GOPA AFC was contracted by GIZ to implement a part of the RePLECA project; AFC’s assignment under RePLECA was titled “Strengthening Agricultural Livelihoods in Anbar”. This assignment ended in October 2024, as did RePLECA.
Meanwhile, a new GIZ-funded project titled “Improving Climate Resilience and Social Cohesion in Anbar (ICCA) has started. GOPA AFC has been contracted by GIZ under ICCA to implement the assignment “Strengthening Resource-Efficient Agricultural Practices in Anbar”. This assignment is on-going.
Under the GIZ RePLECA Project, GOPA AFC was tasked to conduct a “Donor Mapping” study. The objective of this study was to produce a detailed overview (“map”) of all donor-funded agricultural projects in the Anbar Governorate, which was meant to identify key actors and provide a basis to aid in efficient donor coordination and cooperation in the future.
To meet the overarching objective, specific work packages had been identified as part of the study:
1. Donor Identification:
- Catalogue all donors, both international and local, that are currently funding, have recently funded (USAID) or are planning to fund (as far as this is known to local stakeholders) agricultural projects in the Governorate of Anbar.
- Understand each donor’s thematic focus, financial commitment, and duration of engagement.
2. Project Profiling:
- Document each donor-funded agricultural project in terms of its objectives, target areas, beneficiaries, and implementation strategies.
- Identify projects with similar or overlapping objectives to understand the extent of duplication, if any.
3. Gap Analysis:
- Highlight regions or areas within Anbar that are underserved or overlooked by current donor projects.
- Identify thematic areas within agriculture that require more attention, such as climate smart agriculture technics, specific crop cultivation, water saving technology, post-harvest management, etc.
4. Recommendations:
- Based on the mapping, develop a set of recommendations for donors and policymakers.
- Suggest mechanisms for continuous monitoring and updating of the donor and project map to ensure its relevance and utility in the future.
The study was implemented by a local expert, who produced a report which did not meet the expectations of GIZ and AFC. The expert was not able to revise the study as required. The study is however an important document for the new project phase.
Therefore, the report needs to be improved asap by conducting a follow-up study to gather and present the missing information.
Based on the above objective, work packages and the earlier report, the Expert will be responsible for expanding on the work already done and reported, in order to produce a Donor Mapping report which is up to standard.
This will include:
- Review of the existing report and propose to / discuss with GIZ and AFC suggested steps for improvement.
- Outline a structured work plan and timeline for conducting a comprehensive report, ensuring timely completion and high-quality deliverables
- Design and implement research and collection of missing data and provide in the report an analysis of the same.
- Data gathering should take the form of interviews with individuals; no workshop, etc. is to be held!
Important notes:
- Due to low travel budget and security precaution, travel is to be minimised and interviews outside of Ramadi should be done via phone or messenger calls.
- Before any organisation – donor, NGO or local government organisation, which is to be interviewed is contacted, a list of proposed contacts must be provided to AFC and GIZ, so that GIZ can officially inform the person about the mapping exercise in order to avoid any misunderstandings!
- Proper documentation of collected data and interviews for ensuring accuracy, transparency, and ease of reference in the report.
- Preparation of a detailed report, presenting the findings of the study and the proposed recommendations.
Deliverables:
Comprehensive Donor Mapping Report; with the data collected and analysed included in the report and attached as annexure.
Required Qualifications:
- Bachelor’s degree or higher in Agriculture, Development Studies, Economics, or a related field.
- At least 3 years of experience in donor mapping, stakeholder engagement, or project fundraising in the development sector, preferably in the context of agriculture.
- Familiarity with the socio-economic and agricultural context of Anbar, Iraq or similar regions.
- Strong analytical, communication, and presentation skills.
- Proficiency in English and Arabic.
