Médecins Sans Frontières (MSF) is an international, humanitarian, non-governmental organisation providing assistance to people in need as a result of natural and man-made disasters, irrespective of race, religion, ideology or politics.

 

We are seeking to employ a candidate for the following position:

Logistics Manager

Main purpose of the job:

Planning, coordinating and monitoring all logistics related activities in the coordination and providing technical to Logistics team to monitoring all logistics activities related to fleet and motorized equipment management, both in the coordination and the Projects, according to MSF protocols and standards in order to ensure an optimal running condition.

 

Accountabilities:

  • Assisting the Logistics Coordinator in the definition and follow-up of logistics activities in the project or capital, in conjunction with other medical project managers in order to identify and give a response to the needs of the targeted population.
  • Ensuring and monitoring the implementation of logistics/technical activities in the project / capital including the following:
  • Logistics: (construction, transport of goods and staff, communications, water and sanitation, vehicles and engines, equipment/installation and infrastructures, communications, installation and maintenance of functional office space(s) and lodging facilities for international staff in adequate living conditions)
  • WHS: implementation of water, health and sanitation activities
  • Implementing all administrative related activities linked to logistics (orders, insurances, vehicle contracts, etc.).
  • Participating in the planning and implementation, together with the Logistics Coordinator, and the HR Coordinator, the HR associated processes (training, briefing/debriefing, evaluation, detection of potential, development and communication) of the logistics staff in the project / capital in order to ensure both the sizing and the amount of knowledge required to correctly perform all logistics activities.
  • Ensuring technical reference for all logistics/technical issues in the project and providing coaching to logistics staff under his/her responsibility. Ensuring all staff in the Project is properly briefed about use of communication tools.
  • Defining and monitoring technical aspects of the project risk reduction policy, transport, communication, protection, identification and preparation of the technical aspects of the project security policy and guidelines, evacuation plan and contingency plan, performing day-to day monitoring of the application of security rules and reporting to the Project Coordinator any problem that may arise. For this purpose, the Logistics Manager will have to create an appropriate environment to facilitate security exchange of information.
  • Participating in monthly reports according to guidelines

 

MSF-Swiss Context Specific Accountabilities of the position:

 

Under the supervision of the Logistics Coordinator, plan, carry out and monitor all logistics related activities in the Coordination (Erbil, Baghdad and Duhok) and providing support to medical assistance activities, according to MSF protocols and standards in order to ensure an optimal running of the operational activities:

  • Ensure the proper functioning and predict breakdowns/degradation of MSF equipment assigned under technical supervision:
  • Management of the entire fleet of the mission
  • Ensures that all maintenance of vehicles, and generators, according to the logbook, the service plan to MSF standard.
  • Assume the follow-up of tools and maintenance equipment and renew when necessary.
  • In collaboration with LogCo to ensure all safety procedures are followed and implemented, respected at the coordination level: passive measures, safety & security memo, movement rules & procedures etc.…
  • Ensure the supervision and monitoring of all cold chain, fleet maintenance, construction, and energy activities.
  • Ensure that fleet maintenance procedures that include planning and supervision of timely preventive and curative maintenance of all Mission vehicles are in line with MSF standards and validated SOPs.
  • Follow up with supervising drivers on good driving habits and standard daily and weekly checkup.
  • Ensure that the weekly fuel of vehicles and generators is in accordance with the fuel management system in place.
  • Ensure the management (orders and use) of consumables (lubricators and miscellaneous) for which the mission maintenance workshop is responsible for monitoring and reporting according to the qualities of the products delivered.
  • Develop a support/field visit schedule for him/her and his/her team in collaboration with the Logistics Coordinators for capacity building, prevention or resolution of technical problems observed.
  • Implement a waste management system (oils, batteries, plastics, paper/tissues, rubbers, parts, etc.) in an environmentally friendly manner in all Mission in order to guarantee an eco-responsible workshop and working environment.

Qualifications & Preferred Skills

Specific requirements for the role:

 

Education:

-     Essential for Education: Bachelor’s degree logistics management, business management, engineering, and/or technical diploma or technical university degree, preferably as an engineer

Experience:

-     Essential: at least two years of working experience as a logistics manager or Fleet Manager with MSF or other NGOs

-     Working experience on Fleet Management will be an asset

Languages:

-     Essential English B2 minimum; Fluency in Arabic and Kurdish.

Knowledge:

-     Computer proficiency (Word, Excel, and internet)
