Advocacy and Peacebuilding Skills Trainer
THE PURPOSE OF THE CONSULTANCY
World Vision Iraq aims to empower 100 youth (50 in Sinjar and 50 in Baaj) by providing them with the skills and knowledge needed to contribute to peacebuilding, conflict resolution, and climate resilience efforts in their communities. The consultant will deliver a series of training programs for 50 youth from both areas, focused on positive peace, conflict sensitivity, the Do No Harm principle, and conflict resolution skills to enhance effective communication, resilience, and the promotion of behavior change. Additionally, the consultant will conduct advocacy skills training for another 50 participants to enable the participating youth to engage effectively with policymakers and advocate for policies that promote peace, social cohesion, and address the root causes of conflict.
WV requires a qualified consultant to design and deliver an eight-day training (four days in Sinjar and four days in Baaj, considering two days for each training module) that enhances youth capacities in advocacy, policymaking engagement, and media content creation for peace promotion. The training will include hands-on activities, case studies, practical exercises, and media content creation to ensure participants acquire applicable skills.
PROJECT OVERVIEW
The training is part of the broader Nexus Accelerator Fund (NAF) initiative to promote peace and social cohesion by empowering youth as key advocates for change within their communities. The project will contribute to WV Iraq's three-year NEXUS strategy (2024-2026) with a goal to enhance the well-being and resilience of 4.5 million vulnerable children and communities across Iraq. This will be achieved by delivering sustainable and climate-resilient integrated programs focused on protection, education, peacebuilding, WASH, livelihoods, and engagements while fostering partnerships for long-term impact.

OBJECTIVE
- Equip 50 youth with advocacy and communication skills to engage policymakers effectively. The training will help youth develop and deliver advocacy campaigns that address community-level issues related to peace and social cohesion.
• Equip 50 youth with positive peace and conflict resolution skills to enhance dialogue sessions among the targeted population. The training will build conflict resolution and empathy skills, promote positive peace, and foster an understanding of diverse perspectives based on the IPACS module.
• Enhance participants’ ability to create media content (e.g., videos, social media messages, blogs) that promote peace and refine their capabilities in dialogue and communication.
• Provide practical tools and techniques for conflict-sensitive and inclusive advocacy.
• Encourage youth to collaborate with policymakers, civil society, and local leaders to drive meaningful change.
DESCRIPTION OF TASKS REQUIRED
The consultant is required to:
- Design and develop the training curriculum, ensuring it aligns with WV’s objectives on advocacy and peace promotion.
• Deliver eight days of training (four in Sinjar, four in Baaj) to 100 youth participants.
• Ensure that each training day consists of two shifts (morning and afternoon) for women and men to enhance women's participation in accordance with local customs and traditions.
• Integrate interactive methods, including simulations, role-playing, case studies, and group discussions.
• Train participants on digital advocacy tools and guide them in creating media content for peace promotion.
• Provide training materials, including presentations, handouts, and practical exercises.
• Facilitate post-training assessments/evaluations to measure knowledge acquisition and skills improvement.
• Submit a final training report, including observations, recommendations, and participant feedback.
• The training is expected to start in the fourth week of March based on the completion of the selection process.
RESPONSIBLE BODY
The consultant will be responsible for covering all logistical aspects related to training implementation, including facilitation, preparation of training materials, and post-training reporting. World Vision Iraq will be responsible for providing the training venues and handling other logistics related to participant arrangements. WV Iraq will own all training materials and media content produced, which cannot be shared or used for other purposes without prior approval.

The consultant should expect to conduct training in both locations and ensure inclusivity by incorporating diverse participants, including youth from displaced and host communities.
CONSULTANT QUALIFICATIONS REQUIRED
- Advanced degree in Peacebuilding, Advocacy, Communications, Political Science, or a related field.
• Proven experience in advocacy training, youth engagement, and media-based advocacy.
• Experience working with NGOs in conflict-sensitive environments.
• Strong facilitation skills, particularly in youth-led advocacy and policy engagement.
• Knowledge of social cohesion, Do No Harm, and conflict-sensitive approaches.
• Ability to produce high-quality training materials and adapt content for diverse audiences.
• Excellent organizational and reporting skills.
• Familiarity with Sinjar and Baaj contexts is an asset.

DURATION OF THE CONSULTANCY
The consultant shall provide training services within the project’s timeline, with the training expected to take place over eight days: four days per location (Sinjar and Baaj), considering two days per module. A final report shall be submitted within one week after the last training session.
MEANS OF MONITORING TO ENSURE IMPACT
To evaluate the effectiveness of the training, the following measures will be implemented:
- Pre- and post-training assessments/evaluations to gauge improvements in participants’ knowledge and skills.
• Participant feedback surveys to gather insights on the quality and relevance of the training.
• Observations and documentation of advocacy plans/media content developed by participants.
• Follow-up support or check-ins to track how participants apply advocacy skills post-training.
• Final evaluation report summarizing key learning outcomes and areas for future capacity-building.
The consultancy aims to empower youth to become effective advocates for peace and social cohesion, ensuring long-term impact in their communities. The selected consultant will work closely with the WV Project Manager and Peacebuilding and Inclusion Technical Advisor to deliver a high-quality training experience.

The WV Iraq reserves the right to split an award/award (Per subject) and to consider localized award/awards between any proposers in any combination, as it may deem appropriate, without prior written acceptance of the proposers.
WV Iraq shall not consider any Proposal that arrives after the deadline for submission of Proposals. Any Proposal received by WV Iraq after the deadline for submission of Proposals shall be declared late, rejected, and returned unopened to the Proposer.
