About Tdh

Terre des hommes Foundation – Helping children worldwide (Tdh), is the leading Swiss foundation for children’s aid, with its headquarters in Lausanne, and registered in Iraq with the No 2178598. Tdh aims to create a positive impact on children's lives in almost 40 countries around the world, through our Health, Access to Justice, Migration and Child Protection transversal programmes.

Tdh started its operations in Iraq in Dec 2014 responding to needs of children and youth between the age group of 9-22 years, affected by the ISIL -driven crisis of 2014-2017. Due to high unmet needs for children, youth, and their families affected by the crisis, Tdh scaled up its interventions to 12 districts within 5 governorates (Anbar, Kirkuk, Ninewa, Baghdad & Salah al-Din), providing assistance in child protection, juvenile justice, education and WASH assistance in emergency.

In the long-term, through its Multi-year Country Strategy 2022 – 2024 and its long term Vision for the Country Programme, Tdh plans to reinforce and expand interventions due to the persistent overwhelming needs of children, youth and families through a NEXUS approach, responding to the protracted humanitarian needs while contributing to achieving durable solutions for the most vulnerable and at-risk population groups in the sectors of Child Protection, Education, WASH and Access to Justice for children, youth and women.

As of November 2021, Tdh with its 90 staff employees, is currently implementing a 7,5 Million CHF emergency, rehabilitation, and development program, across the country through its bases and offices in Baghdad, Ninewa, Salah al-Din and Kirkuk governorates working alongside and in collaboration with local partners and national authorities. The main donors are USG, UNOCHA, ECHO, SDC, GIZ, UNICEF. The main coordination office is in Erbil with a multi-cultural, very experienced, and highly motivated team providing support, technical expertise and ensuring accountability, while working closely with the collaborators in the Regional office in Amman, Jordan and the Head Quarters (HQ) in Lausanne, Switzerland.

 

About the Job

The Access to Justice Project manager is in charge of the direct implementation and supervision of the Access to Justice project under the current award, and will be based in Baghdad. The PM is under the supervision of the Access to Justice Technical Coordinator and the Field Coordinator. The PM is responsible for steering the project from design through implementation and closure, with a strong focus on quality intervention, staff care and a beneficiary focused approach.

The PM is in charge of all the programme cycle management aspects under his/her responsibility, including, staff recruitment and training/coaching, needs analysis and need assessment, strategic planning, resources management, program’s logistics and budget follow up, activities implementation, development of tools, Information management and MEAL, reporting and fundraising, coordination with a range of stakeholders and representing Tdh within his/her responsibilities.

The Access to Justice Project manager will be in charge of multiple donors programs, with a specific focus on Access to Justice programming

Main Responsibilities:

Program Planning and Implementation

Project cycle management

  • Develop, implement and monitor the project, in accordance with the proposals, grounding standards and principles.  
  • Lead planning and implementation of activities, develop necessary tools to breakdown timelines and targets, delegate responsibilities and track progress.
  • Ensure that activities are appropriately monitored and evaluated, by ensuring the relevant tools for data gathering and accountability towards affected people are in place, in coordination with the Q&A team.  
  • Contribute to the initial and regular assessments and researches carried out with in the project and also at the program level as required by management.
  • Prepare realistic budget forecasting and follow up on expenditures related to the project.
  • Participate project revisions including adjustments to interventions, targets and budgets.
  • Prepare timely procurement planning and purchase requests in line with the project plans and needs.
  • Identify logistic and admin support needs related to the projects and communicate these to the relevant log/admin support person.
  • Follow up on staff recruitment for the project with the HR department and ensure their performance objectives are set and appraisals are done on time.
  • Review and finalize the project follow up (PFU) tool, and the FMT (budget projection).
  • Promote a constructive, motivational and respectful working environment within the team

 

Monitoring and Reporting

  • Lead the project team in ensuring proficient information management, monitoring, information sharing. With the supports of the Q&A staff, S/he is in charge of the management and consolidation  of databases.
  • In coordination with the MEAL department, s/he is tasked with principled data protection
  • Ensure the compliance of the activities with the internal and sector/program quality standards
  • In coordination with the Q&A department and the compliance unit, s/he ensure proper documentation and archiving of key information sources outlined in the different internal control manuals and donor guidelines/ regulations for ongoing review, verification and validation.
  • Review project progress on a monthly basis, informed by the detailed work plan, indicator tracking table, and the financial reports.
  • Lead project reporting to internal audience, external coordination and to donors, on a timely manner, with validated, accurate and complete information. 
  • Provide the Q&A department the information required for monthly Activity Info reporting.

Capacity building

  • Prepare and operationalize a capacity building plan for the staff on the basis of identified needs and opportunities and coordinate and contribute to the design of appropriate training packages and facilitating sessions Provide follow-up of the training, support supervisors in coaching and mentoring of field staff.
  • Assess partner capacity building needs and ensure these needs are met either according to the donor agreement and regulations or in accordance to Tdh partnering strategy.
  • Identify external training opportunities relevant for the project staff, ensure newly acquired capacities are mainstreamed/ utilized across the project.

Coordination

  • Regularly liaise with directorate of relevant ministries at governorate and district level, specifically with the MoI, MoJ and MoLSA. Coordinate with the A2J coordinator for any higher-level engagement with the central government ministries.
  • Ensure Tdh represent Tdh interest in relevant district, governorate and national level technical and operational coordination forms as required by the management.
  • Ensure full coordination with communities and community-leaders that’s required for the project and in alignment with AAP standards.
  • Coordinate and communicate with technical teams and the support units within the delegation in order to ensure timely, quality and smooth project implementation

 

Child Safeguarding Policy

 

  • Commit to respect the Child Safeguarding Policy. Signs the Code of Conduct
  • Report serious cases of abuse on children identified by the Child Protection team to the Country representative. Strict confidentiality must be respected.
  • Raising awareness within the Foundation on violence against children
  • Providing guidance to employees and others and defining expectations when it comes to preventing, raising, denouncing and responding to issues of child abuse
  • Reducing the risk of child abuse by selectively recruiting employees and others
  • Reducing the risk of child abuse by developing a culture of open and informed leadership within the organization and in our work with children.

  • Undertake all other duties that may be determined by the Field Coordinator, the Access to Justice Coordinator and that are compatible with the job description.
  • Maintain and ensure a culture of strict confidentiality - inter Tdh staff and between Tdh staff and non Tdh employees.

Qualifications & Preferred Skills

Qualifications Requested

  • Professional diploma or university degree in Social Studies or relevant sector or equivalent experience.
  • 5 years of experience in project management
  • Previous experience with an NGO is mandatory.
  • Previous experience in emergency response/recovery/development is an added value.
  • Project management experience, detailed understanding of project cycle management is critical.
  • Experience in Access to justice, legal aid, protection, education, livelihoods or WASH will be an added value.

Skills:

  • Required qualities: organized, structured, creative thinking, time-management, adapting to barriers and challenges, sense of human relations, diplomacy, communication skills, ability to work under pressure.
  • Desirable: proactive, autonomous, rigorous, analytical, willingness and motivation to work in an international and intercultural context.

Languages:

  • Excellent written and spoken English.
  • Knowledge of Arabic is an asset.
