Our mission is to save lives through the prevention, detection, and treatment of malnutrition, especially during and after emergency situations and conflict. Action Against Hunger intervenes in four main areas: Nutrition, Mental Health & Care Practices; Water, Sanitation & Hygiene; Food Security and Livelihoods; Advocacy and Raising Awareness.

 

Action Against Hunger is looking for an Data Base Officer in Erbil.

 Work place: Erbil with frequent visits to ACF areas of interventions (Baghdad, Basra, Mosul).

Type of contract: Initially Nine (9) months Fixed-Term contract with the possibility of extension.

 Working Hours: Full Time Contract of minimum 40 hours per week up to a maximum of 48 hours per week.

 Monthly Basic Salary:  1,940 USD basic salary.

 Benefits: Monthly Transport Allowance (110 USD) + Medical Insurance + End of Year Benefit (30% of basic salary per year).

 

Purpose of the position:  Under the line management of the MEAL manager, the Database Officer will lead in establishing and sustaining a robust information management system in ACF’s Iraq Mission. Through close collaboration with the operations and technical staff, the Database Officer will develop information products such as factsheets and maps, provide technical support to quantitative and qualitative data analysis for surveys and assessments, and act as overall lead on information management tasks. The Database Officer will primarily aim to transform data collected from ACF interventions and activities into meaningful information that will facilitate learning. The post holder will further ensure that data are not just collected but are ultimately utilized to inform quality programming.

 Specific Objectives:

 Objective/Assignment 1: Data management

Responsibilities and Tasks:

  • Under supervision of MEAL manager, lead on the design of new database within MEAL department in collaboration with Project Managers
  • Support bases to design and develop databases
  • Ensure that data collected and database respect donor requirement
  • Ensure consistency between database and APR
  • Support on data entry and full fill the data needs for all the projects. Check the quality of data to be entered, report any problems encountered and rectify the problems
  • Support on entering data into the specialised software or sector specific tools (e.g. KoBo) using consistent formatting
  • Responsible for centralising databases
  • Advise and support the MEAL Manager to determine ways to improve the quality of data collection.
  • Participate in the development of new template for data collection and reporting in liaison with the MEAL officer
  • Contribute to review collected data by checking discrepancy and report it to MEAL Manager

 

Assignment 2: Improve and strengthen of information management system

Responsibilities and Tasks:

  • Support MEAL Manager in assessing existing Information Management system and provide recommendation for possible improving
  • Proposing and setting up any necessary measure to improve management of data
  • Provide input and learning to improve quality of information system
  • Conduct regular assessment of information and data needs and structures, identify areas for action, propose solutions and work closely with relevant operations and technical teams to undertake required actions
  • Develop an information management guideline that will be applied to all programs across the Mission
  • Monitor and assess the implementation of the guideline and provide technical input to improve information management practices
  • Contribute to the development of data storage platform and system to be standardized at mission level
  • Ensure back ups are done regularly
  • Ensure that information and data systems are user-friendly and relevant to the needs of the Mission

 

Assignment 3: Data analysis and reporting

Responsibilities and Tasks:

  • Contribute to data analysis by cleaning data, preparing graph and analytic table to communicate to MEAL Manager
  • Produce regular ACF factsheets containing meaningful analysis of information as may be required by the operations and technical teams, and that cover a wide range of topics that would enable teams to understand and use information to inform quality programming
  • Produce infographics, statistics, maps, and charts that are reader-friendly and adapted based on the target audience
  • Responsible for reporting on Activity Info
  • Generate data for reporting and analysis as required eg donors reporting, ACF internal reporting, ACF communication reporting.

 

Assignment 4: Capacity building

Responsibilities and Tasks:

  • Build the capacity of teams to ensure that information/data guidelines are understood and followed
  • Build the capacity of the data entry at base level on designing and developing databases focusing on usability
  • Build the capacity of the data entry at base level in data cleaning, checking and ensuring data quality
  • Build capacity of other staff as required by MEAL manager on designing and developing databases focusing on usability

 

Additional responsibilities

  • This job description is not intended to be all inclusive and the employee will also perform other related tasks as required and is responsible for reporting and communication of progress and achievement of the specific assigned task
  • The employee should be flexible and adaptable with regards to the implementation of the daily work/activities

The employee is expected to conduct all duties in a professional manner following ACF Iraq mission staff regulations and charter.

 

Qualifications & Preferred Skills
Recruitment Criteria:

Qualification/Degree:

  • University degree in a relevant field
  • A first professional experience in IT required, ideally in an identical position. Experience in research (quantitative and qualitative) will also required

Professional Experience

  • A first professional experience in data management is required. Familiarity with WASH, Nutrition, FSL, MHCP projects and Gender mainstreaming would be an asset

Technical Skills

  • Good knowledge in designing and managing data management systems in development contexts
  • Experience in designing data collection tools for quantitative and qualitative surveys, assessments and evaluation studies
  • Strong knowledge in database management and statistical treatment of data
  • Knowledge in staff’s orientation on data collection methodologies
  • Technical background in WASH, Nutrition/health and/or FSL is a plus

General Skills

 

  • Attention to detail - Good organizational capacity - Good human relationships,  ability to prioritize and meet deadline.

Language Skills

  • Kurdish: Mandatory – Fluent spoken & written
  • Arabic: Mandatory – Fluent spoken & written
  • English: Good level

IT Skills

  • Proficiency with MS office (Word, Excel, PPT & Outlook), QGIS, KOBO, ODK
  • Advanced EXCEL is mandatory
