1. Position Purpose
The E&S Officer – Sinjar contributes to the effective implementation of the NABNI project under KOHRW’s leadership as Lead Partner. The position supports delivery of infrastructure rehabilitation, governance strengthening, environmental and social safeguards, peacebuilding activities, institutional accountability, and security risk monitoring. The role ensures compliance with donor contractual obligations, approved workplans, safeguarding standards, KOHRW internal policies, and security protocols applicable to project locations.
2. Key Responsibilities
• Ensure implementation of assigned tasks according to approved workplans and timelines.
• Maintain compliance with NABNI donor requirements and internal procedures.
• Support accurate documentation, reporting, and record keeping.
• Coordinate effectively with internal departments and consortium partners (AOO & PFO).
• Monitor progress against assigned outputs and performance indicators.
• Identify risks or delays and report them to the direct supervisor.
• Participate in planning, coordination, and review meetings.
Environmental & Social Responsibilities
• Monitor compliance with Environmental & Social (E&S) standards across infrastructure sites.
• Conduct site-level E&S screening prior to activity implementation.
• Ensure mitigation measures identified in risk assessments are implemented and documented.
• Monitor contractor adherence to environmental, safety, and safeguarding standards.
• Report any E&S non-compliance immediately to management.
Security Assessment & Inception Phase Responsibilities
• Contribute to the three-month inception phase by supporting the establishment of a secure and well-coordinated operational foundation for the NABNI project in Sinjar.
• Participate in comprehensive district-level security assessments to identify contextual risks, conflict sensitivities, movement constraints, and operational vulnerabilities.
• Map security risks affecting infrastructure sites, staff movement, contractors, and community engagement activities.
• Support the development and updating of movement protocols, access procedures, and emergency response plans in coordination with KOHRW management.
• Provide security risk inputs to the detailed work plan and implementation scheduling to ensure safe sequencing of activities.
• Contribute to stakeholder risk mapping during introductory meetings with local authorities and community actors.
• Monitor evolving security dynamics and provide regular written updates during the inception phase and throughout implementation.
• Immediately report any emerging security threats that may affect project continuity, staff safety, or infrastructure works.
3. Coordination & Reporting
The staff member reports to the designated supervisor and ensures timely communication of progress, challenges, documentation requirements, security observations, and E&S compliance findings. All reports, site documentation, attendance sheets, financial records (where applicable), monitoring data, security assessment notes, and inception phase risk documentation must be submitted accurately and within agreed deadlines.
4. Compliance & Risk Management
The staff member must strictly adhere to KOHRW’s internal control systems, procurement procedures, safeguarding policies, anti-corruption standards, Environmental & Social safeguards, security protocols, and donor compliance frameworks. Any operational, compliance, safeguarding, environmental, or security risk must be immediately communicated to management for corrective action.
5. Key Deliverables

Relevant academic qualifications in environmental studies, social sciences, development studies, or a related field.

Professional experience in environmental, social, or development project implementation.

Prior experience working on donor-funded development projects.

Experience in post-conflict or fragile environments (preferably in Sinjar/Ninewa) is preferred.

Experience in risk assessment, infrastructure oversight, community engagement, or security coordination is considered an asset.
