Expertise France is France’s public agency and interministerial actor in charge of international technical cooperation, the second-largest in Europe. As a subsidiary of Agence Française de Développement Group (AFD Group), it designs and implements projects that sustainably strengthen public policies in developing and emerging countries. Expertise France works in key areas of development: governance, security, climate change, health, education, and more. Alongside its partners, it contributes to achieving the Sustainable Development Goals (SDGs).
Context & Needs
The Agence française de Développement (AFD) has set up a dedicated financing instrument for peace and resilience in the Middle East, called the Minka Middle East Initiative. This instrument finances projects aiming at increasing living conditions and access to essential services of crisis-affected population. These projects should also contribute to building trust between State and society and reduce tensions between communities.
In Mosul, AFD aims at launching activities in the newly rehabilitated MRCC established within and under the leadership of the University of Mosul. This project proposal received strong support from the Iraqi authorities and stakeholders in agreement with AFD.
AFD expressed interest to participate in the final investments required to upgrade the current medical equipment and ensure the proper functioning of this site. With the financing of the acquisition, maintenance and/or repair of medical equipment and infrastructure. Including medical equipment provision, major renovations as well as mechanical, electrical and plumbing engineering to ensure the proper functioning of the material and equipment. The project will also support the reinforcement of the MRCC management strategy, as well as training of medical, paramedical, and administrative personnel. All done in environmentally friendly approaches.
The overall objective of the project is Contributing to improve the quality of care and the accessibility for the population of the Ninive governorate through enhancing the oncology health system.
It breaks down into three specific objectives:
Enhancing the quality of Laboratory's medical analyses by optimizing the performance and maintenance of medical devices.
Preventing incidents related to biological, chemical, and physical risks by implementing standardized waste management practices.
Strengthen the quality of care provided by the MRCC through a process of improving research, skills and capabilities of healthcare professionals and the organisation of services aimed at international standards.
EF is recruiting a Procurement Officer. He/She will work under the hierarchical responsibility of the “Chief of project” based in Erbil, and in close coordination with the Procurement, Financial & Administration Officers of Expertise France Office in Erbil. As well as the Expertise France Project Manager in Paris
Overall purpose of the role
Procurement Officer will be supporting the operations by giving Procurement and administrative support in effective and efficient control. He/she will manage the end-to-end procurement process, from preparing tender documents and evaluating bids to negotiating, drafting, and administering contracts. They ensure legal compliance, mitigate company risk, and optimize costs by fostering supplier relationships and upholding procurement standards, in compliance with Expertise France (EF) and Agence française de Développement (AFD) requirements.
Procurement
Tendering Process: Prepare, issue, and evaluate tender dossiers, Requests for Proposals (RFPs), and Requests for Quotations (RFQs).
Contract Management: Draft, review, negotiate, and execute contracts while ensuring compliance with policies, regulations, and legal standards of EF. Track contract and ensure proper closure procedure is in place.
Procurement Strategy: Develop strategies for sourcing, purchasing goods/services, and managing supplier relationships. The most important task will be identifying suppliers per category of procurement.
Risk Mitigation: Identify potential risks, ensure compliance with legislation, and manage contract disputes.
Administration
Administration: Maintain detailed documentation, records, and files for all tenders and contracts.
Evaluation & Negotiation: Lead technical evaluations, analyze bids, and negotiate terms with suppliers to achieve best value.
Establish good working relationships with staff of government and other agencies to facilitate administrative processes.
Report on illegal activities through proper channels and procedure in a timely manner.
Monitor national administrative rules and regulations pertaining to the activities of EF and regularly update the line manager
Education level
Education: Bachelor’s degree in business administration, Supply Chain Management, engineering, or a related field.
Experience: Previous experience in procurement, contract administration, or tender management.
Skills: Strong understanding of contract law, negotiation skills, attention to detail, and proficiency in MS Office/procurement software.
Compliance Knowledge: Familiarity with public or private procurement regulations, especially EU regulations.
Qualifications
At least 3 years of previous experience in a similar position. Previous work experience for international agencies would be an asset.
Good working knowledge of logistic and procurement national and regional system in Iraq.
Computer literate with excellent working knowledge of Microsoft Excel, Word, Outlook, ERP, internet.
Desirable: knowledge of main donors’ procedures (EU, French MoFA/AFD, DFID, JICA, etc.).
Personal qualities
Good communication and reporting skills.
Strong relationship management skills and the ability to work effectively with finance, administration and programme staff
Proactive, results-oriented, and service-oriented
Strong working knowledge of Kurdish, Arabic and English (spoken and written). French would be an asset.
