- Background
The Norwegian People’s Aid (NPA) is a non-governmental organisation with roots in trade unions and labour movements. NPA supports processes towards democracy and equitable distribution of power through mobilisation, popular participation and collective organisation. The international strategy affirms civil society as a key pillar for nation building; democracy and development, and views human rights as building blocks for development and redistribution.
NPA has been working in Iraq since 1995. Its vision is to support processes towards a democratic, safe and stable country where human rights are respected, people can freely participate without discrimination in the social and political processes, free from explosive ordinance, having access and control over the use and redistribution of resources. NPA, through its Development Humanitarian Cooperation (DHC) programme aims to work on strengthening the capacity of selected civil society actors to better protect and represent the interests of citizens and hold the governing bodies and other power holders accountable.
To ensure accountability, transparency, and evidence-based results, the MEAL Department requires additional support from experienced professionals on a need basis. The On-Call Monitors will play a critical role in supporting the organization’s MEAL activities and ensuring high-quality data collection and project monitoring.
- Objective
Working under the MEAL department of NPA Iraq, the On-Call Monitor will support the organisation undertake MEAL related activities with the following objectives:
- Ensure compliance with programme objectives and standards.
- Verify that activities are conducted as planned.
- Provide accurate and timely data to support evidence-based decision-making.
- Enhance accountability to affected populations (AAP) by ensuring their voices are heard and their needs are addressed.
- Ensure evidenced based programme development by undertaking baseline different assessments to generate data and information required for proposals development.
- Key Responsibilities
The On-Call Monitor will undertake the following tasks:
Assessment:
- Support the MEAL team in developing assessment tools for different programmes/ projects in Iraq, as guided by the MEAL Coordinator.
- As a member of the MEAL Team, conduct assessments for different programme/project activities as part of baseline, surveys and evaluations.
Field Monitoring:
- Conduct field visits to monitor the implementation of NPA’s humanitarian and development programmes, as guided by the MEAL Coordinator, and ensure evidence-based results are collected.
- Participate in organised activities as required to observe and verify the delivery of services and goods to beneficiaries.
- Support the NPA programmes that activities are aligned with project plans and objectives.
Data Collection:
- Administer surveys, focus group discussions, and key informant interviews as required and ensure high-quality and accurate data collection using prescribed tools and methodologies.
- Facilitate the collection of beneficiary feedback through interviews, suggestion boxes, or other accountability mechanisms.
- Ensure affected populations understand their rights and the scope of assistance provided.
- Document and escalate protection concerns and complaints in line with organizational policies.
Documentation and Report Writing:
- Prepare detailed field monitoring reports, including observations, challenges, and recommendations.
- Document success stories and lessons learned from the field.
Accountability:
- Ensure NPA and partners’ accountability systems are in place towards beneficiaries and donors.
- Contribute to further development and continuous updating of the accountability strategy in line with NPA standards.
- Support the MEAL Coordinator in improving the complaint and feedback mechanisms for the programme including tracking of follow-up and ensuring adherence to agreed standards.
- Provide feedback and suggestions to the MEAL team for continuous improvement.
- Monitor the effectiveness of feedback and complaint mechanisms and recommend improvements.
Coordination:
- Coordinate with NPA’s programme, NPA support departments, MEAL staff, partners, and stakeholders during monitoring visits.
- Deliverables
- Comprehensive monitoring reports for each field visit.
- Verified data from monitoring tools.
- Recommendations for improving programme/ project implementation.
- Work Ethics:
Due to the dynamic situation in which NPA and its partners operate, as well as the potentially life-threatening nature of the issues involved, it is essential that the Monitors adhere to strict ethical and security guidelines. The purpose of this work should never be to hurt anyone or find out information at the expense of other people. The Monitors has to demonstrate they are keenly aware of particular ethical and security issues that arise from working in this specific environment, including the protection of local communities and the need for vigilant data handling and management.
- Confidentiality:
All information presented, obtained and produced concerning NPA, the partners and beneficiaries during the work is to be treated as confidential. The selected Monitors will be required to sign a confidentiality agreement upon signature of the contract. The selected Monitors should also observe the communication and online digital security protocols established for NPA programmes/ projects, particularly in their interactions with beneficiaries of the projects and in the management of sensitive information.
- Qualifications and Experience
- Bachelor’s degree in Social Sciences, Statistics, Development Studies, or a related field.
- At least two years of experience in programme monitoring, evaluation, or related areas with humanitarian organizations.
- Familiarity with humanitarian and development contexts in Iraq.
- Strong data collection and reporting skills.
- Knowledge of M&E methodologies and tools.
- Excellent written and verbal proficiency in English, Arabic and/or Kurdish.
- Ability to travel to various locations across Iraq, sometimes on short notice.
- Ability to multitask
- Ability to work both independently and as part of a team
8. Terms and Conditions
- The On-Call Monitor will work on an as-needed basis, depending on the organization’s programme requirements.
- Payment will be made on a daily basis for the actual number of days worked upon presentation of reports, timesheet, invoice, etc. as required by NPA. Travel expenses and transportation will be covered by the On-Call Monitor.
- The On-Call Monitor must adhere to the organisation’s code of conduct, safeguarding policies, and confidentiality agreements as mentioned under work ethics and confidentiality parts.
- Duration: On-call basis, as per programme’s needs
- Payment Terms: Daily rate, based on actual days worked (50,000 IQD per day)
