Background:

Oxfam in Iraq is a global organization that fights inequality to end poverty and injustice. Oxfam offers lifesaving support in times of crisis and advocates for economic justice, gender equality, and climate action. Oxfam demands equal rights and equal treatment so that everyone can thrive, not just survive. Recognizing the importance of sustainable development towards achieving inclusive justice, Oxfam applies a triple nexus approach that connects its humanitarian work with longer-term development initiatives alongside advocacy to ensure more sustainable change. In 2022, Oxfam is among the largest non-governmental organizations operating in-country with almost 200 employees and an annual budget of EUR 18 million.  

 

Oxfam’s Iraq Response Innovation Lab  was established in 2019 to ensure innovation is integrated within local humanitarian contexts. It has extensive experience supporting economic recovery through innovative, impactful interventions in five conflict-affected governates of Iraq, with focus on innovations led by women and youth. IRIL is an initiative within Oxfam’s programming and not a legally independent entity.  

The objective of the IRIL is to support the testing, development, and scale-up of innovations that will address locally identified challenges to improve and transform how response, early recovery, and resilience-building are carried out in Iraq. The IRIL is focusing on digital transformation and integrating digital solutions into the lab activities. For this purpose, IRIL has initially created a mapping exercise to understand actors in the Iraqi Innovation Ecosystem. However, this map was created in 2019 in a static form, and the data is currently outdated. IRIL is seeking to hire a consultant to support with creating a database for the ecosystem map of Iraq.

 

Reporting Line:

The consultant will be reporting directly to the Iraq Response Innovation Lab Manager and will work closely with the Senior Innovation lab Officer on weekly basis to update on progress.

 

 

 

 

Duties and Responsibilities

Main objective of the assignment:

The main objective of this consultancy is to generate a database about ecosystem actors in Iraq in specific clusters. The consultant will be guided by the Uganda Interactive Ecosystem Map. The mapping

activity will have a focus on: Innovators, Private Sector Actors (Registered and non-registered), Research Facilities, Education Facilities, Banks and Financial Support Units, Local NGOs, INGOs, Youth Groups, online platforms, volunteer teams and other CSOs actively working in the themes of:

  • Agribusiness and Food production,
  • Civic Space and Human Rights (with specific focus on sexual and reproductive health and rights SRHR)
  • Youth empowerment and mobilization
  • Gender Justice
  • Climate change and Environment Support including a focus on recycling, drought response and renewable energy

Description of Responsibilities/Scope of work

Under the supervision and the support of the IRIL Manager and Senior Innovation Officer, the Consultant will be carrying out the following key tasks:

  • Review the existing database provided by IRIL and update it accordingly and verify the information.
  • Conduct an internal inception workshop to clarify the workplan, methodology of collecting data, and the sector/geographical priorities of the data collection and the expected volume of data collected, actors contacted
  • Communicate with ecosystem actors to collect data about their operations, core functions, focal points of communication, mission and vision statement and public contact information.
  • Gather information both online and offline about the different actors.
  • Identify challenges and provide recommendations for the ongoing ecosystem mapping.
  • Database will cover Iraq as a geographical scope, with specific sectors focused on specific geographical locations.
  • Identify existing mapping reports, platforms produced by other actors within Iraq.
  • Present the database in a final review workshop.
  • Attend meetings with IRIL and the global RIL on a regular basis.

DELIVERABLES

  • Producing an exhaustive database in Excel form of different stakeholders in the five themes mentioned above.
  • Provide a summary narrative report of the mapping consultancy.
  • Clarifying the objectives of ecosystem mapping to the identified ecosystem actors in line with the mapping process.

MONITORING/REPORTING REQUIREMENTS

Producing a mapping report that includes an overview of ecosystem actors in Iraq, mapping process, challenges and recommendations.

Qualifications & Preferred Skills
  • Masters or a high degree in Research or other relevant departments
  • Proven experience in stakeholder mapping
  • Excellent information management and data skills (Excel, PowerPoint, MS word) in the areas of multi-modal, cross-sectoral data collection, including mapping and M&E.
  • Effective Communication, Inclusive Collaboration and Stakeholder Engagement.
  • Proven excellent report writing skills.
  • A network of stakeholders in Iraq and an ability to network with relevant actors in Iraq
  • Proven research writing skills

Language:

  • Fluency in written and spoken Arabic and English.
  • Knowledge of Iraqi Kurdish is an asset.
