Job Purpose

The Ethics and Compliance Coordinator has as a main goal to support the country programme to compile to internal and relevant external policies, risk mitigations and procedures.

It is key to ensure that organisation resources are managed in an efficient way and this role will be advising the senior management on the design and implementation of risk management and internal control procedures to ensure it.

This role will interpret and follow up the application of organisational policies and procedures in varying functions within the organisation. If problems arise, this role will develop solutions taking into the diversity and complexity of the problems. The impact of this role is significant within the support and finance units and could also have some impact Oxfam-wide. It is a key role to contribute to and influence operational planning, ways of working and behaviours. The Ethics & Compliance Coordinator will serve as the Oxfam Iraq focal point for ensuring compliance with Oxfam Code of Conduct and policies and procedures. He/she will examine, review, and analyze records, reports, financial information and management practices to ensure compliance with laws, regulations and Oxfam policies and procedures and will investigate potential violations of the Code of Conduct with an emphasis on fraud, corruption, bribery, and safeguarding.  The Ethics & Compliance Coordinator will assist the country management team in developing, implementing and monitoring effective financial and operational controls over activities and offices to mitigate risk.

It is a requirement in the UK for a new DBS check at enhanced level for every new member of staff who works directly with, or has regular contact with, children or vulnerable adults in the UK (consistent with DBS guidance and relevant law). 

Key Responsibilities

1. Internal audit and compliance checks, to guarantee a proper follow up of the policies, procedures and systems in place
  • Verify and prepare audit closure status and progress report for the management and CMT review, collect and arrange audit closure exhibits and submit the reviewed audit closure status/progress reports.
  • Monitor implementation of action/corrective action plans relative to both internal and external audits
  • In coordination with relevant teams, perform periodic internal control reviews of in-country financial, procurement, human resource, and logistics procedures in both the main country office and field offices. In coordination with program and monitoring and evaluation staff, conduct field reviews of program activities to ensure that adequate controls are in place and are functioning properly. Communicate findings and work with the relevant departments to correct weaknesses and improve controls as needed.
  • Conduct spot checks on the cash distributions time to time and report on any deviations and recommendations.
  • Perform other audit-related duties as determined and assigned by the Country Director.
2. Local Investigator.
  • Perform internal investigations related to compliances and fraud risks & submit the report to the CD, working closely with the MENA Counter Fraud Manager.
  • Deliver Oxfam’s training packages to counter fraud and corruption across the country & Partners.
  • Plan, execute and evaluate investigative work in accordance with Oxfam standards and within relevant legislation;
  • Advise Oxfam managers and staff on the reduction of fraud, corruption and dishonest loss including fraud, theft, bribery, nepotism, money-laundering, aid diversion and terrorist financing/support;
  • Perform other counter misconduct and compliance related duties as determined and assigned by the Country Director.
3. Mapping Risk, Conduct Threat & Vulnerability assessment, Prepare Action Plan and Document How Risk Assessments are Conducted.
  • In coordination with the country management team and program managers, maintain the country programme Risk Register to identify key risks and document strategies to mitigate these risks. Manage the quarterly update process and ensure communication of action plans.
  • Identify and rate the risk of threat (High, Medium, Low) for Oxfam in collaboration with the country management team and program managers.
  • Risk assessment, which involves analysing risks as well as identifying, describing and estimating the risks affecting the Oxfam
  • Advise the Management to establishing and quantifying the organisation's 'risk appetite', i.e. the level of risk they are prepared to accept;
  • Providing support, education and training to staff to build risk awareness within the organisation.
  • Establish a corrective action plan to address gaps or vulnerabilities found in Oxfam and or partner’s programs.
  • Advise the Organisation on any potential risks to the reputation, regulatory and operational, or relating to corporate governance. or existence o oxfam.
  • Work closely with the Oxfam CMT to provide advice and guidance on operational, financial risk and process decisions; ensure ongoing operational & Financial risk taking activities remain consistent with Oxfam program parameters and all policies and procedures.

Qualifications & Preferred Skills

 

  • Relevant qualification at bachelor’s level or equivalent experience with at least 5 years’ experience in a similar role or in audit / finance senior position.

  • Degree in Law or Finance/Audit is an Advantage,

  • knowledge and experience of conducting investigation is desirable.

  • Extensive knowledge and experience with compliance in Humanitarian field, and good knowledge of internal control programmes, risks management and processes

  • Strong interpersonal skills with the ability to influence individuals at all levels of the organisation to work in accordance with company values. Should be able to communicate at a senior level.

  • High degree of self-reliance, accountability and integrity.

  • Ability to work effectively and sensitively in a highly matrixed organisation

  • Superior listening skills, analytical ability to diagnose problems, resolve conflict and develop practical solutions

  • Strong written and verbal communication skills in English and Arabic is must and Kurdish is an advantage.
