Ashuor Iraqi Foundation for Relief and Development invites legally registered hotels and qualified hospitality service providers in Erbil to submit technical and financial bids for accommodation, training venue, coffee-break and lunch-meal services for two advanced peace-building training workshops. The procurement will follow the Lowest Cost Bidding methodology, subject to administrative and technical compliance with the RFB and Terms of Reference.

Bidders must download and carefully review the complete RFB, including its Terms and Conditions, the Terms of Reference (TOR), and the Code of Ethics (COE) before preparing and submitting their bids.

The RFB, including the Terms and Conditions, the TOR, and the COE, must be completed where applicable, signed and stamped by the bidder, and uploaded through the official submission link.

The bidder must also upload all required supporting documents: a valid hotel or business registration certificate, a valid tax registration or tax-clearanceً certificateً whereً applicable,ً andً aً copyً ofً theً owner’sً
identification card or the identification card of the duly authorized representative.

If the bid is signed or submitted by an authorized representative, evidence of authorization must be uploaded togetherً withً theً representative’sً identificationً document.ً

إذا تم توقيع العرض أو تقديمه من قبل ممثل مخول، فيجب رفع ما يثبت التخويل مع وثيقة هوية الممثل .

All required documents must be clear, valid, complete, signed and stamped where applicable, and uploaded through the official submission link. Missing or incomplete mandatory documents may result in disqualification.

Offers must be submitted in Iraqi Dinars (IQD) and remain valid for at least 90 days from the closing date.

Late submissions or bids submitted through any channel other than the official submission link will not be considered.

Ashuor reserves the right to accept or reject any or all bids in accordance with its procurement procedures.
