Organizational Setting
Ashor Iraqi Foundation for Relief and Development was registered in the Department of Non- Governmental
Organizations after the institution’s cadre was a volunteer team, and its registration came as a result of the urgent
societal need of the society of the western governorates (Nineveh, Salah Al-Din, Anbar, Dyala and Basrah) due to the
circumstances it went through and the difficulties it faced through the exposure of these The governorates have
witnessed many security incidents, wars and conflicts, which resulted in displacement and mass migration from
many cities in those governorates, due to the occupation of their lands by terrorist groups, and the resulting
problems generated many economic hardships and social problems.
Most of them were classified as marginalized and weak groups and were unable to obtain their rights
Constitutional and legal, in addition to the deteriorating economic situation of it, and from these circumstances,
the Foundation emerged in the areas of displacement to work to provide aid and aid to the displaced, and then
the Foundation moved to direct work in the rehabilitation of cities after their liberation after 2014.
Position Summary & Reporting Lines:
The Portfolio Manager: Climate Security and Water Resource Management will lead Ashor’s portfolio of climaterelated
projects and programs, ensuring effective design, implementation, monitoring, and coordination of
interventions focused on environmental resilience, sustainable water management, and climate adaptation.
Under the supervision of the Head of Programs, the Portfolio Manager will provide technical leadership and
strategic guidance to ensure that Ashor’s climate and water resource initiatives align with national environmental
strategies, donor priorities, and community needs.
Main Responsibilities & Duties:
Strategic and Technical Leadership
• Lead the development and management of Ashor’s climate change and water resource management
portfolio.
• Contribute to the organization’s strategic planning by identifying emerging climate priorities and funding
opportunities.
• Provide technical input in proposal development, concept notes, and partnership strategies related to
environmental sustainability, resilience, and resource management.
• Ensure alignment of program objectives with international frameworks (e.g., SDGs, Paris Agreement, and
Iraq’s National Adaptation Plan).
Project Management and Implementation
• Oversee project implementation to ensure timely delivery, quality, and compliance with donor and
Ashor standards.
• Develop and monitor detailed implementation plans (DIPs), budgets, and progress reports.
• Supervise and support project teams, consultants, and field staff working on climate and water-related
interventions.
• Facilitate the integration of climate-smart and water-efficient practices across Ashor’s livelihoods,
peacebuilding, and governance projects.
Partnerships, Coordination, and Representation
• Liaise with government bodies (e.g., Ministry of Environment, Ministry of Water Resources), donors, and
local authorities.
• Represent Ashor in coordination forums, technical working groups, and stakeholder consultations
related to climate resilience and resource management.

• Build partnerships with local and international institutions for research, policy advocacy, and innovation
in climate action.
Monitoring, Evaluation, and Knowledge Management
• Collaborate with the MEAL Unit to design and apply performance indicators and impact measurement
tools for climate and environmental programs.
• Promote learning, documentation, and dissemination of best practices, case studies, and success stories.
• Contribute to internal and external reporting, donor communication, and visibility materials.
Capacity Building and Team Support
• Provide training, mentoring, and technical backstopping to field teams and partner organizations.
• Support the development of internal knowledge materials, technical guidelines, and training modules.
• Strengthen institutional capacity on environmental mainstreaming and climate-sensitive project design.

Qualifications & Preferred Skills

Iraqi National
❖ Fluent Arabic and English (Kurdish would be considered an advantage).
❖ Advanced university degree (Master’s preferred) in Environmental Science, Climate Change, Water
Resource Management, Natural Resource Management, or related fields.
❖ Minimum 5–7 years of progressively responsible experience in climate change adaptation, environmental
management, or water resource governance, preferably in the humanitarian or development sector.
❖ Proven experience in managing multi-sectoral programs, including proposal development, donor reporting,
and coordination with government and community stakeholders.
❖ Strong knowledge of climate resilience, ecosystem-based adaptation, water governance, and sustainable
agriculture approaches.
❖ Familiarity with climate finance mechanisms, environmental policies, and national adaptation strategies in
Iraq or the MENA region.
