- The project
The “Disaster Risk Management for KRI” project, launched in November 2024 for an 18-month duration with a budget of 1.54 million EUR, aims to enhance the Kurdistan Region of Iraq's disaster response capabilities. Focusing on reducing deaths, injuries, and economic losses caused by disasters—especially water-related events and urban fires—the project will support key civil defense and emergency management institutions in KRI.
Key activities include providing specialized equipment for water rescue and urban fire training, strengthening operational capabilities through targeted training programs, and improving psychosocial support services for vulnerable groups affected by disasters. Additionally, the project will improve flood risk management through enhanced contingency planning and awareness campaigns. By focusing on both preparedness and response, the project seeks to build a more resilient KRI that is better equipped to handle future disasters.
General objective
The goal is to visually document the training sessions and final outcomes of the project through professional photography and videography. The photographer/videographer will:
- Attend and document on day for each of the 12 training sessions across Erbil (6), Duhok (3), and Sulaymaniyah (3) from September 2025 to March 2026.
- Capture at least 20 high-quality photos and 2 short videos (1 minute each) at the end of each training session.
- After the completion of the project in March 2026, produce a final multimedia presentation summarizing the project’s activities and impacts for the closing ceremony.
Description of the tasks to be assigned
The photographer will be responsible for taking and saving the photo and video. The sessions will be held in three locations: Erbil (6 sessions), Duhok (3 sessions), and Sulaymaniyah (3 sessions).
- The training sessions will take place over a period of 7 months.
- The schedule for each location will be as follows:
- Erbil: 6 sessions
- Duhok: 3 sessions
- Sulaymaniyah: 3 sessions
- Exact dates and times of training sessions will be provided closer to the start date.
Deliverables
- Per Training Session (12 total):
- 20 professionally edited, high-resolution photographs.
- 2 edited videos (approx. 1 minute each, horizontal format, HD or 4K resolution).
- Final Deliverable (April 2026):
- A comprehensive multimedia package including:
- A curated photo collection from all sessions.
- A highlight video (3–5 minutes) summarizing the project activities.

Specific provisions
Terms of payment:
- Payment terms will be agreed upon based on the final number of sessions and the photographerr rates. Payment will be made upon completion of the work, and after submission of an attendance sheet and approved by the program.
- The offer should be based on daily rate.
Required expert profile
- Proven experience in event photography and videography.
- Strong skills in photo and video editing (Adobe Creative Suite or equivalent).
- Ability to work independently and travel within KRI (Erbil, Duhok, Sulaymaniyah).
- Own professional equipment (camera, lenses, lighting, sound for video, editing tools).
- Understanding of development or humanitarian project documentation is a plus.
Line management: Under the supervision of Expertise France and with the support of the EF field coordinator based in Erbil, the Photographer/Videographer Expert reports to the Project Manager based in Paris.

Duration of the mission: National mission. From September 2025 to April 2026
