Position: Grants and MEAL Officer

Work place:  Erbil with travel requirement

Duration:   Fixed term contract until 31 December 2024, full time, with possible extension.

Status:   National position.

Salary range: the salary for this position will be 1575USD under the category D07 of TGH salary scale

General Objective

Under the direct supervision of the Country Director, Grants and MEAL Officer will be responsible for supporting proposal development and programme design and all monitoring, data collection/reports, assessments, feedback and Complaints mechanism, evaluation, related activities of TGH projects. The Grants and MEAL Officer will lead in a wide range of data collection activities at the field level, aimed at proposal writing and tracking the progress and performance of TGH interventions including new area assessments (e.g. need analysis, satisfaction survey, focus group discussions). The Grants and MEAL Officer will be responsible for designing and implementing MEAL plans in close coordination with Country Director and Program Managers. S/he will be responsible for establishing and overseeing the functional MEALand Program archiving system of the TGH Iraq Mission. S/he will ensure the quality of all programs and processes in compliance with TGH procedures, donors’ regulations, government laws, and regulations.

 

Responsibilities­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­­

Responsibility 1: Monitoring and Evaluation, Accountability and Learning (MEAL)

 

Task 1- Design, review and follow up on the implementation of the project’s monitoring and evaluation plans.

Task 2– Track the performance of the project’s activities and outputs against expected results and provide evaluation data to the Project Managers to ensure the projects are progressing towards the intended outcomes.

Task 3- Collect and manage the project data from all relevant stakeholders.

Task 4- Ensure utilization of standard data management systems and tools through review and capacity building of project staff.

Task 5– Conduct data quality reviews and share findings highlighting key concerns for correction and improvement. This will include daily, weekly, and monthly reports.

Task 6- Contribute to internal and external evaluations of ongoing and ended projects as needed.

Task 7- In collaboration with Project Managers and the technical support team develop, maintain, and communicate projects’ performance and quality tracking systems to facilitate timely planning.

Task 8– Creation/improvement of data management tools according to the needs identified by the team or at the request of the Project Managers.

Task 9- Perform data collection through field visits and interviews of beneficiaries/stakeholders and communities through HH survey, focus group discussions (FGDs), key informants’ interview (KII) under the supervision of Country Director

Task 10- Coordinate and conduct accountability and satisfaction survey assessment and ensure affected beneficiaries’ concerns are incorporated in the project design, and implementation.

Task 11- With Project Managers, lead lessons learning discussions and project reviews including supporting the projects’ teams in filtering key lessons observed during implementation for learning to improve program design or implementation strategies.

Task 12– Analyse the impact of projects and promote learning by documentation of best practices. Use this information to support decision-making processes.

Task 13– Under the supervision of Country Director, set up, monitor, and improve feedback mechanisms and establish and manage the Complaint and Feedback Mechanism which facilitate beneficiaries/communities to register complaints and share feedback.

Task 14– Assist the project in carrying out a preliminary first inquiry report in case of the serious nature of complaints filed by beneficiaries/communities.

Task 15– Establish, manage, and strengthen Accountability to Beneficiaries including the capacity building

of partner organizations on this theme.

Task 16- With the LOG Department and Country Director’s assistance, ensure that Pamphlets, Posters and Suggestion boxes are distributed and maintained across TGH intervention areas.

Responsibility 2: Reporting and Proposal Writing

Task 1- Assist the Country Director and the Projects managers to prepare regular project reports for internal uses, donors and partners as required (periodic, mid-term or, final reports);

Task 2- Assist in preparing concept notes and grant proposals and assist in fundraising;

Task 3- Contribute to the regular SitReps (design, data, writing up);

Task 4- Collect data from field teams and conduct data check. She/he collaborates to the creation of databases following the needs;

Task 5- Work closely with the Project managers on activity reports, indicators follow up, update of databases

Actively participate in creating new monitoring, reporting and communication tools

Task 6- Participate in weekly/biweekly/monthly internal coordination meetings.

communicate regularly with her/his direct line manager, and discuss with her/his technical and implementation issues;

Task 7– Leads on the timely compilation, analysis, synthesis, and quality internal and external MEAL reporting as per organization and donor requirements

Task 8- Support project teams and partner organizations in the documentation of success stories and lessons learned

Task 9- Assist Project Managers to archive Program documents according to TGH Rules and procedures, electronically and in folders (Soft copies and hard copies). Ensuring that all documents are duly completed before they are archived.

Task 10- ensure developing and updating activities table and mapping

 

Responsibility 3: Capacity building

Task 1– Identify capacity needs in data collection, reporting and data management systems for the projects and partners’ staff members and strengthen their capacity to deliver quality services

Task 2- Train project and partners staff on the project design to ensure reporting data needs and required commitments for quality and timely reporting.

Task 3- Review partners’ monitoring and data management systems to ensure accurate periodic reporting, and raise any concerns in advance with project managers to be resolved in coaching sessions.

Task 4- In collaboration with Project Managers and partnership officers, conduct support supervision for project teams and partners in regard to data collection, management, reporting, and learning.

Task 5- Organize FCM sessions for all new staff as well as two refresher sessions per year including community-level FCM awareness sessions.

Responsibility 4: Communication

Task 1- Support to mission and HQ communication departments providing photos, success stories and news feeds (Website, Facebook, and Twitter).

 

 

Responsibility 5: Participate in the development of new projects:

Task 1- Prepare, monitor, and provide an evaluation of needs assessment for any possible/future TGH projects when requested

Must have:

  • University level degree, preferably a Master degree in information management, IT, social science or relevant discipline
  • Experience in grants management and knowledge of procedures of main donor agencies: ECHO, European Union, AFD, GIZ, CDCS, UN Agencies or others.
  • At least 3 years of working experience in MEAL and data management in the humanitarian sector ideally with INGOs.
  • Experience in data collection, analysis and presenting quantitative and qualitative data and reports.
  • Strong communication skills in written and spoken English, Arabic, and Kurdish
  • Strong data analysis, analytical reports and report-writing skills
  • Evidence-based monitoring and evaluation frameworks programs, with emphasis on participatory and partnership-based MEAL approaches
  • Solid understanding of the project cycle management, other MEAL tools
  • Experience in the management of various capacity-building/skills transfer of project and partner staff.
  • Proven ability to work effectively with others – including in multicultural teams – and strong interpersonal skills
  • Proven knowledge of computerized systems; Kobo, Google data studio/POWER BI, high degree of computer literacy and word processing and spreadsheet/Excel skills. Strong knowledge of ICT applications & mobile applications
  • Strong interpersonal and self-awareness skills
  • Ability and willingness to undertake extensive travel in the country.
  • Demonstrable understanding and experience of gender equity issues and their relevance to humanitarian response work
