Job Description: Monitoring & Evaluation Officer
Reports to: Country Representative
Location: Iraq (based in Erbil, with frequent travel to Duhok and project sites)
Contract type: Fixed-Term Contract
Position Summary: The M&E Officer will design, implement, and oversee monitoring and evaluation activities for U.S. Department of State-funded projects. This role ensures compliance with donor requirements and enhances project outcomes. The M&E Officer will build staff capacity for effective M&E, facilitate data collection and analysis, and support the drafting of internal and external reports. M&E activities will focus on livelihoods, training programs, and shelter and public facility upgrades benefiting refugees and IDPs in the Kurdistan Region of Iraq.
Preferred Qualifications:
- Education: Bachelor’s degree in a quantitative discipline (e.g., Social Science, Economics, Public Policy, or related field).
- Experience: Minimum of 5 years of experience in M&E for NGOs, with at least 2 years working on U.S. Government (USG) funded projects.
- Technical Skills:
- Demonstrated expertise in designing M&E systems, data collection tools, and evaluation methodologies (both qualitative and quantitative).
- Strong proficiency in data analysis (e.g., using Excel, SPSS, or other relevant software) and report writing.
- Experience with M&E software and tools for data management and reporting (e.g., KoboToolbox, CommCare, or similar platforms).
- Strong capacity building skills, with experience designing and delivering training for staff of varied backgrounds in M&E processes and tools.
- Soft Skills:
- Strong analytical and problem solving skills, with the ability to synthesise complex data into clear and actionable insights.
- Excellent organisational and project management abilities.
- Strong communication and interpersonal skills, including the ability to work effectively in a cross-cultural and diverse environment.
- A collaborative team player who is self-motivated, flexible, and able to work independently.
- Sensitivity to gender, diversity, and inclusivity issues, particularly in the context of refugees, IDPs, and persons living with disabilities.
- Proven integrity, professionalism, and commitment to ethical behavior.
