Dear Sir/Madam,

Yazda is pleased to invite qualified suppliers to submit tenders for the supply of medicines under a one-year framework agreement for its Medical Mobile Unit (MMU) project in Sinuni, Sinjar District, Iraq. This tender aims to ensure the uninterrupted delivery of essential medicines to support vulnerable families in 14 villages in the region.

 

  1. Introduction

 Yazda Iraq is a local organization registered in both Iraq and the Kurdistan Region of Iraq. It operates as a subsidiary of the global Yazda organization and adheres to the same mission: supporting vulnerable communities, particularly those affected by genocide and mass atrocities. In Iraq/KRI, Yazda implements programs focused on advocacy, legal assistance, humanitarian aid, and community and survivor empowerment initiatives. The Country Director leads these efforts, ensuring they align with organizational goals and respond effectively to local needs.

Purpose of the Tender:

This tender ensures uninterrupted delivery of essential medicines to vulnerable families through the MMU project in 14 villages in Sinuni, Sinjar District.

  1. Instructions to Tenderers

By submitting a tender, tenderers accept all conditions of this tender. All instructions, forms, and specifications must be carefully followed. Failure to submit all required documentation within the deadline will result in rejection.

Important Notes & Requirements:

  1. Only hard copy bids will be accepted at Yazda Main Office in Duhok. For more information, contact +9647501701344.
  2. All items must be in good condition.
  3. The currency of the bid must be USD.
  4. The supplier must deliver the items as per Technical and Financial Offers to Sinuni, Sinjar.
  5. Any extra delivery fees must be mentioned in the Financial Offer (Annex B).
  6. All items must have an extended expiry date (minimum 12 months after delivery).
  7. Each item’s brand must be indicated in the Technical Offer (Annex A).
  8. The winning supplier will sign a Purchase Agreement with Yazda.
  9. If the supplier fails to deliver on time, Yazda has the right to cancel the Purchase Agreement
  10. Yazda is not responsible for obtaining any legal permissions to transport items between cities.
  11. Yazda does not accept any items with trademarks from companies classified under American or European sanctions policies.

All communication and documentation must be in English.

  1. Specifications / Quantities

Suppliers must deliver medicines that:

  • Match strength, dosage, quantities, and specifications in the BOQ
  • Comply with Iraqi Ministry of Health and international standards
  • Have minimum22 month  shelf life at delivery
  • The supplier should have a  
  • Include batch numbers, expiry dates, and Certificates of Analysis
  • Medicines must come from WHO-prequalified or MoH-approved manufacturers. Certificates of Analysis (CoA) should accompany all batches, and Yazda reserves the right to conduct random quality testing.
  • Are delivered to Yazda’s Sinuni storage facility under proper storage conditions

Storage Conditions:

  • Temperature: 15–25°C; refrigerated 2–8°C if required
  • Avoid high humidity and direct sunlight; storage must be clean, ventilated, and secure

Packaging & Labeling:

  • Original, sealed, labeled in English and Arabic with dosage, batch, expiry, and manufacturer information.

Transport:

  • Proper transport conditions maintained; cold chain ensured for sensitive medicines (such    as insulin, vaccines, etc.
  1. Delivery Location & Schedule

Delivery Location: Yazda Sinuni Storage Facility, Sinjar, Nineveh Province

Delivery Deadline: first delivery  November 2025, other deliveries based on the request during maximum 15 days after notification 

Partial deliveries require Yazda written approval. Late deliveries may incur penalties.

  1. Required Documents (to be signed and stamped)

The following documents must be submitted before the tender closing date. All documents must be signed and stamped by the authorized representative of the supplier:

  1. Annex A – BOQ Technical Offer (details of medicines, supplier profile, quality assurance, storage and transport, certificates)
  2. Annex B – BOQ Financial Offer (submitted separately in a sealed envelope, based on BOQ)
  3. Annex C – Tender Submission Acknowledgment(signed)
  4. Annex D – Child Safeguarding Policy (signed)
  5. Annex E – PSEA Policy (signed)
  6. Annex F- Anti-Fraud and Corruption
  7. Copy of the company registration certificate in Iraq / Certificate of Establishment (شهادة التأسيس)
  8. Copy of latest tax clearance certificate (Government of Iraq or KRI equivalent)
  9. Valid pharmacy/wholesale license
  10. Good Distribution Practice (GDP) or Good Storage Practice (GSP) certification (if available)
  11. At least two reference letters from INGOs/UN agencies confirming relevant experience 

     

Note: Financial Offer must be submitted separately

Failure to submit any of the above-mentioned documents will lead to disqualification

The following documents will be requested from the Supplier after delivering all the goods:

  • Commercial Invoice (original) in English on the letter headed paper addressed to the Ordering Party (Yazda)
  • Good Received Note signed by the recipient as proof of delivery.

 

  1. Submission Instructions

Prepare two separate envelopes:

  1. Envelope 1: Technical Offer + Supporting Documents
  2. Envelope 2: Financial Offer (sealed)

Label envelopes clearly with Tender Number, Title, and Supplier Name.

  1. Inspection

Yazda reserves the right to inspect, measure, and test medicines at any stage of preparation or delivery. Non-conforming medicines will be rejected and must be replaced at the supplier’s expense.

 

  1. Penalties & Guarantee
  • Delivery delays  except force majeure) may incur a penalty of 5‰ per day of the total undelivered value.
  • Substandard or expired medicines must be replaced at supplier cost.
  • Supplier must indicate warranty period for medicines supplied.

 

  1. Prices & Payment
  • Prices must include materials, packaging, labeling, transport, loading/unloading, and taxes.
  • Prices in USD only.
  • Payment via bank transfer or cheque within 1 week,after  delivery verification and receipt of correct documents. Supplier bears bank fees.
  •  Payment will be made once the delivery is completed as per the Purchase Order and verification from YAZDA Medical Team.
  • Medicines delivered must be the same as mentioned on the PO and Invoice.
  • No part of the payment will be in cash it will be via Bank Transfer or Cheque.
  • Cheque will be issued in the name of Company not in the name of individual. In case the payment/cheque/transfer is made to the individual there must be authentic source of ownership.
  • YAZDA will pay the invoiced amount not extra charges such as but not limited to taxes/ customs, levies, octroi, Bank Charges, cool chain and Transportation etc.

 

 

  1. Evaluation & Selection Criteria

Awarding Criteria:

  • Price: 40%
  • Delivery Schedule: 10%
  • Supplier Experience (≥3 years  references): 5%
  • Quality of Samples / Documentation: 45%

     

    Note: The lowest price will not be the sole factor—quality, compliance, and reliability will also be weighted

    Exclusion Criteria: Missing or incomplete required documents (licenses, registration, tax clearance, tender forms).

    • Quotations must comply with the tender text. Incomplete or late submissions will be automatically excluded.
    • Responses will be opened by the Yazda Tender Committee.
    • Suppliers not receiving verbal feedback within 25 working days after the submission deadline are considered unsuccessful.
