Mercy Corps has worked across Iraq’s 18 governorates since 2003, implementing relief and development programming, more than a third of which has focused on the specific needs of refugees and displaced persons. Mercy Corps Iraq current goal is to work with new and existing civil society, public and private sector partners to meet immediate and long-term needs by strengthening communities’ ability to rebuild amidst increasing crisis. Mercy Corps Iraq focuses on (1) a relief-to-resilience pathway to meet the needs of conflict-affected communities leveraging agency expertise in conflict management and civil society development (2) a humanitarian response that empowers conflict-affected populations to meet their own

needs (3) partnering with conflict-affected adolescents to address their diverse needs, promoting leadership and linkages with civil society.

 

GENERAL POSITION SUMMARY:

HR Associate provides oversight to the management of human resources for Mercy Corps programming in Central, south and north Offices. Assist in the achievement of MC program objectives with the facilitation of recruitment, retention, remuneration and staff development issues in the Human Resource Development.

 

Qualifications & Preferred Skills

ESSENTIAL JOB FUNCTIONS:

 

  • Assist in recruitment processes, including CV logging, shortlisting, interview scheduling, preparing interview notes and scoring sheets, reference checks, and offer letter preparation for Iraq offices.
  • Participate in interviews for new staff to ensure adherence to Mercy Corps' Recruiting Policies and Procedures.
  • Prepare and manage HR documents for new hires, including contracts, orientation scheduling, and coordination.
  • Ensure all new staff receive copies of the National Staff Policy Handbook and are informed of their benefits.
  • Maintain and ensure proper storage of all personnel and job-related documents, including CVs, valid contracts, PAFs, timesheets, employee data sheets, disciplinary papers, and performance evaluations.
  • Oversee the monthly collection, review, and compilation of timesheets into payroll; train new staff on timesheet procedures.
  • Maintain up-to-date staffing lists by program and department and share regularly with the offices.
  • Maintain a tracking system for all types of leave for employees and share it monthly with the Erbil office HR.
  • Ensure the archiving of documents in both hard and soft copies.
  • Upload payroll documents to the archiving system and HCM monthly.
  • Ensure that employee performance evaluations are completed as scheduled.
  • Oversee the clearance process for terminated employees according to MC policies and procedures.
  • Ensure that salaries and benefits adhere to Mercy Corps salary scales and protocols.
  • Maintain confidentiality of all personnel issues, including disciplinary procedures and contracts/pay rates.
  • Build a strong understanding of the MC Field Administration Manuals, HR Iraq Employee Handbook, and financial procedures.
  • Ensure the smooth running of office functions, including hosting guests, receptionist duties, and general liaison with outside agencies.
  • Maintain administrative notice boards, keeping them updated, clean, and neat in appearance.
  • Prepare ID cards for all staff, ensuring they are worn during official business or on MC property.
  • Update the staff contact list periodically and share it with the entire staff.
  • Assist in workshop, training, and meeting preparation, including material preparation and supplies purchase.
  • Provide translation services for documentation as required by operations or program staff.
  • Conduct oneself professionally and personally in a manner that brings credit to Mercy Corps and does not jeopardize its humanitarian mission.
  • Assist national staff in adhering to MC administrative, HR, and logistics procedures and policies.
  • Perform other duties as assigned to support the smooth, uninterrupted implementation of all MC programs.

KNOWLEDGE AND EXPERIENCE:

 

  • A minimum of 2 years’ experience in administration and/or HR and a relevant university degre
  • Experience in working with non-governmental sector.
  • Demonstrated attention to detail, ability to follow procedures, meet deadlines and work independently and cooperatively with team members and a proven ability to solve problems independently without direct supervision.
  • Must have strong organizational skills and demonstrated experience in detailed scheduling and multi- tasking.
  • Excellent negotiation, representation, skills, and the ability to work comfortably with an ethnically diverse staff.
  • Sound computer skills (MS Word, MS Excel, MS Access) and knowledge of and experience in inventory, human resource, procurement procedures, etc.
  • Fluency in English is essential.
