Call for Applications: Baseline Assessment and Stakeholder Mapping Consultant
1. Background
Women Empowerment Organization (WEO), in partnership with GIZ, seeks a consultant to conduct a Baseline Assessment and Stakeholder Mapping for the project “Sustainable Climate Dialogues: Empowering Women for a Resilient Future.” The project aims to empower women to participate in climate adaptation efforts and integrate their perspectives into local and national policies. The assessment will:
· Identify women-specific climate vulnerabilities in Dhi Qar and Basra.
· Map key stakeholders and their roles in addressing climate change and women’s empowerment.
· Provide a foundation for inclusive, evidence-based policy dialogues and advocacy.
2. Objectives
a. Baseline Assessment:
· Assess climate change impacts on women, focusing on vulnerabilities, livelihood losses, and adaptation needs.
· Identify existing local adaptation plans and opportunities to integrate women’s perspectives.
· Explore participatory strategies to amplify women’s voices in climate adaptation processes.
b. Stakeholder Mapping:
· Map key stakeholders (government, CSOs, academia, private sector) and analyze their roles, interests, and willingness to engage.
· Identify allies, opponents, and change agents to inform strategic engagement.
3. Scope of Work
a. Baseline Assessment:
· Conduct desk reviews of policies, strategies, and research (e.g., Iraq’s National Climate Adaptation Plan, Oxfam studies).
· Collect primary data through surveys, interviews, and FGDs with women, especially marginalized groups.
· Analyze the different impacts of climate change between women and men and propose strategies for inclusive adaptation plans.
b. Stakeholder Mapping:
· Identify and categorize stakeholders by roles, interests, and influence.
· Assess engagement potential and propose strategies to address resistance.
c. Deliverables:
· Comprehensive report with findings, stakeholder map, and recommendations.
· Presentation materials for stakeholder dissemination.
4. Methodology
· Mixed-methods approach: Primary data collection (surveys, FGDs, interviews) and secondary data review.
· Participatory engagement with women and stakeholders for inclusivity and local ownership.
· Collaboration with WEO, GIZ, and local partners.
5. Qualifications
· Advanced degree in environmental studies, equality between women and men studies, or social sciences.
· Proven experience in baseline assessments and stakeholder mapping, particularly in climate change and equality between women and men.
· Knowledge of Iraq’s socio-economic and environmental context, especially Dhi Qar and Basra.
· Experience working with marginalized communities.
· Excellent writing skills in English.
6. Deliverables and Timeline
a. Inception report with methodology, February 9, 2025
b. Draft baseline assessment and stakeholder map, February 16, 2025
c. Final report with recommendations, February 23, 2025
d. Presentation materials, February 24, 2025
