem solving;
  • Excellent verbal and written Arabic skills with intermediate English proficiency;
  • Excellent interpersonal and communications skills;
  • Knowledge of Google Apps (Gmail, Calendar, Google Drive, and etc), and PC-based word processing and spreadsheet applications;
  • Ability and willingness to travel throughout Iraq and the Kurdistan Region of Iraq, when security situation permitting;

The successful candidate will be offered a service contract with NDI, which is distinct from an employment contract.
