Description

1. Background 

CARE International in Iraq, in partnership with The Lotus Flower, is implementing an ongoing ECHO-funded Protection Project in Duhok Governorate. The project provides a comprehensive package of protection services for internally displaced persons (IDPs) and at-risk host community members, including: 

  • Case management 
  • Cash for protection 
  • Awareness raising on protection topics 
  • Referrals and coordination with service providers 
  • Protection monitoring 
  • Mental health and psychosocial support (MHPSS) 

With the recent phase-out of several humanitarian actors, the demand for case management services in Duhok has significantly increased. This has created the need to strengthen caseworkers’ capacity in case prioritization, workload management, and adherence to standard procedures to ensure effective and timely support for high-risk cases. 

2. Purpose of the Assignment 

The purpose of this assignment is to enhance the capacity of caseworkers from CARE and The Lotus Flower ongoing project to provide high-quality, survivor-centered case management services, with a strong focus on case prioritization and effective response planning in line with CARE’s internal guidance and the Kurdistan Region Protection Sector Case Management Standard Operating Procedures (SOPs).

3. Scope of Work

The selected trainer will: 

  • Review CARE’s and Kurdistan Region’s case management SOPs, tools, and referral pathways. 
  • Design and deliver a 3 days interactive training for caseworkers. 
  • Focus on practical skills and decision-making for: 
  • Case identification, assessment, and prioritization criteria 
  • Core steps and principles of case management 
  • Survivor-centered approaches 
  • Documentation, confidentiality, and safe data handling 
  • Case planning, follow-up, and coordination 
  • Managing heavy caseloads and referrals amid reduced service availability 

Training Curriculum and Materials 

Content should cover: 

  • GBV guiding principles and ethical data management. 
  • GBV information management tools: 
  • Intake & Initial Assessment Form 
  • Incident Recorder 
  • Consent for Information Sharing Form 
  • survivor Feedback and Follow-Up Forms 
  • Steps of GBV case management and where GBV information management fits. 
  • Safe data collection, coding, and storage practices. 
  • Understanding data fields and incident classification. 
  • Common errors and data quality control. 
  • Develop and administer pre- and post-tests to measure learning outcomes. 
  • Submit a concise training report summarizing attendance, learning results, and key recommendations. 
  1. Deliverables
  • Training agenda and materials (PowerPoint, group exercises, and practical scenarios). 
  • Delivery of training sessions for caseworkers. 
  • Post-training report (3 pages) summarizing participant feedback and next steps. 
  1. Duration and Location
  • Duration: Up to 3 working days (including preparation and delivery). 
  • Location: Duhok, Kurdistan Region of Iraq. 

    5. Reporting

The trainer will report to CARE’s Strategic Engagement Coordinator and coordinate closely with The Lotus Flower’s team. 

 

Financial Proposal 

Interested consultants are required to submit a clear and detailed financial proposal that meets the following requirements: 

1.Level of Effort and Deliverables: 

The financial proposal must clearly outline the level of effort required to complete the assignment, with costs broken down against the specific deliverables listed in the Scope of Work section. 

2.Currency: 

  • All budget submissions must be presented in Iraqi Dinars (IQD) only. 
  • Budgets submitted in other currencies will not be considered for evaluation. 

3.Exclusion of Participant and Logistical Costs: 

The financial proposal should not include any participant-related or logistical costs, as these will be arranged and covered directly by CARE International in Iraq. 

4.Travel and Accommodation: 

  • The training will take place in Duhok for a duration of three (3) days. 
  • CARE International in Iraq will not cover the trainer’s travel or transportation costs to and from Duhok. However, CARE will provide accommodation for the trainer during the training period. 


 

Qualifications & Preferred Skills

 

  • Previous experience working as a caseworker in protection programming. 
  • Proven experience in facilitating trainings on case management and protection. 
  • Excellent knowledge of the Kurdistan Region Protection Sector Case Management SOPs. 
  • Strong understanding of survivor-centered principles. 
  • Fluency in Arabic and Kurdish (training languages). 
  • Experience with INGOs or national NGOs working on protection in the KRI preferred.
